The n~eting was called to order at 7:40 P.M. ~'~is meeting concerns the meetings
of August 24 and 50 to make a decision on every parcel that was questioned.
Tb~ Board started at the North end of the City and will work South and discuss
each area questioned at the Public Hearings.
First area to be discussed is strip commercial zoning from Boynton Canal to
North City Li~ts along U.S. 1 .
Mr. Dake explained that by comparing present zoning with the proposed zoning, it
would show a substantial a~nt o£ con~aercial deleted. Not much commercial in
this area in past decade. Apartment type cormt~action tach more suitable for
future and ~il! tend to go that way, more so when 1-95 is completed. ~r. Datce
recommended that this area remain R-5 as shown.
Board discussed this area and brought out that ~illicent Properties had requested
their conmercial along U.S. 1 remain commercial.
Dr. R~born made a motion that Mr. ~r~ke's reconmendation be £ollowed and property.
left R-5 as shown. I':btion was seconded by ~r. ~ralker and carried 7-0.
Second area to be discassed was the area from the Intracoastal to U.S. 1 in the
Lake Addition section. This is presently proposed to be
Weaver stated he would abstain as he owns property ~, this area.
Mr. Dake then explained that there were very £ew places that have aharacteristics
~ich are good for high-rise type buildings and that this area is good for
type construction. This property, expecially from !~est of N. £. 7th Street to
the Intracoastal, presents a real soil problem and will cost considerable to
develop. Under proposed hi-rise formula, would have a lot of open space, etc..
I~e to this, .Mr. Dake tb~nks that hi-rise is a good zone for this area. He
believes it would be be~tter than ~ro or three story, use whero apartment can be
closer together. Varied'~land use patterns are needed. Only otb.~r area similar
at present is that just South of Causeway Square.
Dr. Raborn asked k~. Dake if elLv~nation of R-4 completely would raise a legal
question and Mr. Pake's opinionwas that fl~.is was a distinct possibility if

such was considered the best use for the land.
¥~ard had considerable discussion on this area concerning ~hanginE to possible
R-5. Beard discussed making area from 225 feet West of N. E. 7th Avenue to
Intracoastal~ R-5 along area sho~m as R-4 proposed. ( ..hr. Raborn proposed this
be done in a motion seconde~ by Mr. Walker.)
Further discussion ensued and it was suggested that the existing strip of
commercial along U.S. 1, which is also in this area, be changed to R-5. Beard
discussed this at length and it was pointed out that most of these lots were too
shallow for proposed use. ~buld need approximately 200 feet depth to be used as
R-5. Area on West side of U.S. # 1 would have to remain commercial as it is now
more developed and against Railroad track.
Area under discussion to follo~ lot lines as close to 200 feet deep as possible
along U.S. 1.
Mr. Simons, Attorney~ came fom~mrd to speak on Lake Addition in general but was
denied by Chairnmn as Mr. Sarno stated this had been before Public Hearing.
~. Jim Patterson, 619 N. E. 7th Street, objected to proposed R-5 as he claimed
that streets would have to be ~4dened to tmke extra traffic and t~hat property
owners on both ends of streets would have increased property value while those in
middle would not be benefit.
Dr. Raborn ammended his motion to include this also and Mr. Yfalker again seconded.
?~. Clarence Berry~ stated they are building 114 apartments North from N. E. 10th
Avenue, and this would put hin in a non-co~_{orming use zone.
Dr. Raborn then moved to include this area in his motion and M,r. Walker again
seconded,
The final motion being that the area shc~m on the proposed map as R-4 be changed
to show an area from 225 feet West of N. E. 7th Street to the Intracoastal
bounded on the North by N. £. 10th Avenue amd on t~he South by N. E. 7th Avenue
and West to U.S. 1 be made R-5. Furt~her, that a strip approxiaratety 200 feet deep
to tahe East of U.S. 1 and following existing lot lines, be made R-$. The inferior
areas encompassed by these boundaries be made R-IA.
}dr, Ayers moved that commercial strip along U.S. 1 be changed from C-4 to C-1
for a depth of one lot in lieu of R-3. ~,,~tion seconded, by };~. Olds. Vote was
3-3 with ~ir. ~eaver abstaini~4. }(~tion failed by tie vote.

The next area to be -.~isu~ was from Hampshire Gardens South, to the City limits
botmcled on west by U.S. 1 and ~ast by Intracoastal. ~-'..~st of this area already being
built or existing as R-3, except for Su~-We~h Restaurant. ~'~otion made by ~,~*.r. ~?alker
to zone this area R-3 from R-4 with tJr~e exception of S%~ ~%.ra~h property to be made
C-3. ,%:btion seconded by Dr. P~orn and carried 7-0.
Property North of Hampshire Gardens to C-5 presently shown as R-4 was next discussed,
Betided on East by Intracoastal and ¥~est by '? c 1. Board thilL-ks this s.~.ou!d be
R-$ with, exception of restm~rants ~J~ere. These should be zoned C-3.
~,~. Weaver motioned *Jmt ff",.is area be zoned R-5 except for restaurant areas
would be C-3 to end of their parking areas. - This :motion seconded by ~r. Bru!i and
carried 6-1 with 1,'k'. Same voting no.
Board then discussed strip East of Intracoastal adjacent to R-3 on %Vest. ~'fr. Dake
recommended this go to R-3 also.
Dr. Raborn motioned tJ~at ~4r. Dakes recommendation be accepted and seconded by
~4r. Ayers. Motion carried 7-0.
~xt area discussed, was ~ast side of Seacrest Boulevard across from the hospital.
It was explained tJmt this was pri~.arily for emdansion of hospital related facilitie~
and hospital would contLuue to expand and ~.is area was needed for doctors, etc..
Mr. Weaver ~oved that t31is remain C-1 as she, re. on the m~p. This motion seconded
by ~¢~. Ayers and carried 7-0.
~e next area discussed was West of Seacrest ¢oulevard along S. ~% 15th Avenue.

explained area tJmt would be affected.
Boa,rd discussed this area and Mr. }~%aver m~de a xotion to extend C-2 zoning, one
lot deep, west to S. W. 3rd Street. P,,btion was seconded by l~,lr. Olds and, carried

Next area discussed was from Seacrest ,Boulevard I{est to S. W. !st Street, b~dnded
on }~rth by S. %V. 1st Avenue and on Sou~h by S. kL 2nd Avenue. Owner had requested
this go to C-1 from R-5 as he had a proposed project for this area. qI~is had been
previously discussed at another meeting.
Dr. Raborn n'~ved ~hat this area be changed to C-t. !v~otion was seconded by }~r.
~{alker and carried 7-0.
Next area discussed was area Nort.h of SR 804 to Venetian and Treasure Isles.
~r. ~geaver abstains as he has son~ interest in property Lu the area.
Mr. Dake explained this areaand its best potential to the Board.
Dr. Raborn made a motion to leave portion l'~[est of E-4 Canal as R-5 as shown on map.
This was seconded by b~r. Bru!l. Discussion followed by Board. Dr. Rabom with-
drew his motion and ~. Brull withdrew his second.
Chairman asked for another n~tion and none was made so area remaiD3 as sb_a~n on
map.

Dr. Fry, representLng Golfview Harbor Civic Association, presented a letter to the
Chairman objecting to zoning as presently sho~m.
k'.~lnor Corporation has a letter on record..,committLng R-$ area to only two stories.
Discussion held and ~-~lnor to meet with Civic Association to explain their plmns.
Dr. Raborn motioned to rescess until %%%dnesd.a¥ S~tember 22nd at 7:50 P.~I. Seconded
by ~r. t~,%aver. Vote was 2-4 against motion and it failed.

Mr. Dake explained ~,~tnor plan along Congress Avenue and development in general
on Congress.
Dr. Raborn had opinion that B'iilnor Company could come up with alternate plan with
no R-2 or R-3. ~Vould use a perimeter~oad instead. Should leave as R1AA.
No motion made to change proposed plan and area remains as shown on map.
Area adjacent to and South of Golfview Harbor, directly bela~ canal on North, sho~m
?,ir. Dake explained that both City and County own~Iand in: ,~his area~ar~ it should
remain R1AA as a buffer to ~{1 zoning to South. This strip would probably help city
acquire access to this area. ~<¥. Bake would like to see ~his used for a park or
school in the future.
No motion was made by Board and property remains as sh~n on proposed map.
Next area for discussion was S. }%~. 25rd Avenue !~¥est of Seacrest Boulevard.
Board discussed this area at length.
Motion to ~hange as follows, East of S. W. 3 Street to S. W. 1st Street, North of
S. IV. 23 Avenue from C-1 to R/AA, l~'est of present High Point property to SCL-RR
from C-1 to PJAA { Norfl~ of S. ~. 23 Ave. ) made by Dr. Raborn and seconded by
Mr. Ayers. ~btion carried 5- 2.
Existing I~gh Point section in this area to change from C1 to ~3. This motion
made by Mr. Ayers and seconded by ~,fro 0Ids. ~,~tion carried 7-0.

Dr. Raborn made motion to change this property from CZ to ~ as it is being
developed. Motion seconded by Mr. Ayers and carried 7-0.
At this point meeting was adjourned but was reopened when ~,~r. Weaver suggested
Board take up another area.
