Gerald Dake, Consultant ~. Stuart Fuller, Building Official The Public Hearing for the ~ster Plan came to order at 7:30 P.~f. ~. Sarno stated the procedure to be followed during ~he meeting. Ne explained the reason for Public Hearing and a little about the backgromd of t]~e }/~ster Plan. i~ir. Gerald Dake then expanded on a few of t~he changes and why; the background of the city and. what the future ~ay bring. A letter was read from. Rudolph ~ Ann Guiller objecting to Roynton Isle being rezened for hi~-,, rise. A letter from Dr. R. C. Bower DDS objected to hhe area north of Greet. Briar Dr. and Sterling Village being rezoned for }-~i~h P~se. A letter was read from ~. J. Hinish object~_ng to the rezoning of Boynton Isle for ~gh Rise. from A letterf~r. Mr. N. J. Bardell objected to the mzoning to Hi~ Rise. Pat Troccoli objected to the rezoning of Boynton Isle for Nigh Rise. ~. Robert Beyrer, Sterling Village spoke on the property adjacent to Sterling Village on the Norfl-~ and Soufl~ o£ Ocean and S. E. 6~h Street. 1~e requested that rather than C4 zone to place thisbe3 zoniD~, and place a height limitation on it. He also objected to the rezoning of Sterling Village fr~ R5 to R4. Mrs. ~ly ~hrtell objected to the rezoning of Bo)rnton Isle for MJDh Rise. ~,~r. Albert Wehrell represented Boynton Isle~ Lee ~'~anor Assoication in stating their complaints about high rise. He stated that no one wants to see in Bo)rnton Bead~ what has happened in the South. ~r. Sarno Stated that the Regulation Book is available in ~he library and everyone can and should read it. what h~.ppened7 to South could not happen trader this ordinanc Public Hearing of ~he Planning ~ Zoning Board 8-~0-71 B~. Nicholas LaBarba stated that he came to Boynton from Plantation for the single family housing and would not like to see it turn into an area with high rises. A representative of Hampshire Gardens requested that the area be changed back to RS from ~. Luigi Mirisola in a letter objected to the R4 in the area of 2404 S. Federal, He wants cczmercial for his restaurant. ~. };i. D. Tabano objected to the change from C1 to R4 in his area. },,ir. Norton Strnad, Lorraine Motel asked why they were put into the C3 category, and why a forty {~t setback ~ould be required? ~{r. Dake explained that the change from C1 to CS is still conmercial but it is upgraded. The forty foot setback is to allow better ingress and egress to Federal F~Dhway, to eliminate backing onto the hiDhway. ~.{r. ~'ertz represented Treasure Isles, VeneIian Isles and Leisureville, in stating the objection to zoning the area from Boynton Road to Venetian Isles and Treasure Isle. ~{r. Vas~ine summarized the objections. A petition was received with 10S signatures in favor of the zoning for Golfvie~ Harbor on Congress Ax~nue. Audrey Crous Dr. J~r~s Shortley ~,~+rs. Ann Shinners Mr. John Gonsman ~s. Fry thanked the people of Golfview [{arbor for attending the ~eting. Dr. Pace 1540 S. I~r. 27 Avenue stated that apartment-would not cut down the noise. He completely opposes anything other than single family ~,~ellings. Mrs. Stmmley 10!1 S. !% 24 Avenue wanted to know ~ere the names came from on the petition? Mr. Norman ~fichael stated that they are all residents of Boynton Bemmh. It was suggested that the Golf~ew Harbor Association mmet with ~r. },,iichael and see if something could, be worked out, 3 Public Hearing of the Planning and Zoning Board 8-S0-71 Mr. Arthur Sprat went into a lengthy discussion on shortage of open space and recreation area. ~k. Frank }$~rroll, 340 ~. Point Ct. stated that originally East of S. W. 3rd street and North of S. Itr. 25rd Avenue was zoned R1AA and apparently it has been changed to Cl. Mr. San%o stated that it has not been changed but the propOsed ahange is to Cl. k~. Karroll speaking for F~ction 4A of ~[~ Point requested t~hat this area remain R1AA or change it to R3 rather than be zoned C1 for professional buildings. Mr. Richard I~ite 2580 So W. llt~h Street stated that he was disappointed in hearing som~ of the changes. In owning a dnplex in the No B. section of Boynton, he feels that it is his best interest to have a single family home in a single family conm~n:i~ otherwise he would have built his home next to his duplex. This is pertaining to Golfview Harbor. Mr. Bob Collier 915 S. Federal stated that it appears to be a lad-, of communication. Some people don~t seem to realize that Congress Avenue will be a super highway some day. He suggested that the people look at the trends happening on Congress a~nd look to the f%n~utre. Mr. Bruce Costanzo discussed the traffic condition at Congress Avenue and S. l,'f. 25rd Avenue. ~r. ~.mrles Grevette, 5200 S. B. 1st Ct. He questioned S, E. 51st Avenue and Sky Ranch Estates, across from (]repel and ~{ission Hill. He asked if it was zoned P3AA and would it permit cluster type housing. Mrs. Newton asked ~mt the zoning is for 215 S. ~%r. 1st Street, Boynton Heights? ~. P~J(e stated that it is RS, Ap~nts. ;'~r. Steve Koahoken 219 S. W. 15th Avenue which is 450 feet from the over pass and 500 feet from C2 on the East side. He bought the property as residential~ he feels that the C2 on the Bast of him should be carried fl~rough his street. ~lr. Weaver stated that the County- would probably take kis home, and it would not make rough difference in t~e zoning. ~'~. Jim ~¥¢cCau!ley, 217 S. ~'. 15 Avenue, stated that the Cotmty did not cotemplate taking any more for the right-of-way. He requested C1 in the area also. ~{r. Jo.ha% Sega/, 2999 Ardsley Dr., Orlando , stated that the DOT is not taking these homes.. He ~ns property in the area mhd would be interested in the outcome. k%r. Same stated he ~,ould be notified of the outcome. Public _~,,beting of the Planning and Zonig Board ~-50-71 ~,~. Samo also stated that the Board should dO C~e utmost for the people in this area, mud a meeting should be set with the County authorities. Mrs. R~hrbaugh, 2857 S. E. 1st Place, questioned the area South of 23rd Avenue bounded by the Hospital on the tqest of Seacrest BlYd, ~&_ich is P.1AA zone and is proposed to Cl. ~he oppoSeS anything that does not conform to residential that is existing. ~,'~.. ~Dake explained the s~~g P~ro£essiOnal buildings and stated that no one coma expect to build a single family house in that area which ~ould front on Seacrest and the hospital.
