I. Call to Order
Chair Valcourt called the meeting to order at 6:08 p.m.
II. Pledge of Allegiance
The members recited the Pledge of Allegiance to the Flag.

A quorum was present.

Motion
Ms. Rhodes moved to approve the agenda. Ms. Calixte-Dieuvil seconded the motion.
The motion passed unanimously.

Ernest Mignoll, 710 NE 7 to Street, explained he became a permanent resident in
October 2020. He spent about 45 years as Graduate of Education Professor in the
north. His family and he spent a lot of time in Florida and some of his family have
children int school system here. He did not expect that he would be as involved in
Boynton Beach as he was up north, but there is more tot City than being a beautiful
city with beautiful families and children. He commented there are challenges and he
asserted one is education. He not all could or remotely and data is available in the
State. He asked if Palm Beach County gets involved in an annual school report card
where each state takes the data from each municipality and compare how the schools
do. It is certified by the State. Vice Chair Wilkinson responded the State does have a
grading system, that is based mostly on testing.
(Chair Valcourt arrived.)
is Chair Wilkinson explained the Board has nothing to do how schools are rated in
the City. The County is rated by the State and then each individual school on their
testing scores. Dr. Hayden-Adeyemo offered the Board would like to work with
residents to partner with the school district and the programs the City can provide at the
Library and Recreation and Parks. She commented the Board would be receptive to
what he was offering.
Mr. Mignoli repeated all states are required to report tote Federal Department of
Education. Each municipality of each county reports everything at the school, such as
attendance, maintenance, crossing guards. It is a full spectrum so representatives from
the counties can call them up on the report cards. The federal and state government
cross references them and it allows for comparisons of schools. That is what they
would train principals to do. If the Board is considering something like that, they can
monitor it and then set Is from the data.
Mr. Young asked if the school district grades each school and the information is on the
school website. Chair Valcourt responded they do, but this year because of the
pandemic the state gave each school district an opportunity whether or not those
grades would be public and published and the district to out with the exception of
one school in Lake Worth. Mr. Young advised it is a school district question. Vice Chair
Wilkinson agreed and not this is not the right venue to ask. They have some basic
information, but generally the school district is a better place. There is a school district
meeting tonight. The District hosts meetings about all schools int County, whereas
the Board focuses on the students and not so much the schools.
Vice Chair Wilkinson gave the address fort school board and advised the meeting
starts in four minutes. Dr. Hayden-Adeyemo invited Mr. Mignoli to apply for a seat on
the Board. She not they have a lot of initiatives for children in Boynton They want
the literacy rate to be on grade level.

VII. New Business
A. Approval of Minutes of August 16, 2021 (Special Meeting)
Motion
Ms. Rhodes moved to approve the minutes to reflect Ms. Calixte-Dieuvil was present
and Chair Valcourt was not. Ms. Wilkinson seconded the motion. The motion passed
unanimously.
VIII. Old Business
Vice Chair Wilkinson passed the gavel to Chair Valcourt.
Motion
Vice Chair Wilkinson moved the Board forgo the rest of the agenda and only talk about
the fundraiser. Ms. Wilkinson seconded the motion. The motion passed 7-1 (Dr.
Hayden Adeyemo dissenting.)
IX. Old Business
a. Fundraising
i. Pumpkin Carving Fundraiser
Vice Chair Wilkinson commented the Pumpkin Carving Fundraiser was coming up on
the 16th. She stated she did not mean to take over the whole thing, and she feels like
she is kind of running it at this point which was fine with her, but she had questions for
the members. Ms. Claude had printed copies of the flyer and Vice Chair Wilkinson
asked if the members solicited people to enter pumpkins or provide prizes. Dr. Hayden-
Adeyemo stated she announced it at the Library Board meeting and she has talked to
businesses. The flyer has Vice Chair Wilkinson's phone number on it and people can
call her if they have questions and they are in the process of getting a form to fill out
electronically. The downside is they cannot collect money ahead of time as it is a time
issue. While she could open an Education Board Venmo account, it gets tricky as it
would have to come to her bank. Dr. Hayden-Adeyemo advised they discussed it prior
to the meeting about collecting funds and doing it ahead of time. She took offense to
Vice Chair Wilkinson's statement by saying she was the only person putting forth effort.
Dr. Hayden-Adeyemo thought if Vice Chair Wilkinson's name was on the flyer, she
would be called. Other members have been working on best ways to solicit this item.
Vice Chair Wilkson responded her words were being twisted. She commented she did
not say she was in charge of the whole thing, but she did say she was taking the lead.
Dr. Hayden-Adeyemo stated what she heard was it was her idea, she has been doing it
all and the Board has been doing nothing. Chair Valcourt clarified Vice Chair Wilkinson
does not mind taking the lead and others are helping. Vice Chair Wilkinson apologized if

her words were construed the wrong way. She did not mean to say no one else had a
handle in this and she was aware everyone would be there ante 16th. She explained
the Board's hands are tied as the Board meets once a month and they are not allowed
to talk to one another between the meetings. Someone had tot the lead and since it
was her idea she did. If the Board out like someone else to take the lead, they could.
is Chair Wilkinson explained since the last meeting as a group, they revamped the
flyer and the donation letter. They discussed collecting money ahead of time, but there
was no way to do that. Her thought by collecting money ahead of time was if it rains,
they have the money. The flyer specifies the time to turn int pumpkins from 2:30 on.
The event is from 3 to 6 p.m. It mentioned the Board is a City board and there are
prizes. Vice Chair Wilkinson asked if they had prizes or any connections to prizes. She
thought $100 would be a good prize, which could be split between gift cards. She
hoped the members out start soliciting clubs, and she has six people working on
them.
is Chair Wilkinson has been working with the Rotary Club and her HOA sent
the flyer tat residents. There are a few prizes, but the more they have the better.
Dr. Hayden-Adeyemo commented she went to an event at Barrier Free Park two years
ag, and the Recreation and Parks Department offered a free pavilion rental as a raffle
prize. Mr. Young explained they have done so in the past. It is something the Board
could consider as something the Board is requesting. It out just be any pavilion
rental int City. Mr. Patterson asked how many prizes will be given away. Dr.
Hayden-Adeyemo thought they could give participants honorary mention or be featured
in FunFare. One prize was fine. Chair Valcourt thought they could ask a restaurant for
dinner fort or receive a gift card. Not only is it a family that could participate, it could
be a school or a club.
Ms. Calixte-Dieuvil thought the whole concept is to have funds so cannot keep giving
money away.
Tasha Lebla stated she does not live in Boynton Beach, but has held a lot of events.
She thought one prize was not the way to go, it might fall through. She recommended
they should have a back-up discussion. Dr. Hayden-Adeyemo thought two prizes and
an honorable mention would be appropriate. If it is an organization that wins, it could be
an in-kind prize. She thought someone may not want the prize. The flyer says prizes
will be awarded. Chair Valcourt thought it out not matter because the participant is
not informed of what the prize is. Itsays prizes. Dr. Hayden-Adeyemoto ught if talking
and chaffing it up, , the prize should be announced. Vice Chair Wilkinson commented
when people call, she can tell them and if the letter is not distributed, they can add it.
The second prize should be contingent on how many entries there are. The price to
vote is two dollars per ticket. The price to enter a ticket is five dollars.
Mr. Young explained if prizes are being donated, they should hand out as many prizes
as possible ort winner can choose whatever they want. Ms. Rhodes announced she
aIr eady had a $25 donated gift card.

The letter was finalized and revised based on the decisions the Board made at the last
meeting. Vice Chair Wilkinson commented the City's address is on the top. It was too
much to put the flyer at the top of the donation letter. It did not make a lot of sense to
add it. The revised letter was read.
Vice Chair Wilkinson also had several volunteers from the Key Club at Olympic Heights
High School to help and they are entering a pumpkin and looking for volunteer hours.
Chair Valcourt wondered if Boynton Community High School would help. She will
forward the letter and flyers to get people to first purchase a pumpkin. On the day of the
event, they will need cups to put the tickets in, and placard paper for each pumpkin
describing where each pumpkin came from. Dr. Hayden-Adeyemo has index cards.
The City can make copies and do things for the Board as they are a City Board. When
they know how many pumpkins they have, they will know how many tables they will
need. The event is in 23 days and they need to focus on marketing the event and
participation. Vice Chair Wilkinson offered to be the contact for all of this and be the
lead to make executive decisions if needed, because they cannot meet again between
now and the event.
Chair Valcourt requested a motion for Vice Chair Wilkinson to be the point of contact, in
case anyone has questions and allowing her to make executive decisions in regard to
things that may come up. Vice Chair Wilkinson commented she already told people the
pumpkin can be decorated any way they want. It can have glitter and hair. In future
years, they may want categories. For this event, it is a pumpkin popularity contest.
There are no rules.
Motion
Vice Chair Wilkinson so moved. Ms. Rhodes seconded the motion. The motion passed
unanimously. The letter and flyer will be sent out as is electronically. Dr. Hayden-
Adeyemo notified Firth and Third Bank about the event. Chair Valcourt will send to
Poinciana and other schools. It was reiterated the pumpkins have to arrive by 2:30 p.m.
the registration deadline is October 1St. Mr. Patterson recommended adding an email
address to the flyer. As for general email, they should contact Ms. Claude, which could
be forwarded.
The Board will collect names and when Vice Chair Wilkinson talks with participants on
the phone, she will send them the email. Ms. Calixte-Dieuvil asked if anyone
approached Christ Fellowship Church.
Mr. Young invited all to a comedy show at the Art and Cultural Center at 125 E Ocean
Avenue. It starts at 7 p.m. and will feature Kyle Grooms a well-known comedian.
Tickets are $15 in advance and $20 at the door. He requested the members help
spread the word.

Starting October 1 st, the City will host free concerts at the amphitheater the first Friday
of each month. They will start to host free movies at the park on the lawn on the third
Thursday of every month.
