I. Call to Order
Chair Mondello called the meeting to order at 6:35 p.m.

Roll was called and a quorum was present.
IV. Agenda Approval — October 25, 2021
Motion made by Mr. Fagan and seconded by Vice Chair Pierce-Roe for the October 25,
2021 agenda approval. In a voice vote, the motion passed unanimously (4-0).
V. Approval of Minutes — September 27, 2021
Motion made by Mr. Patterson and seconded by Vice Chair Pierce-Roe for the
September 27, 2021 meeting. In a voice vote, the motion passed unanimously (4-0).
VI. Unfinished Business - None.
VI 1. New Business
a. November 22 & December 27 Recreation & Parks Advisory Board
Meetings
Mr. Young reported they would keep the November 22, 2021 meeting date; however,
tentative dates for the December 27, 2021 meeting were December 13, 2021 or

December 20, 2021. The date would be discussed at the next meeting once room
availability is determined. The December 27, 2021 meeting will be placed on the next
agenda under Unfinished Business.
b. Magic Wheels & Special Deals 2022
Mr. Young advised the meetings would be in person as of February 12, 2021 in the same
location as previously, which was Barrier Free Park. They are proposing to move the
Magic Wheels&Special Deals from Barrier Free Park to Centennial Park at Town Square
in the future.
Vice Chair Pierce-Roe thought having a pre-party at Centennial Park and the race back
out was a good idea. She believed attendance has gone down during the unveiling.
Mr. Young mentioned food trucks could be parked there and there is a lot of parking. He
commented that other events have been held Downtown and parking has not been an
issue; the park has plenty of space and a stage.
Vice Chair Pierce-Roe thought more than one food truck could come if a large turnout
was expected. She noted that bringing more people together is important for local
businesses.
Mr. Young stated race packets would be available on site for all participants to pick up.
Vice Chair Pierce-Roe suggested putting together a picture presentation with past
recipients and different wheelchairs.
Mr. Young indicated they are looking for sponsorships. He mentioned the Joe DiMaggio
Sponsorship last year, which allowed to reserve the jumbo screen and outdoor TV screen
to show the video of the ceremony.
Vice Chair Pierce-Roe questioned if the jumbo screen could be used for upcoming
concerts or events as a background.
Chair Mondello asked if they could get the Police car with the gaming system if available.
Mr. Young advised the proposed date is Friday night before the race the next morning.
There is not enough lighting during the evening at Barrier Free Park to show off the
playground and park.

IX. Items for the City Manager's Attention
Vice Chair Pierce-Roe questioned if there is Wi-Fi in the parks and requested the status
of cameras.
Mr. Young stated Wi-Fi is currently in two parks. They are working on a plan to add Wi-
Fi to all parks in the future and are working on this project with the School District.
Regarding cameras, there are several parks with security cameras. They are working on
park security plans to include cameras, Police call boxes, Park Rangers, and private
security hired for certain parks at times.
In response to Chair Mondello, there is a survey and an ARPA funds meeting this
Thursday at Fire Station #3. A Community Assessment Survey is being conducted with
FAU on November 22, 2021, at the Carolyn Sims Center.
Mr. Fagan requested the status of the Boynton Beach Boulevard Improvement project
from I-95 to Federal Highway.
Mr. Young has not heard of that project taking place, but there have been discussions for
the MLK Corridor to bring in residential units and shops.
Mr. Fagan commented if there was money for Boynton Beach Boulevard that it should be
used for the MLK Corridor and perhaps a linear park could be done alongside the street.
Vice Chair Pierce-Roe suggested starting a new local garden project with vegetables and
fruit.
X. Future Agenda Items
a. Holiday Parade & Activities
Mr. Young advised there was no information regarding the Holiday Parade. The CRA has
put out a date for the Holiday Boat Parade and they are still having discussions regarding
the route. The Boat Parade is scheduled for December 10, 2021, at 6:30 p.m.
b. Tree Planting Project
Mr. Young reported that 1,200 trees will be picked up in Loxahatchee on January 15,
2022, so, during the December meeting, they need to make sure this will not interfere
with anyone else's future plans. He asked Community Greening to attend the next
meeting since a tree planting is being planned at Boynton Lakes Park.
For a future agenda item, Mr. Young wanted to add an update on Seacrest at the next
meeting.

Chair Mondello mentioned volunteers must be 14 years old and have a background
check. She questioned if there was a way to have younger children volunteer.
Mr. Young stated he would check and noted that the City has a Footprints Program, where
people can sign up to become a volunteer.
Vice Chair Pierce-Roe asked if there are cameras at the Oyer Park playground.
Mr. Young was not sure if the playground was in the coverage area; cameras are currently
in the park to monitor the Intracoastal and the entrance of the park. When the park closes
at night, Park Rangers lock the restrooms and gates. Cameras are on the outside of the
clubhouse, but not necessarily near the pavilions and restrooms.

Mondello adjourned the meeting at 7:14 p.m.
