Boynton Beach Art Advisory Board Agenda, November 18, 2021 Page 3 November 18, 2021 Art Advisory Board Agenda Package Page 3 CITY OF BOYNTON B E A C H Project Charter Project Grants to Artists and Fabricators in Boynton Created By Glenn Weiss Date August 31, 2021 Phone 5617426026 Email Weissg@bfl.us Mission Boynton Beach artists and fabricators will rebuild their business stability and reputations by creating, designing and promoting a new work of public art as attractions in the commercial area of Boynton's low income, diverse census tracts. Objectives As per the objectives of National Endowment for the Arts ARP grants, the objectives are to repair the economic loss among artists &fabricators and increase the inclusive arts programming of the City regarding artists & audiences. An efficient execution of the grants will get money quickly to artists and fabricators. The placement and promotion of artworks near small businesses in diverse areas will provide an arts destination that increases sales and customer awareness for the artist& retailers. The diversity of artists, fabricators and commercial areas enhances the inclusivity of art programming and City grant making in general. Deliverables The artist and fabricator will be awarded a grant to design and produce a work of public art that will be displayed in Boynton Beach for 12 months. Both the artist and fabricator will use the images and stories about the artwork to promote their business to Florida municipal public art programs, south Florida architects, art collectors and commercial property developers. Promotion by the City will increase customers to small businesses hosting the artwork. Budget $130,000 Total Cost • $100,000- Five $20,000 Grant Awards • $15,000— Project Manager • $5,000— Promotion & Marketing including Graphic Design • $10,000— Reserve for permits, engineering, temporary foundations, contingency. (If ARP cannot be spent, then coordination with Public Art Fund dollars) Stakeholders The team is led by Public Art Division who will invite other city staff from marketing, public works, etc as needed. The project sponsor is the City Manager. Once the City Commission adopts the project, other potential stakeholders will be invited such Arts & Cultural Center, CRA, CDBG, Planning, Chamber of Commerce and of course the small businesses &their customers in the diverse commercial areas. City•Managerg Public-Art-divisiong Marked n gg — — — — — — — — — — — — — Public-Works�E Art•Boardo — — ® — — — — — small-6usinesses3E ArtisVFabricato rM Assumptions The high level assumption include: • The economic loss of artists in Boynton Beach matches the average loss of$20,000 income during the pandemic reported by the Miami- Dade Cultural Division and Americans for Arts in Washington, DC. • The economic loss by small businesses, especially restaurants, can be repaired by the arts as an attraction for new and existing customers. • The huge arts audience in Palm Beach County (5.4 million attendees) can be attracted to the diverse commercial areas. Communications The Public Art Division maintains the channels of communication for team, artist/fabricator and small businesses. The team with public art, marketing and public works will meet twice to develop the details of the budget and schedule in the beginning. In the middle, communication will be most important with management of the artist/fabricators by voice and email. As installation approaches, the marketing and public works will discuss final processes and promotion. The legal documentation is limited to the contracting that includes award process, fabrication and installation. The contracts require a final reporting by the artists/fabricators. Boundaries Although the project coordinates with small businesses,the project does not include any direct assistance to small business in the commercial areas. As the funds are grants to assist the artists and fabricators, the City will not own the artworks and the artist/fabricators can sell them. Decision Making The decision-making process will be managed by the Public Art Division. Process Awards and approvals require the participation of the Art Advisory Board and public works. Native plants are an essential part of their natural ecosystem.They have provided civilizations with shelter, medicinal properties, and nutrients for the fertile ground.As invasive plants gradually integrated themselves into the ecosystem,they are becoming the dominant species in our parks and backyards. When creating each piece, I began with the following questions; how can we reclaim the past and make it part of our current history? Is it possible to return to a state before invasive species? By asking these questions and finding answers through nature,we see a very unforgiving look at the world today.The native plants are continuously at war with the invasive species,trying to keep their land,struggling to grow deep roots,survive the soil's changing composition,fighting against the strangling vines that choke out life.At the same time,they dwindle to nothing due to lack of sunlight from invasive plants with overgrown leaves soaking it all in, leaving whatever lives below it to die. As a part-time gardener,full-time educator, and artist, I find myself constantly thinking of new and innovative ways to combine my talents to create good in the world. By using found materials and tools, my practice is sustainable and eco-friendly.As I engage members of the Boynton Beach community in a dialogue about the park and its elements, I will focus on highlighting plants and animals in the area.This will raise awareness and insight into how we can reduce our footprint on Earth while still enjoying it. As I continue to delve into the relationship between plants and humans, I aim to integrate them into my daily life and into my work. By creating a sustainable art practice, my work is not only accessible but also eco-friendly. With these considerations in mind, I hope to add mywork and collaborative vision to the living, breathing Quantum EcoPark. Artist statement I am a printmaker and installation artist based out of Orlando, Florida. In my current practice, I find and make materials and tools as part of an experimental aspect in my process. I salvage and transform found wood as a reflection of how marginalized and oppressed communities have been cast aside throughout history. With these, I carve detailed large-scale allegorical woodcuts based on the acculturation of the Caribbean and the world at large. I have found that using religious and mythological archetypes create visual tropes that parallel the experiences of marginalized groups, allowing for a shared and deeper understanding of topics once thought of only for academics. From the sides of forgotten buildings to interactive handmade structures, my installation work incorporates sound recordings, prints, and video elements that meld personal histories with global shifts.Through this method, I can prioritize bridging the gap that connects our present and past with the hope of preventing historic recurrences. As allowed in the current Art in Public Places guidelines, the City can purchase artwork by "Direct Selection". The purchase contract would need to approved by the City Commission if the purchase price exceeds $35,000. The price of,Janis is $13,000. Based on the Art Board dialogue at the Sept 2021 meeting, Weiss investigated the stability of the fiberglass and the colors. Haligon Fine Arts made the sculpture utilizing anti-yellowing agents in the resin and high metal content paints. Other research verified that new anti-yellowing agents have been successfully developed in the last five years. He was chairman of Fine Arts and faculty member at the Moore College of Art and Design and faculty member at the University of Pennsylvania Graduate School of Fine Arts. His works have been featured in Color in Contemporary Painting, The Art of Watercolor, The Song of the City, and Artist Homes and Studios. His works have been reviewed in the New York Times, Los Angeles Times, San Francisco Examiner, ArtNews and Art in America. Hyder maintains his studio in Miami, Florida.
