~eting called to order at 7:50 p.m. by Chairman ~Tehrell who introduced
Board members.
Sr. Thompson moved that minutes from previous meeting be accepted as
written. Motion seconded by Mr. Mant~hey. Ail voted aye and motion
carried.
Old business had been resolved by council and therefore none was brought
forward.

Applicant: Addison F. Cottrill
Hr. Cottrill's sister and her husband wish to move to Boynton and this
will give them a place to stay. Would make a duplex for retired relatives.
Carport with a room is now existing and was occupied by an uncle now dead.
Wants to enlarge this area for use. States neighbors have no objections.
Location%s surroundings are apartments to south, north is apartments, cmn,
mercial to west,~ to east is a church office. Property abutts parking area
for restaurant. Hangge apartments are near and ~.!r. Pipes has apartments
nearby. Petiti0~er does not think duplex would hurt the area. Board
menbers had looked over property previously. Garage apartments will re-
quire 560 square feet.

Chairman read .legal description to the,audience and the Board; then
called for representati°n ~r~m the Audience. Mr. Stanley Tate came for-
ward representing Hi~ Inc. Me stated that High Point
had a contract to thee proper~ ~He submitted plat for the Boa[d
to look at. ~i Tate then explained ~e location of the property in re'-:
ference to the boundaries~ ~. Tate also submitted aerial photos of the
property to the Board. He also put up another p!~.t for the viewing of the
audience.
Mr. Tate stated tha~ am over all land study was being prepared on the pro-
petty by Ames Bennett of Palm BeaCh.
Mr. Tate then showed a model of %he entire proposed project as it will be
completely developed.
Members of the audience came forward to look at the model. ~ir, Tate then
pointed out the boundaries of the property to the audience members.
Tate Stated that the model was based on a plot plan devised by Ames Bennett
who worked with ~r. Harold Hopkins while he was acting City Manager.
~.dr. Tate offered that t~e setbacks from the street would be forty feet per
unit. I~e stated there would be forty-three feet between buildin£s (on t[,~
side), and 'ei~lty-eight feet between the back of t~%e buildings.
Chairman asked ~.~r. Tare the density and number of units. Mr. Tate stated
there were 52 acres~ 91 building plots covering 564 units. The density
would be approximately seven units per acre.
Mr. Tare also stated planned landscaping would be done, unless otherwise
preferred by the City.
Discussion followed regarding other ways the property would and or could
be developed should the subject request b~ denied. This being a residen-
tial development.
Recreation facilities were discussedl there would be a swimming pool,
shuffleboard court, etc.
Dr. ~mnthey asked price range. Mr. Tare stated the price would start at
$16,000 for one bedroom and go up to $18,500 or $19,000 but would try to
remain under $20,000.
~.~r. Tate stated that High Point would purchase the property regardless of
the zoning being changed or not. Mr. Blacketeer asked, the price range on
the proposed residential (second~.ry) development. Mr. Tate stated the
price would be in approximately $25,000 bracket.
Chairman at this time read letters of objections to the request to the
audience and Board.
Chairman then called for objections from the audience.
Mr. Grannette, 5200 South East 1st Court, came forward to state his ~p-
position to the rezoning request. Me stated that a petition had been
raised one year previously against a similar request and wanted to know
if the petition was still holding any weight or would it have to be done
all over again.
~.[r. Tate read names of adjoining property owners contacted who were in
favor of the project.
B~r. Richard Hyttman, 3605 South East 1st Court, came forward to state in
answer to Mr. Grannette's question that he had been the one who had started
the petition and explained that it was no longer valid. He then asl~d

Board members discussed the request m~ong themselves.
Chairman called for motion.
Mr. Blacketer made motion to deny request; seconded by Mr.' Thompson.
Three in favor, one abstained. Request denied.
Parcel 3: Lot 32, Lainhart's of Lot 3 as recorded in Book 10,
page 39, Palm Beach County Records
Request: R-1 to R-2
Address: 129 N. E. 13th Ave.
Intended use: For a Duplex
Applicant: Lawrence Miller
Petitioner came forward and stated his building was there long before
present zoning and that the proposed addition had been started before
present ~or~ing. He wants to complete addition in order to get both a~di-
tions which are needed.
Petitioner was reminded by Board that he would also have to appear before
Board of AdjUStment for set back and front foot variance.
Several members of the Board s~ted they h~ ~ecm p~pe~; ~,n~ were
fsmiliar with problems there.
No objections were recorded.
~r. ~4anthey made n~tion to grant rezoning. This was seconded by ~.lr.
Blacketer and carried by all. Motion made by I,~r. ~anthey and secoDxted
by Mr. Blacketer to adjourn. Ail voted aye and motion carried.
Board sat and informally discussed proposed new ordinance and map until
10 p.m.
