Mm. Tomberg came forwamd representing P~. Cardone. He asked the Chair-
man if this n~ Board would still maintain tP~ir power of recommmndation

Igc. Tomberg then made his presentation to the audience ~nd the Board in
favor of the request for rezoni~, t-Te submitted small photos to the
Board of the area proposed, for rez~. I~e also set up color dra~ings
of the proposed site. I~. Tomberg also added that this psrticular
parcel had been before the Planuing g. Zoning Board $ times previously
for rezoning. He stated that 30 units per acre were proposed. He also
pointed out that the only property North of the tract of land was
occupied by one home (~mer unkn~m).
Mr. Blacketer asked the ntmber of over~all units.
Mr. Tom_~berg replied that this was the artist's conception, calling for
7 stories~ 31 apartments per floor, 217 apa~'~b~nt units. 325 parking
spaces proposed with high landscaping on the North side, service
entrances are to be on the conmercial (South) side. The North side of
the project will be strictly for people entering the project. The
backside of the project is to be for equipment and maintenance entrances.
}~. ~hrelt asked if ~. Carbone would be building the project himself.
l~. Wehrell asked about entrances in regard to the median strip along
the ~min ~highway. It was stated that entrance ways would be properly

I'~. Tomberg stated that this was not going to be a -shabbily built pro-
jeer. He also pointed out that the project would be maintaining its
roads, and also ~uld have its c~m security system... It would be mostly
more taxes for City with least amount of service cost to City. Would
act as buffer between Lee M~nor Isles and Commercial.
Dr. ~nthey asked regarding site approval~ if after the property was
granted rezoning and ~. Carbone decided to change the site plans what
recourse the City of Boynton would have. This oroblem was briefly elis-
cussed, and it was stated that under the present City Plan they?coUld do
nothing about it~ ho~mver, under the n~,,~ prooosed City M~ster Dlau
provision was being made to give the City voice on the site planning of
proposed sites.
Further questions ~mre called for from ~e Board. None were offered.
Floor was opened for opposition by the audience.
Mr. O. W. L~,~y, 6S0 Castilla Lane, came fc~vard and read a petition,
signed by 100% of the residents of Lee Manor Isle in objection to this
rezoning of the parcel. He stated this would depreciate value of their
property. The City has an obligation to protect homeowners; that
I~. Carbone omiginally wanted a home for himself. Mm. Lo~ then
submitted the petition to the Board for record.

h~. Thompson asked }~. Lc~m~y if there had been any residences built in
Lee Manor Isles recently. The ans,,;er was that there had been people
interested bu~ that they were afraid to because they did not know what
was going to come of the land nc~ seeking rezoning~ for apartment site.
Mm o Thompson offered that he felt the residents of Lee Manor Isles
using the subject proper%y as protection to the surrounding properties
zoned C-1.
Further discussion followed.

request. ~bp. Thompson seconded. Chmirman th~_n asked for ~er
discussion by Board n~mbePs.
Mm, Biacketer stated that he felt the people North of the property needed
soma protection~ he felt that this area also needed a high-rise zone.
He proposed that ~e discussion .be tabled.
Chairman stated that the new Planning Board had not been too active and
that the City's ~ster Pls~ Was 10 years old. He felt that since it
would be as ranch as ~ months ~til the new Master Plan was effective,
he didn't thipk the discussion should be tabled.
Mm. Thc~pson stated he felt that this should be settled once and for a!l~
since this particular parcel had been up for rezoning 5 times previously.
}~. Livingston stated he was fearful that the property did not and would
not have any tax value to the City. He also stated that he felt that
the oeople who purchased the proper~ in this area should be protected
end ~hat the traffic hazard that would be present here~, as mentioned
e~rlier, was a very valid complaint.
Mr. Skeels conwented that ~he had known people who had lived next to
high rise apartrmnts end that the only proble~.~ ~re durLng construc-
t-ion but there had no ]~em. any after completion of the high rise.
~. Wehrel! stated that this is the only piece of property in Boynton
adaptable to good residential houses with facilities for people
would like to have boats ~ he felt this was one of our greatest assets,
~. Blacketer offered he was not in favor of changing the zoning, to
C-2, but that he did feel that a buffer zone was needed for this
property.
Board was rem~nded of a motion on the floor. 5 in favor of denying
request; 1 opposed to denying request. Motion earried.~ Request fora
rezoning denied.

Brief discussion was held regarding a parcel tabled at a previous
meeting. It was decided that a decision on tfnis should be postponed
until a later dat~, since the new Board kn~,~ noth~ about:it and should
be given a chance to become f-~&lia~ with the si~_ation. This is the
M~loney request to be brought up at the April 1, 1970 meeting.
