He states that his client had been before ~he Board .before. Due to
sc~e objections from residents at the _previous meeting, h~4ever,
Condev had withdra~m its application from its scheduled hearing wi~
the City Council, in ordem to make cert ~ain alterations. ~.

t~k'. Hollings~orth placed dr~ir~s on the bulletin board. He pointed
out and explained that 1 and 2 stors~ buildings were proposed to run
along Seacrest Blvd., with 8 story apartment units to be in the center.
He also pointed out that, unlike before, backdoors would no longer
be on the street. A play&Tound (later clarified as recreation area)
w~ proposed for the e~ly eastern part of the proper~y, along
the railroad track. He ex/plained an overall layout of the project.
It ~ms stated ~at the tract of land was made up of approximately
52 acres. Present zoning of the property allows 602 units. He said
that Condev did not plan that great of density fora %%zis project. He
stated 718 total living units, were planned, wit_h a separate 5 acre
area for recreational facilities. The gross density came to 18
units per acre. Floor plan drawings of the unit were shown briefly.
Othem drawings were placed fora the audience's observation. No
children under 1~ years of age ~muld be per~tted in the units, in
accordance with objections raised at the maeting held previously.
~. Sarno asked if Condev still proposed only one entrance to the
project.~
Mr. Ho!lingsworth stated that entrance plans ~mre tentative, Pending
upon ~e City's requirements~ which Condev would ecmply with.
~. Sarno asked if the proposed unit number had. changed frc~ the
pre~_ous application.
P~. Hollingsworth stated that the proposed unit numbem had not been
changed~ but the layout had been chan~ed so there %~mmld not be a
solid wall of units along the street.
Question from the audience was raised as to who the officers of Condev
were and where they resided.
Chairman stated that this information was irreve!ant to the zoning
of this parcel.
l~. Hollings~x~d~ then turned the floor over to ~. 0tis ~re, a
professional City Planner from West Palm Beach.
D~. McGu~re came fo~ard and offered .his personal opinion, from a
professional standpoint. He offered that ~is tract of land had be~m
by-passed for the developer of single family d~llings and be-
cause of high costs, he felt that it would be developed in ap~t
type ~,~ellings. He stated that the overall density planned by
Condev falls in ~e 1~, range of garden-type ap~nts (top range
being 20 per acre). Further pointed out this ~uld be approximately
52 acres that ~he City ~,~mmld not Imave to maintain, as far as streets,
etc. goes. He also stated that he felt that the portion of the
property along the railroad had been handled very ~,~ll. ~¥. -Mcguire
then opened the floor fora questions from the Board.

Upon request from me~ber of the audience, L¥. ??cGuire stated his
educaticm~%t background, qualifying him to speak.
Question was raised from the audience in regard to the 2 inch water
mains along Seacrest Blvd. being changed to 6 or 8 inch mains~ to
aceomodate the water use of the proposed project.
~, Weaver stated that %his would be a matter up to the City
Engineer' s offioe.
Mm. Walter ,Pute~ came forward~ speaking on behalf of Condev, to ans%zer
~le question. He stated that prior to the d~awings ever being made
or application made~ he ~.nt to the City Engineer's office and asked
about the wate~ lines, tle explained ~e location of various lines snd
mains in this area and he stated the City F.~gineer's office reported
to him that there is ample water supply for ~is a~ea.
~'[~. Weaver then stated that this would be a problem that could not
be solved by the Planning ~ Zoning Board.
Audience also raised question as to ~hy Condev's plans were tenta~
tire, in relation to streets, etc.
~. Holling~,~or~h stated that the plans ~re stated as '~tentative'
because of some changes which may be made later.
The Chairm~n pointed out to the audience at this time, that Condev
had not been required to submit such a detailed presentation for
a zonirg change.
Lengthy discussion was held ~ conwnents and objections from the
audience.

the request. }te gave notice That the lette~, as well as the petition
with approximately 200 signatures against the request, would be
