90-LLL .SOLOWZO 9O-2.2/- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, EXPRESSING SUPPORT AND/OR OPPOSITION TO SEVERAL PROPOSED BILLS BEING CONSIDERED FOR ENACTMENT BY THE FLORIDA LEGISLATURE DURING THE 1990 SESSION; FOR AN EFFECTIVE DATE, AND FOR OTHER PURPOSES. WHEREAS, the Florida Legislature officials convened on ~pril 3, 1990, and will adjourn 60 days later; and WHEREAS, the Florida Legislature is considering ~umerous bills for enactment during this 1990 Legislative ession; and WHEREAS, several of these bills presently under onsideration are deemed to be advantageous to the local 'overnments, while others are deemed to be not advantageous. NOW, THEREFORE, BE IT RESOLVED BY THE CITY CO~4ISSION THE CITY OF BOYNTON BEACH, FLORIDA, THAT: Section 1. That the City Commission of the City of Boynton Beach expresses its support for the following listed Dills since they have been determined to either (1) provide funding/increased revenues to the Cities; (2) increase flexibility to the Cities; and/or (3) remove inconsistencies, clear up language and provide greater understanding to the public. A. PCB 90-5 Occupational License Tax Reform B. PCB 90-6 TRIM Reform C. HB139/SB1208 Partial Year Assessments SB1206/HB1959 CCNA Threshold (Increase $6,000 to $10,000) E. HB997 and others re: Affordable Housing SB762/HB353 Police Reports (use for commercial purposes) CS/HB2515 House/Senate Transportation Package H. HB1623 Community Economic Development Section 2. That the City Commission of the City of 3oynton Beach expresses its opposition for the following isted bills since they have been determined to either 1)decrease local revenue sources (divert to fund state .eeds); (2) erode and/or intrude on the City's local home ~ule authority; (3) impose mandates on cities without financing; (4) and/or place unreasonable financial burdens Dn local governments. PCB FT90-7 Governor's proposal on cigarette tax increase. HB147/SB1674 Statutory minimum death benefits (employer being provider of all benefits) C. HB2433/SBl156 "Presumption" concept on Aids, Hepatitis and Meningitis D. PCB 90-14 Universal Access to Health Care E. HB1269 Bond Financing/Lease Purchase F. HB475/SB40 Infrastructure Surtax/Education G. HB2113/SB648 Sovereign Immunity Cap H. CS/HB1301 School Board Preemption I. CS/HB2069CS/SB628/CS/HB1001/CS/SB/l100 DER/Administrative Fines & License Section 3. That the City Commission hereby directs 5he City Clerk to forward a certified copy of this ~esolution to the the Governor of the State of Florida and 5o the Palm Beach County Delegation advising them of Boynton ~each's support and opposition to these respective proposed )ills.
