Chair Mondello called the meeting to order at 6:31 p.m.

Roll was called and a quorum was present.
IV. Agenda Approval — November 22, 2021
Chair Mondello added an item under New Business for the Boynton Inlet pump house
painting. She also added an item under Unfinished Business for discussion regarding the
location of incoming trees.
Motion made by Mr. Fagan, and seconded by Ms. Pierce-Roe, for the November 22,
2021, agenda approval with changes. In a voice vote, the motion passed unanimously (5-
0). NOTE: Mr. Jenkins and Mr. Conklin were not present for the vote.
V. Approval of Minutes — October 25, 2021
Motion made by Mr. Kanter, and seconded by Mr. Patterson, for the October 25, 2021
meeting. In a voice vote, the motion passed unanimously (5-0). NOTE: Mr. Jenkins and
Mr. Conklin were not present for the vote.

a. Discussion regarding the location of incoming trees

Mr. Fagan mentioned that the Board asked Mr. Young to talk to the City Departments to
see where the different trees could go. He understood someone from Community
Greening might be at this meeting.
Chair Mondello questioned if the Board wanted to talk about this now or wait until they
get to the Boynton Lakes Tree Planting Event.
Mr. Fagan replied they could wait.
Chair Mondello advised they would put that as a sub-item under the Boynton Lakes Tree
Planting Event.
VII. New Business
a. New Member Introduction: Sean Conklin
Mr. Conklin introduced himself and stated he has been in and out of Boynton for about
seven years. He is in Public Administration at FAU and is passionate about all kinds of
public service.
Mr. Kanter requested a discussion regarding manatees.
Chair Mondello researched manatees and mentioned a Visit Our Manatee Tracking page,
which tracks many manatees in the area. They also have a Manatee Rescue and
Rehabilitation Partnership, and it shows where to report sick, injured, dead, or tagged
manatees. She provided a phone number with FWC, Wildlife Alert, 1-888-404-3922.
b. Boynton Lakes Tree Planting Event Presentation by Community
Greening
Rebecca Harvey, Sustainability Coordinator and Dondre McCrary, Community Greening,
provided a presentation on the Tree Canopy Program.
Ms. Harvey indicated in September 2020, the City Commission unanimously passed
Resolution R20091, Adopting a Tree Canopy goal. They assessed their canopy, which is
currently 16.1%, and set a goal of expanding it to 20% by the year 2035. This is part of
their Climate Action Plan Urban Forestry Initiative. A grant was received in 2019/2020 for
Community Greening, and 713 trees were planted in 2020; 887 trees were planted this
past fiscal year, which includes planted I the ground s well as trees that were given away
to community tree giveaways. She noted there is a list of parks where the trees were
planted. Currently, they are advertising an RFP to do a public lands tree inventory. A
three-year grant was received from the State Forest Service. Year one is to do a tree
inventory collecting data on all the trees in parks, rights-of-way, and natural areas to the
extent their budget allows. Year two is to develop an Urban Forestry Management Plan,
and year three is to plant more trees.

Mr. McCrary explained that Community Greening tailors to the communities in which they
work in, specifically in the heart of Boynton, and minority neighborhoods. They like to start
in those neighborhoods by finding out what the community's want. Someone at the
Commission meeting mentioned they would like to see beautiful trees put in front of the
memorial because it is where their family is from. They were able to put three beautiful
trees in front of the memorial, which will have pink flowers. Their goal and mission are
always to get within those neighborhoods and figure out what can be done to make it
inclusive for the community. Volunteers and people from the neighborhood help plant the
trees. Tree canopy can help from rainwater storage to climate change, and even the 50
fruit trees they planted at Sara Sims Park. They work with different Cities, governments,
non-profits, and different community-based organizations to achieve this goal. He
mentioned the KBJ planting at Boynton Lakes Park and showed a map of the species.
This park floods a lot, so there are always two species that fit into the park and can absorb
more water than the average tree. The trees will shade most houses on the east side as
well as the lake. Shade brings community and wildlife and beautifies the park. This project
will be done with 120 volunteers, and he thinks the bigger the plantings, the more of a
challenge it is for the community and the more they take on. There were 120 trees at
Harvey Oyer Park and 150 volunteers came out for that project. To make this a family
gathering for everyone, they bring in a DJ and tent, so everyone has fun.
Mr. Fagan advised that 1,200 Slash Pine seedlings are being delivered on Saturday,
December 15, 2021, and they would like to put them in Quantum Park and hoped to have
an area to put them in so they are not put in places where they would be taken out later.
There are plenty to go around in other parks in the City.
Chair Mondello commented that they are trying to figure out how they should distribute
the seedlings and where they could be used.
Mr. McCrary stated when planting trees, they always aim for right tree, right place
guidelines. He noted every tree planted so far has been planted in the right place.
Ms. Harvey thought they were on the right track with the Quantum Park being the top
choice. She is on the Committee to renovate Quantum Park, so she will be in touch with
Mr. Young, the Board, and Community Greening, to talk about locations.
Ms. Harvey stated that 97 trees would be planted soon, and they are being promoted by
Radio Station 97.9. They will be talking on the show, and it will air on Sunday, December
12, 2021, between 6:00 a.m. and 7:00 a.m.
Mr. Fagan commented that about a year and a half ago, the City Manager of Boynton
Beach mentioned a greening project he would like to see along the railroad tracks.
Mr. McCrary stated it takes more than just the City to get project approval because there
are several entities involved.

c. Holiday Activities
Eleanor Krusell, Director of Marketing and Events announced the following events:
• 50th Year Holiday Parade. There will be entertainment the night before, on
December 3, 2021, with tree lighting and beside it will be a handmade Kenorah
and Menorah between 5:00 p.m. and 8:00 p.m. The next day, the parade starts at
4:00 p.m. and ends at 6:00 p.m.; everyone is encouraged to bring chairs and
blankets. This year the public is voting on a Grand Marshal and the winner will
appear on the website, HolidaysinBoiynton.com.
• Children can create a snowflake and send it in by email; those will be on the doors
facing east behind the Christmas tree and will be on display for the entire month.
• The Grinch will be played at the Friday Flicks, which is a free event with food trucks,
activities, and entertainment.
• There will be a Snap and Share anytime during the month of December because
the Banyan trees and Kapok trees lit last year will be lit. Snap a picture with your
family, put it on Face Book, and the winner will receive a $25 gift certificate to a
local Downtown business. Posters and postcards will be left on the desk, and it
would be wonderful if anyone has a place to display them.
In response to Chair Mondello, Ms. Krusell stated there are 54 entries, which includes
nine bands. The parade route is still on Federal Highway; south to north, and staging is
at the same area where they perform. The route will be a little shorter, and it starts at 8:00
p.m.
Chair Mondello questioned if Parks and Recreation would judge the entries this year.
Ms. Krusell stated last year, media representatives judged entries that came in and this
year, they are discussing it at a level, but they have not selected.
d. December 27, 2021, Meeting Discussion
Chair Mondello advised that December 20, 2021, is being considered as a tentative
meeting date, pending direction from Mr. Young.
VIII. Public Audience
Ernest Mignoli, resident, 710 NE 7th Street, Apt. 407, Boynton Beach, FL 334357
commented that he attends many Board meetings around the world, and it is important
that the public is asked if they want to comment. He mentioned the terrible condition of
the parks, trees, and streets throughout the City and questioned the tree removal process.
Chair Mondello indicated this is an Advisory Board comprised of volunteers to help when
things can be done for Parks and Recreation. This Board can make suggestions, but he
would probably get the best results by going to a City Commission meeting.

Mr. Mignoli advised he travels all over the world and whenever he goes to a country or a
municipality and they do not have major religions represented, he usually donates to the
City. The City Marketing person said they are putting up the holiday tree, a Kenorah, and
a Menorah, but he questioned if there was going to be a nativity scene. His donations
usually cost between $600 and $1,200. He buys them, as long as the City agrees, and
donates them to the City and it is their responsibility to store and put it up each year. Last
year, he noticed there were not any nativity scenes, and he does not think that is
representative of the City. He will leave his contact information and as soon as approval
is given, he will purchase a nativity scene that could be added to the tree, Kenorah,
Menorah, and the holiday tree. The way there is a Christmas tree is if there is a nativity
scene nearby. The idea is if there is a Menorah, a nativity scene, and a holiday tree, only
90% of the religions are represented.
Chair Mondello stated as an Advisory Board they do not have the right to give approval.
They can put the comments as items for the City Manager's attention because it would
need to be brought in front of other people.
Mr. Mignoli concluded by saying he does not appreciate the emphasis on alcohol,
marijuana, and other things going on at recreational events for the City. He would like the
City to de-emphasize the alcohol and marijuana.
Chair Mondello advised that was something to bring to the attention of the City Manager.
IX. Items for the City Manager's Attention
Chair Mondello advised the following are items for the City Manager's attention:
• Discuss the purchase and donation of a nativity set from Mr. Mignoli.
• De-emphasize the use of alcohol and marijuana at City events.
X. Future Agenda Items
• Tree locations for the seedling plantings.
• Mr. Kanter will provide a presentation of the Quantum Park overlay.
XI. Next Meeting — December 27, 2021/December 20, 2021, tentative date
