Minutes 08-15-67 MINUTES OF SPECIAL MEETING OF PLANNING AND ZONING BOARD ~ELD IN CiTE HALL, BOY~TON BEACY FLORIDA, TUESDAY, AUGUST 15, 1967 AT 7:30 P.M. Fey Ward Stanley Weaver A16ert Wehrell Robert Olds Joseph Brull Walter Dutch Maynard Wertz Stuart Fuller, Building Official Chairman Olds opened the special meeting called~ to take care of two parcels. Parcel 1_!.' That part of the N.421 Ft. of Lot 3 of the Subdivision of Sec. 33, Township 45S, Range 43E, (measured along the west line thereof) which lies west of the west line of Seacrest Boul~- ~vard, Palm Beach County records. Request: R-1 to R-3A Location: 2003-2t09 S. Seacrest Blvd. Owner: Church of Jesus Christ of Let%er Day Saints Mr. Walter Dutch disqualified himself because of conflict of interest. Mr. Dutch came forward representing Parcel No. 1. He advised the application was signed by the representatives of the Ch~rch, Mike Susie- and Herbert Thiele, advising that this request had previously gone through the Planning and Zoning and City Council to have the same parcel rezoned for C-1. ~ey plan to use the property for multiple unit apart- ments and the plans they had all along can be put into effect under R-3A. ~. Fuller had made preliminary study with Mr. Susik and everything that will be done will meet specifications before any permit has been granted. Mr. Olds asked if there was anyone present objecting to this zonLng change. Mrs. Hall, representing the Church property to the South, came forward to advise they were not objecting actually, we just want to know what is to be done on the zoning. High Point West Apartments is presently zoned C-1, but they are using it R-3A. We feel that the highest use of the property consistent with what is in there is what we want to see. She wanted to anotherknow if area. anyone else could come in there and request the same zoning for Discussion held. Mr. M. E, Dittes, 312 S. W. 9th Avenue came forward to advise that they don't objlect if the apartments are the same as High Point West Apartments. More than 8 apartments to a building we do object to. R-2 we don't object to. We want to.keep it more residential in this area. He also wanted to know if parking was on Seacrest and Mr. Dutch advised that there was no direct parking on Seacrest. The entrances are off Seacrest into the parking area. Col. Wehrell discussed ~his further and said it would be down-grading tho area. Col Wehroll moved that tho request be denied~ Motion died for lack of a second. ~6rcel__~2: Lot 7~ and all that part of Lot 8, West of Soacrest Boulevard and North of Westchester Heights Subdivision; and Lots 6~ and 64 of Crestview, a subdivision of the City of Boynton Beach; also, Lot 11 and t~t portion of the W~ of Lot 12 lying North of S. W. 23rd Ave., Sec. 33~ Township 45, Range 43, Palm Beach County records. iqequest: R-I~ R-lA, R-1AA to R-3A Owners: Florida Hs~rbor Hills, Inc.; Great Neck Communities; & Robert Rose, ~Larie Rose & Robert Rose, Jr. ~. Weaver discussed the fact that the identical change in zoning requested was the same for each parcel, and advissd that the discussion of the total problem in this particualr area might be of benefit to their decision. Further discussion was held. Col. Webmell moved to deny the request to change this property to R-3A, Seconded by Mr. Wertzo Two in favor and 4 against the motion. Motion died. Further discussion was held. Mr. Weaver advised that the Planning Board will have to have more infor- mation on a~¥ of these type buildings, as we have to chock them completely before we can actually vote one way or the other. The blueprints, plans, etc.~ should be brought to us so that we can check these out in detail for sewer, water, otc. Mr. Weaver moved that both of these requests bo tabled until tho Board has further inforr~ation on them. Seconded by Col. Wehrell. Unanimously carried. Col Wehrell moved we adjourn the meeting.
