Weaver moved to accept the minutes of the Regular meet:h~ of October 6, 1966. I~. Olds seconded and it was unanimously carried. OLD BUSI~,~SS Great Neck Commmnities Inc. (distance requirements) Mr. ~ohlleb stated that ~. Moore had been requested to redraft this ordinance and that he had not presented it to them ~s yet. Mr. Weaver m~ved te table this matter until the next meeting. Mr. ~ertz seconded and it was unanimously carried. BUS ~t~SS J. George Burge!in Lots 125, 126, 127 s~d E. 30' of 128 and 129 Lakeside Gardens Subdivis ion Request: Conditions2~ use to permit mobile home sales Zone C-1 ~. Wohlleb noted that all interested parties had been notified of this request. He read a petition signed by 18 persons objecting to this request. The petition was m~inly objectir4? to the drainage problem in this area and did not want the expansion of this business to add to their present problem. ~$r. Burgelin came forward to speak in favor of this request. He stated that it is his understanding that these people are not objecting ~to the trailer ss~es so much as the si~uaticn at the end of Potter Road due to faulty drainage. ~r. Burgelin stated he hoped they could work together as a group toward solving this drainage problem.. He stated the trailer sales is presently located on the front piece of property and the request is for 75' behind the present sales lct. This would then give ~.~r. BurEelin 157' on the Highway by 175' deep and he could then have an attractive display corner which would improve the present appearance. ~. There is storm drainage on the highway and his water would be drained to the west instead of the east. Mr. Weaver noted that Mr. Burgelin has conditional use and if he moves out the property could revert back to some of the other uses under C-1. His usage does not affect the land and there is no objectionable noiseE, etc. Mr. Burgelin stated that he would park the trailers back from the right-of-way if the request is granted. Mr. ~Jill Godwin, 670 Oak Street, came forward to speak in opposition to this request. He stated he is negotiating to build condominiums or some homes on the Penny property and believes that the expansion of this trailer are~ would prove detrimental to this type of building. Mr. William Kupf~ls asked Mr. Burgelin if he anticipated tearing down the Severson home. Mr. Burgelin stated that it would be torn do~ but probably not until next season because there is a family living there now. At that time the whole area would be hard topped. Mr. Wohlleb stated that the Board is here to hear this request and weigh the problem and make their decision on that basis, and cannot take this problem of drai~uge under consideration. He also stated that the petition previously mentioned could not be accepted as a proper objection because it pertains to the drainage problem and not directly to this requeat~ · Mr. Weaver stated that he would like Mr. Burgelin to take under consideration that at such time as he paves his parking area that it drains into the storm drain, and thus prevent the water ~oing down to Potter Road. Mr. Weaver noted that this Board could make a recoKEendation that the city check into this drainage problem and felt it would not be too costly to put in culverts or drainage on an easement that is in this area. Mr. Wohlleb noted that these people have complained to the city and council on numerous occasions~and nothing has been done. Mr. Weaver noted that the Board should have the privilege to look over the complete layout when condomini~mns and apartments are built. The Board might spot some things that the city officials do not see. ~. l~ohlleb noted that the voters at the last election turned down a program for drainage and street in~orovement, and hoped that this ne~ election the voters will consider this and take a second thought about voting against it. Money is needed to do these improvements. Mr. Kopf, 2601 Lake Drive, stated that a trailer sales is no ~sset in a residential community~ Mr. Burgelin pointed out that this -2- MINUTES PI~N~NG ~h~ ZONING BOARD MEETinG NOVEMBER 10, 1966 property is not residentially zoned, it is zoned commercial. Mr. ~ertz moved that the request for conditional use be granted with the proviso that the house existing on the property be removed within a twelve month period, and that the drainage go to the west as mentioned. Mr. Olds seconded and it was unanimously carried. Of those persons present, 5 objected to the request and 7 were in favor. F~r. Weaver noted that being Planners as well as Zoners, this drainage is a matter to consider. ~Lr. Weaver moved that the Board recommend that the city manager and engineer check out the feasibility and expense involved in creating the proper drainage for this subdivision. N~. Wertz seconded and it was unanimously carried. DiscusSion of he' --ne_p_~Ehts of fences_~and hed_~ Mr. Bl~nchette stated that most surrounding cities and towns have a 5J maximum height for fences and hedges and s~e 6'. He recommended that the Board set a maximum of 5 on the side and 6' on the rear provided that the rear set back is kept at a minimum of 15'. Mr. Weaver moved that the maximum height of fences and hedges be 5' on the side and 6' on the back;beyond the front building line~ no fence over 30'~. Mr. Olds seconded a~nd it was~unanimously carried. ~Lr. ~eaver had two drawings concerning the interchange on ~-95 at 2nd or Oce~n~venue. Mr. Blanchette stated he would have the copies blueprinted and distributed to all the members, and it could be dicussed at the next meeting. Dr. Teck came forward and voiced objection to this interchange coming off on Ocesm Avenue. O__TH~H Mr. Blanchette asked the Board's recommendation for a poodle grooming shop in C-2 area.
