Minutes 08-04-66MINUTES OF SPECIAL MEETING OF T~E PLASlNING AND ZONIk~G BOARD HELD iN CITY P~ALL, BOYNTON BEACH, FLORIDA, AUGUST ~4, 1966, 7:30 P.M. William Wohlleb, Ohairman Robert Olds Julian Patrick Herbert Keatts Mr. Wohlleb called the meeting tO order at 7:30 P.Mo Chairman Wohlleb noted that in the minutes of the recent Council meeting the request for the following described property was sent back to the Planning and Zoning Board to determine if this request could be granted: That ~.of ~W~ less N 318.5' lying East of U. S.~£ and West of Intracoastal~Waterway Section 27, ~p 45, Range 43 Address: 15!8 Sout~.Pederal High%~ay ~,;ners: Joseph C. Lotto & Philomena Lotto Request: R-1AA to C-1 Mr. Joseph Tomberg, attorney representing. Joseph Lotto, came forward to speak in favor of this request. He noted that the Lotto property is a key piece of property for the City of Bolnaton Beach and is the ideal location for C-1 zoning, Mr. Tomberg stated that this property is 300' south of property owners ~n Lee Manor Isles and that the request is for this one specific piece of property. ~ Mr. Trudeau, Pompano Beach, came forward and stated he represents the people who want to buy this property and they hope to develop a shopping center with a national motel, good restaurant and special, sloops and feels tt~is is the best use for the property. Mr. Paul ~arrington came fo~ard and stated he is not necessarily in opposition to rezoning the Lotto property, but stated he has had calls from some owners in Lee Manor Isles who are out of the state and they are concerned as to what is going to happen here. He stated the feeling was that this was the first step to asking for C-1 for the Westphal property and they would like to know conditions and have assurances Of what is going on the Westphal property. Mr. ~arrington stated that according to the legal descriptions t_his is two separate requests but, in fact, what was asked for was zoning for a complex for the two pieces of land. Regardless of legal description, the actual request was really one request. Mr. Wohlleb stated that as far as what the developers put on that property is their problem and is not the concern of the Board. MINUTES PLANNING & ZON]~qG BOARD August 4, 1966 Mr. Emil Freund, Riviera Drive, came forward to speak in opposi- tion and stated that he felt people further than 200 feet should be notified of these requests. Mr. Wohlleb noted that under the City Charter this is the legal distance. Mr. Freund stated that he felt these same people are interested in the Westphal property and want to develop it too. That it is part same plan. Mr. FreUnd stated ~hat if someone would come show is planned for the area, he may not ob he felt the Board should not tak~ outside the 200 foot area, and all a plan to the Board that this did not ¢ any way~. ~4r. Mr. Patrick stated that he felt that both sides of i5th should be commercial and would be a definite asset to the community and recommended to any Board in the future that they tend to retain the ~'~estphal property as residential. Mr. Patrick moved to grant the chance for the Lotto property to C-1. Fir. Olds seconded and it was unanimously carried. OLD BUSINESS Re: Interchange for 1-95 at 15th Avenue, underpass at Ocean and also Interchange at N. W. !7th Avenue Mr. ~atrick stated he had talked to Mr. Prost, County Engineer, this week and he reiterated to him again the need and importance of having a ~4aster Plan of Boynton Beach brought up to date, especially traffic patterns and how they will be affected by 1-95 within the next twenty years. He stated that if the city does not have a professional plan as to what can be expected traffic-~ise, we cannot expect the Bureau of Roads to grant these roads to us. Mr. Patrick moved that the Board again recommend to the City Council that the Master Plan be brought up to date insofar as what the major traffic expectations are in relation to inter- changes and underpasses for 1-95 in the next twenty years~ and also recommends that the city have Simon & Co. come in to do it.
