Inspector ABSENT: MaynardWertz Stanley Weaver This meeting was called for the purpose of acting upon the request by the city to change the zoning of the following described property: Lots l, 2 & 3, Block 12, Boynton Ridge Subdivision Owner: SOM Center Stores, Inc. &VMJ Company, Inc. Lots l, 2 & 3, Block 13, Boynton Ridge Subdivision Owner: Arthur & Estelle Schaap Address: 500 Block N.E. 22nd Ave. Request: R-1 to C-1 A public hearing to consider this rezoning was held April 7, 1966, There were not enough members of the Board present at that meeting to constitute a quorum and there was no voting on this request. Mr. Patrick stated that since the last meeting, he has looked into this situation a little further and that this residential zoning con- tinues all the way do~ to 15th Avenue and feels that the problem is bigger than the parcels described above. Mr. Olds moved that the request for the above described property be granted. Mr. Keatts seconded and it was unanimously carried. The Board unanimouslyrecommended that the property zoned R-1 lying east of No E. ~th Street and extending from a parcel just south of N. E. 15th Avenue northward to a parcel just north of Block 12 be changed to C-1. OLD BUSINESS Request of Mr. Irving re: Conditional Use as a Marina - Lots 27, 28 & 29 -~ De~y~!s S/D Mr. Wohlleb stated that in his opinion the ordinance does not fully explain what a marina can consist of. Mr. Wohlleb set up a workshop -1- MINUTES Special Meeting Planning & Zoning Board April 12, 1966 meeting to include the city attorney and the Industrial Committee will be requested to sit in and make recommendations and go over Ordinance 62-9 to determi~e what uses come under R-3 zoning. This meeting is set for Thursday, April 28th at 7:30 P.M. Mr. Wohlleb read a letter from Rev. Van, Administrator of St. Mark's Church, which stated they oppose this request if it is a repair yard, but would be in favor of a nice marina. Mr. Irving came forward and stated he had talked to Rev. Van and showed him the plans and tb~t he approved of it. Mr._ Olds moved that the Board reconm~nd approval of this request for a marina on the basis that it conforms to the sketch presented to the Board and that it conforms to the code insofar as R-3 zoning is concerned and that any use that might be sho~ on the sketch t~t does not conform under R-3 would have to b~ eliminated. Rev. Stauffer seconded and it was uuanimously carried. 1-95 Mr. Patrick stated that he wo~ld still like to see the city study verst carefully the effects of 1-95 on the area and ascertain whether we can get the needed interchanges and overpasses before we use money for improving Seacrest that could be used to greater advantage to build the access roads.
