The meeting was called to order by Chairman Woh~%eb at 7:30 P.M.
Mr. Weaver made a motion that the reading of the minutes of February
7, 1966 be waived. Mr. Olds seconded and it was unanimously carried.
Mr. Weaver made a motion that the reading of the minutes of a
special meeting of February 17, 1966 be waived. Mr. Keatts seconded
and it was unanimously carried.
PUBLIC HEARING
Mr. Wohlleb noted that there was a request from Earle Irving for
conditional use as a marina on the following described property zoned
C-2:
Lots 27, 28 and 29, Dewey's S/D as recorded in
Plat Book 1, Page 37, Palm Beach County Records.

Mr. Earle Irving, 1620 No. Federal Highway, Boynton Beach, came forward
and spoke in favor of this request. He showed the Board plans for the
marina and noted that there is space reserved for parking and roadway,
a separate storage room and carpenter shop. Mr. Olds noted that there
is no explanation or definition of a marina. He said this appeared
to be more of a boatyard. Mr. Weaver noted that there is a question
of a 15' easement on the south side of the property and stated that
there might be reason for the city to need more than the 15' that is
there now, and suggested that a recommendation be made to the council
that consideration be made for right-of-way.
Mr. Robert Hartford, of Coral Ridge Properties, came forward and
stated that he was opposed to anything of a boat repair yard directly
to the east of their property. He stated that they would welcome
anything of a marina; that is, boats docking, etc. He stated that
they would like to have as much information as possible and would
like to see the overall proposed plans and see if the area would
add to the attraction of the surrounding property.

Mr. ~Ray Allen, Boynton Beach, came forward and stated that he was
speakLug in behalf of the church's property. He stated that he was
not exactly speaking in opposition but was seeking more information
as to what other conditions were involved. He explained that it was
his feeling that this was one of the reasons that this was put in a
holding classification so that the city and the Planning and Zoning
Board would have some control over the type of operation granted.
Mr. Allen said if it is going to be something of a marina nature;
that is, nice boats docking, there would be no objection, but if it
is a boatyard they would oppose it.
After some discussion by the Board, Mr. Patrick moved that this re-
quest be tabled until the Board checks with the city attorney to see
the responsibility of the Planning & Zoning Board to review this
request under the existing C-2 zoning; also to have the city attorney
provide us with the definition of marinas as to the ordinance and
whether or not repair facilities are part of a marina. Mr. Weaver
seconded and it was unan~_mously carried. Mr. Weaver asked for more
definite plans from Mr. Irving showing the type and elevation of
buildings ·
OLD BUSINESS
Mr. Wohlleb read a letter from Mr. Davidson, District Engineer, re-
ceived by Mr. Wm. Knight on behalf of Mr. Rose stating that~the
interchange for Woolbright Read has been tentatively approved. Mr.
Wohlleb stated he had written E. Lionel Pablo, Consulting Engineers,
Miami, Florida, and requested that a meeting be arranged between the
Planning & Zoning Board and the engineers involved to make our feel-
Lugs known in regard to 1-95.
Mr. Wohlleb read a letter sent to Mr. Davidson from Mr. Robert
Fulton, Supt. of Schools, requesting that they consider changing
the entrances and exits of 1-95 from N. W. 2nd Ave. to Ocean Ave.
Mr. Weaver recommended that the city council write Mr. Fulton ad-
vising him that traffic cannot be taken off on Ocean Ave.
Mr. Leon Weekes came forward and asked the Board for their recommen-
dation concerning a pool room at 126½ N. E. 10th Avenue. Mr. Weaver
moved that the Board recommend to the City Council that the ordinance
be changed to move billiard parlors from C-2 to C-1 zoning. Mr.
Patrick seconded and it was unanimously carried. Mr. Weaver moved
that the request be granted pending the passage of the ordinance
under Section 31. Mr. Keatts seconded and it was unanimously carried~

Mr. Weaver suggested that the city contact Mr. Simon's office and
see how much it would cost to come down on a consulting basis and
meet with the Planning Board to go over the ordinances.
