On motion made and'seconded, the .Planning & Zoning Board unanimously
approved the request of Harbor Hills Inc. with the stipulation that
N.W. 3rd Street within the area of this request be a public street.
On motion made, seconded and unanimously carried, the Board made the
following recommendations to the Mayor and Counc~:
1. That S.W. 23rd Avenue be a grade separation and that it be consid-
ered as a secondary interchange if the city is unable to obtain an
interchange on Highway 1-95 at S. W. 15th Avenue (Woolbright Road).
2. That the city take immediate steps to insure that S.W. 15th Avenue
(Woolbright Road) be completed to at least Congress Avenue prior to
the finalization of the plans for 1-95, and that a full diamond
interchange be requested at this point.
3. That prime consideration be given so that the city obtains a grade
separation at Ocean Avenue and that a full interchange be at 2nd
Avenue with the following recommendations for this interchange:
a) That the interchange be confined to the minimum use of
right-of-way of 1-95 and that the Southwest-Northwest
spur of the intercbmnge be at a lesser angle than
presently proposed.

That a pedestrian bridge be considered bridging N.W.
2nd Avenue in the vicinity of Boynton Beach Junior
High School.
That alternate plans be given the State Road Department
for N.W. 2nd Avenue interchange.
That N.W. 17th Avenue be completed to Congress Avenue to insure
that we obtain an interchange at this point and that the county
take over N.W. 17th Avenue as a county road from 1-95 west.

That N.W. 22nd Avenue be completed to Congress Avenue and that we
request a grade separation so that city-owned land presently zoned
Industrial is no~ isolated west of 1-95 and the Seaboard Railroad
tracks.
6. That we complete Miner Road to High Ridge Road and that we request
a grade separation at this point.
That county funds presently allocated for other projects within
the city other than 2nd Avenue be used to obtain completion of the
above requests if necessary.
Finally, the Planning and Zoning Board cannot emphasize strongly enough
the above suggestions so that in our opinion the city will grow and
prosper, and that pressure be brought to bear where necessary in ob-
taining immediate results in regard to the above suggestions.
