Chairman Wohlleb called the meeting to order and read the minutes of the
previous meeting of November ll, 1965. Mr. Olds moved for acceptance of
the minutes as read, seconded by Mr. Weaver and carried unanimously.
Lot 36, Lainhart's S/D as recorded in Plat Book 10, page 39, Palm Beach
County' records. Request: R-1 to R-2 Address: ll5 N.E. 13th Avenue,

Mr. Werts explained that members of the Planning & Zoning Board met with
members of the bi-racial committee and heard minutes of a meeting the bi-
racial group had held previously. The wording of the minutes and their
action taken was to support the zoning in the area described above as it
now exists. Rev. Stauffer then made a motion that the Vernise Butler
request be denied. Mr. ~,reaver seconded and it was unanimously carried.
Mr. ~eaver asked Mr. Blanchette to send a letter to Mrs. Butler advising
her that after discussion with the bi-racial group that the Board saw fit
to follow the same pattern of the bi-racial agreement and that her
request was denied.

Eugene T. and Jean E. Wilt - Lot 135, Block A, Boynton Hills Subdivision -
Request.to rezone..R-1 to R-2 for duo_lex
Mr. Wilt spoke in favor of this request for the purpose of building two
and one bedroom apartments.
IN OPPOSITION
Mrs. George Kurz, lll N.%.~. 3rd Ave. spoke in opposition stating that she
thinks the zoning should remain the same as there are all one-family
homes in this area. She also stated that if the request is granted it
could ruin the area .and there would be no l~t as to what could go in
there.
Mr. Mark Wade also spoke in opposition, Also Mr. Haverson of 125 N. W.
3rd Ave. and Mrs. Vince Early, 126 N. Wo 3rd Ct. spoke in opposition
stating that they agreed with previous speakers that if the request is
granted it will lead to further zoning for commercial buildings in this

Mr. Weaver made a motion that the request be denied, seconded by Mr.
Keats and unanimously carried.
Roger Skillman, Lot 2, Dewey Heights, Rezone from R-1AA to R-2, con-
d~itional .us.e for medical b~ldi~.
Mr. Roger Skillman spoke in favor of this request for the purpose of
building a medical building consisting of not over 1500 sq. ft. Mr.
Skillman stated that it would be an attractive and well-kept building
and would be a good buffer from the noise on Seacrest.
oPPOS,
Mrs. Irene Phillips spoke in opposition stating that there is no question
of the medical building being an attractive one but what will happen
afterwards and the fact that the rezoning could go on and on. She
noted that several lots were denied rezoning in this area several months
ago.
Mr. ~ohlleb read a letter opposing the rezoning signed by ~. Frank
McCoy snd his wife, Frances and stated that he had received the same
letter from the following persons: Mr. C. C. Johnson, LeP~oy F. O'Brien,
Savila Brandt, Gene C. Martin, Mrs. Donald Rusk, Patricia Katz, Peggy
Hanshoemaker, Irene C. Phillips and Angelo, ~s. Steven Leinhart, Mr.
Wm. Proctor and Webster D. George. Mr. Keats stated that the Board
stays clear of spot zoning when possible and feels that this request
is calling for spot zoning. Mr. Skillman noted that not much else
could be built there other than what he proposes. Mr. Keats made a
motion to deny the request. Mr. Olds seconded the motion. The vote
was ~ YES - 2 NO. The Chairman abstaining.

This request was for discussion only. Mr. Couture wants the front of his
property rezoned C-1 for the purpose of parking trucks and doing repairs.
Mr. Blanchette stated that the zoning would have to go higher than C-1
for this purpose. The Board was of the opinion that a request other
than for C-1 would be denied. If Mr. Couture wanted the property to be
rezoned to C-l, it would be readvertised and the Board could waive the
cost of advertising, although it was again noted that this zoning
would not allow for the repair of trucks. Mr. Couture said he would
take it under consideration and let ~. Blanchette know of his decision.

Mr. Wohlleb asked if the Board could have a special meeting December ~0,
at 7:30 P.M. to hear a request from Mr. Ray Allen for the rezoning of
property adjacent to area of the Four Seasons Development C~orp~, and
also hear a request from Mr. Smoot to rezone a piece of property on
the southern tip of Seacrest Blvd. and to be able to operate a beauty
salon in part of a building to be built on said property. The members
agreed to meet at that time.
There being no further business, Mr~ Weaver made a motion that the
meeting be adjourned. It was seconded by Rev. Stauffer.
