Stanley Weaver Robert Olds Reverend E ~ Stauffer Jack Rauts ton Harold Blanchette Building Inspector Chairman Wohlleb called the meeting to order and read the minutes of the previous meeting of October 7, 1965. Mr. Olds moved for accept- ance of the minutes as mead, seconded by Mr. Wertz and carried 5-0. PUBLIC HEARINGS Parcel 2 was first on the agenda at the request of Mr. Renice Lansing, Principal, Boynton Junior High School. Parcel 2: S 136.7' of W 60 of Lot 6, Block 14, Sawyer's Addn., as recorded in Plat Book 1, page 69~ Palm Beach County records Request: R-2 to Address: 101 E. Ocean Avenue Owner: Ivy M. Merkel Mr. Gene L. Merkel, son of the applicant, stated that they would like the property rezoned s/ncc it is no longer suitable for tiv/ng quarters. Thought it would be ideal for business office. Mr. Lansing, speaking for the Board of Public Instruction, was opposed to granting of the request because the school board felt that the increase iin traffic would create a hazardous c~ndition for the children attending the nearby elementary school. There-was also a telegram from the Board of Public Instruction to the same effect. Since the school is to be abandoned within a few years and there is not sufficient room for a new school to be built in this block, Chair- man Wohlleb suggested that the City might look /nto ~he possibility of buying Mrs. Merkel's property. Mr. Weaver stated that it had been the op/nion of the Planning Board that the City should acquire all the property in the four block area creating a City Complex. He referred to the City's agreement with the school board that when the school is abandonded, the City will take title to the property /n exchange for the twenty acres the City had donated to the Board for the new voca- tional school. Mr. Weaver said he felt the City needed the Merkel property for the future. Mr. Weaver moved that the request be granted with the recommendation that the City negotiate for the property to be used for such purposes as the City deemed necessary /n the future. Mr. Olds wished to add the word "/mmediately,~ to the motion so it would read "-..the City negotiate /mmed/ately for the property...,, Amendment accepted and the motion carried unan/mously. Parcel 1: W~ of Lot 8, lying north of Boynton Road, less E 3 acres Sec 20/45/43, Palm Beach County, Florida Request: R-! to C-1 Address: 681 N. W. 2nd Avenue Owner: Wilfred Couture Mr. Couture appeared before the board and stated that he couldn't make any use of his property as it is and would like to have it rezoned so that he might sell it or derive some /ncome therefrom. Properties to the east and west of this parcel on N. W. 2nd Avenue are zoned C-1. Mr. Wertz brought out the fact that the property was very deep, about six hundred feet, and thought M~ Couture might possibly consider zoning only the front portion. In ~Dosition to the ReqDest: Ray Dumond said that he had bought the adjacent property in Dierl Park ten years ago with the understanding there would be no commercial east of it. Many elderly people have made their homes there and do not want commercial property so close to their homes. Also speak/ng against granting of the request were Dorothy Hayden, Ir~a McGathen and Mary Laskwaski, and the Board had received letters in opposition from Charles and Dorothy Almon, John W. Adams and Berrie Goodwin, all of whom are residents in the /mmediate area of the property in question. Mr. Wertz moved to deny the application. Motion seconded by Mr. Olds and unan/mously carried. The Board suggested Mr. Couture reapply to them for rezonLng of possi- bly the front one hundred feet of his property as measured from the~n~k ~/~ ~ line of N. W. 2nd Avenue. In this way he could have commere/al in the front and duplexes /n the back and the residents would have a buffer zone from the commerc/al property. Parcel Lot 36, Lainhart's of 3 S/D as recorded /n Plat Book 10, page 39, Palm Beach County records. Request: R-1 to R-2 Address: 115 N. E. 13th Avenue Owner: Vernise Butler Mrs. Robert Butler spoke for the granting of the request stat/ng that the home on the property was dilapidated and there were duplexes on either side of the parcel that were fairly new and /n good condition. After lengthy discussion Mr. Weaver suggested the Board contact the city attorney to see whether they might not g~ant the request at the meeting of November ll of a non-conforming use so as not to hold up the Butler's plans to /reprove the property. Reverend Stauffer moved to table the request until November llth to see if the board can make it a non-conforming use. Motion seconded by Mr. Weaver and unanimously carried. The Board made arranqements to go on an inspection of N. E~ 13th Avenue with the possibility'of suggesting the rezoning of this area back to R-2 classification. Chairman Wohlleb read a letter from the City Manager, F. T. Kain, stating that it was the unanimous decision of the Council that the Planning Board play a major roll in the Capital Improvements Program and expressed the thanks of Council to the Board for its offer o~ as s is tance. Mr. Weaver suggested that the Board members read the referendum items and give a priority number to each and then notify the City and possibly the newspapers of their choices. Mr. Wohlleb presented a prelimLnary sketch of the area of the proposed retirement village which is scheduled for the meeting of November llth. Meeting adjourned. William Wohlleb, Chairman -3-
