Kain City ~ - ~anager This special meeting called for the purpose of holding a public hearing to consider proposed amendments to the master zoning map and plan as adopted by Ordinance 62-9, previously amended, relative to rezoning that particular area of Boynton Beach lying north of North 6th Avenue, bo~uded on the north by the Boynton Canal, on the east by Florida East Coast P~ilroad and on the west by State Road ~9. Mr. ~ohlleb called the meeting to order and called for objectors to the proposed zoning change to be heard. Mrs. J. M. Koffman ofCheooygen,~ Michigan, presented objectionsMr' and to the Board. They stated that they were the ova~ers of fifty-four lots located in Arden Park, ~ongress Grove, C.W. Coop Addition, and Palm Beach Country Club Estates, all located within the boundaries of the proposed rezoning, and that they felt that to change the zoning frOm C-2 and R-2, as it was presently zoned, to E-1 would adversely effect their ability to profitably sell the piece. They indicated that they had a prospective buyer for all 54 lots who was waiting to see how the zoning would be and this prospective sale would be lost if the zoning were changed as proposed. Through questioning, it was determined that the prooerty~ had ~oee~~ on the market for many years and that no sale had been made under the present zoning. P . ~ Mrs. Edith Smith, Arthur Murray Realtor in Lake ~orth, lormd~, representing Mrs. Clara Nason, o~er of an entire uuplatted block ~auo}~ as Lots I thru 12, Block l, Palm Beach Country Club Estates and AC Sec. 21-45-43, S 1/2 of E 1/2 of Lot 2, Sub. of w 1/2 of SE 1/4, less easements, the block being bo~ud on the south by 6th Avenue, on the north by 7th Avenue, on the east by 2nd Street and on the west by SeacresO Blvd., stated that Mrs. Nason would like to see the zoning remain as it was oresently zoned. The property was, according to the proposed ~oning change, to be zoned from R-2 to R-l, with a small portion on the corner of Seacrest and 7th Avenue to remain unchanged at C-1. Mrs. Smith stated that Mrs. Mason, who was recently widowed, had a buyer whose name she was unable to divulge. The prospective buyer had already investigated subdividing this w~ole block with the purpose in mind of building residential units for rental. -1- Minutes ~ning Board ~oynton ~Beac~h, Florida March 29, 19o5 The Board asked Mrs. Smith if she thought Mrs. Nason would object to R-2A zoning which provided for the construction oF multi- ple dwelling units only as prescribed under R-2 and eliminated all other uses allowed under straight R-2 zoning. Mrs. Smith repeated that Mrs. Nason had asked her to repre- sent her and to ask the Board to leave the zoning R-~ if possible. The chairman called for any other objectors to present their objections. No other objections were presented. A five-minute recess was called for the audience to study the zoning maps showing the existing zoning and the propSsed changes. Ezell Hester, representing the Inter-Racial Committee, spoke to the Board and reiterated the feeling of the committee that room should be provided for expansion in that area of single family residences, which would have the protection of the prooer zoning and stated if the area south of 9th Avenue were held a% its pre- sent zoning, his race would still be Jammed in 9th, 10th, llth, 12th and 13th Avenues. After discussion, Mr. Wertz moved that the Board recommend to Council that the proposed changes be recommended as sho~ on the map with two exceptions. (1.) That the Nason property, which was shown as R-l, be proposed as R-2A and (2.) That the property west of 3rd Street between 6th Avenue and 9th Avenue, which was shown as C-2, be changed to R-2A to form a buffer zone between the commercial property on the east side of 3rd Street and the R-1 property to the west. Mr. Keatts seconded Motion carried 5-1. Mr. Weaver voted$'No., ' Mr. Julian Patrick, of da ~ troll-Riley, inc., Boynton Beach, Fla., requested the floor. Mr. Patrick asked the Board's considera_ tion of a recommendation to the Council that the City purchase 800 feet of ocean frontage abutting the public beach on the north, which he stated was available for purchase. Mr. Patrick urged action on this in view of the possibility of early development of the available property. Mr. Weaver spoke in favor of recommending to Co~cil the purchasing of additional beach property and moved that the Board go on record as favoring the purchase. Dr. Raulston seconded the motion and requested that it be amended to i ~ nclume the appointment of a committee to study ways and means Mr. ~eaver accepted the amena~ent. · ~lter ~. ?~ ~adsen, Vice-Mayor, spoke to the Board regar~.i~ his opposition to the City purchasing more beach property.
