Nr. Wehlleb called the meeting to order at 7:30 p.m. Ninutes
of the February 4th meeting were read. With regard to the last item
in them~lnutes, Nr. Wohlleb corrected the minutes, rec~aesting that
they reflect that Nr. Olds moved emd }~r. Keatts seconded the motion
that minimum parking requirements be reduced from 2 to i 1/4 parking
spaces. Nr. Olds movedthat the minutes be approved as corrected.
Nr. Keatts seconded. Notion carried.

It was pointed out that Nr. Sanders was re~esting this change
to bring the zoning on Lot 12 in line with the zoning on Lot 1S, which
he also owned, ~n order..to build a residence on the combined lets.
No objections were presented. Nr. Weaver moved that Beard recommend
to the Council thai the request be granted and Lot 12, Lakeside
Gardens, zo~in~ be changed from C-1 to R-lAg. Nr. Keatts seconded.
Notion carried unanimously.

Mr. 7Weaver stated that in his opinion the Board should con-
sider the changing of the zoning to C-1 of the whole area since

Mr. Edward Dully, realtor representing Bernard V. Sturz, the
spoke in favor of the zoning and explained that Mr. Sturz

~. W%hl!eb read a letter from William A. Zeiher, attorney
representing Ernest ~latt, which requested i:n behalf of Mr. ~latt
abandonment ,f thirty feet of road right of way lying along the
north side of Lot 98, Section 2~, Township 45S, Range 48E, and
thirty feet righ~ of way lying between Lots 86 and 87, Section 20,
Range 45E. The letter stated that Mr. [latt had been
requested by the Connty to give certain lands in order to construct
Co~gress Avenue and he was favorably disposed to do this provided
the City abandon the above right of way.
After discussion, Mr. ~eaver moved that the Board reco~mmend
to Council that the portion of the right of way that is under the
jurisdiction of the City be abandoned. ~tr. Olds seconded. Motion
carried unanimously'. Mr. 'Weaver recommended that N~. ,Klatt also
obtain approval from the County and the Lake Worth .,ra~nage District.

~r. Langston appeared before the Board and stated that the
address of the property in question was 3508 North Federal Highway,
Delray Beach, Florida, and that he operated a fabric shop with--a
burlap bag business. He further stated that he anticipated en-
larging the business and would like to have the property annexed and

the City take the necessary legal steps to annex the property owned
by Mr. and Nfs. Langston and that it be zoned C-l. Dr. Raulston
seconded the motion which carried unanimously.

General discussion was held regarding proper zoning to be
assigned to the property. Dr. Raulston moved that the Board recom-
mend to Council that the request for annexation be granted and steps
be taken for the annexation of the entire piece; it was further
recommended that a C-1 zoning be granted rather than the C-2 as
requested. Mr. Weaver seconded. I~otion carried unanimously.
Mr. Lansing presented the Board men, ers with a set of basic
data required for long range planning in the acquisition of school
sites and requested their suggestions on other factors they felt
should be considered in intelligently selecting school sites.

Mr. Weaver moved that the Planning and Zoning Board have a

Councilman Boos requested the Board to study the possibilities
of recommending to. Council that a Minimum Housing Code be established
in the City ~n order that all housing could be eliminated that was
not fit for human habitation. He sited the current efforts being
made by the Council to revitalize the downtown area and general Clean-
up knoWn as"Operation' Bootstrap" as well as the re-zoning study just
voted to '
public hearing by the Planning and Zoning Board, and pointed
out the help that would be provided by a minimum housing code.
Mr. Weaver moved that the Board amend their recommendation to
the Council regarding action on C-lA as reflected in the third para-
graph of the minutes of said meeting. The motion read as follows:
"Dr. Raulston made a motion that the Board recommend to the City
Council that the City Attorney be authorized to draw up an amendment
to the Zoning Code ao as to allow co-operative apartments and condo-

in,mums, only, in a new classification known as C-lA, prohibiting
rental units." Amend the motion to strike p ohlb~t~ng rental units,
and add,......in a new classification' ~ ' 'known as C-lA with a minimum
requirement of S00 square feet per unit. Dr. Raulston seconded.
