Minutes 10-08-64Minutes of Meeting of Planning and Zoning Board~ held in City Hall~~ Boynton Beach, Florida,~ October 8,~ 1964, at 7:30 P.M. Present: Stanley Weaver, Chairman M. Z~-Wertz Robert Olds Herbert Keatts Robert ~ffron Jack Raulston Dirck Grootenboer, i Director of Planning ~ Inspections Dorothy Jones,~ Recording Secretary The Chairman called the meeting to order at 7:35 p.m. Minutes of the last regular meeting of September 10th were read by the Chairman. Mr. Olds moved they be approved as read. Mr. Effron seconded. Motion carried unanimously. .PUBLIC HEARING Public Hearing was called on the following application: Colin and Mary B. McKenna requested conditional use as nursery school in. R-1 Zone for Lot 23~'~ Block 5, Central Park Annex, as recorded in Plat Book 12,~ Page 51, Palm Beach County Records. /nAddress: 141-143 S. E. 12th Ave. Mr.'McKenna,. applicant,~appeared and told the Boardthat hewas the owner of the property,~ however~'i Mrs. Press was a prospective buyer and she desired to operate a nursery for children up to two years of age in one Side of the dUPlex and reside in the other side. Mr. McKenna pointed out that this property was right across the street from the railroad 'tracks and also all the property facing it on the opposi~side of the street was industrial. It was brought out that the duplex existing on the property was a non-conforming use as it had-been built before the zoning ordinance was passed. Mr. Weaver read a letter objecting to the rezoning Clyde H. Spencer who 'owns property located just westof from Lot~ 23. Present atthe hearing and objecting to the request were: Andrew j. Scott,~125 S. E. 12th Ave. Mrs. Eva Pierson,! 142 S. E. 12th Ave. Thomas Robinson~ 121 S. E. 12th Ave. Mrs. Press was present and told the Board that she had looked at approximately 30 pieces of property around-the town and that this particular piece suited her needs best. She had operated nurseries -1- before and had~excellent ratings from the Health'Departmenton her prior'nurseries. Francis~request that Lot 24, Block 1, Frank 'Webber Ad~',tion~i as recorded in Plat Book 9, Page 3, Palm Beach County Records, from C-1 ~to R-1. Mary Francis was ~ present and also Mr, Law Samyn, builder~ speak for the app±ication. There were noobjector~ present andt° no objections had been received b~ m~ail. The Board expressed the desire to see re-zoned for'nice homes. the whole area master plan. OTHER Mr., Effr~on seconded. Motion carried unanimously. A discussion was held. regarding plats furnished the Bca~rd by Mr. Grootenboer with regard to a study being conducted by the Board for the purpose of up-grading certain areasin the north section of town. No action was taken. The Chairman expressed the regret of the Board at the resigna- tion of Mr. Grootenboer~i~,s, Director of Planningand inspections,! and thanked Mr. Grootenboer for all the hard work and his skill and knowledge which had' been a great asset to the Board.
