ROBERT OLDS~ LOUIS~ MIRISOLA STANL~WY ~AVER, CHA~ ROBERT RYD, VICE CHAtRF~N KATHLEEN KIRTON, SECRETARY ~ & iNSPEOTI~ (In Hospit~l) In the absence of the Chairman Who is on vacation and the Vice Chairman who is ill, Mr. Wohlleb called the meeting to order, requesting that a temporary chairman be elected. Mr, F~risola moved that Mr. Wohlleb be elected temporary chairman, seconded by Mr. Olds ~ud unanimously carried, Iuasmuch as the Minutes of the June 6th meeting are in ~. Grooten- boer's office the Board dispensed with the reading of the miuutes. On the request of William Fordon for a Marina in R-3 zcae under conditional use at SE 15th Ave. and Hwy #1, Mr. McKLuney of the Carter-Jebb office appeared for F~. Fordon. He exp~dned how ~he error in advertising had occurred and stated that the City Attorney recommended the Board hear the request at this t~e. The property in question is the North half of ~. Lotto~$ ~ property and Mr. Fordon has been promised a Chris-Craft franchise if he is able to purchase .the land and have it properly zoned. Mr. E. F. Ellis representing ~. E. J. Westfall submitted a copy of a letter objemo~ing to this request, inasmuch as the Westfalls had speat considerable money in filling the land for a residential development. He urged that the request be denied. ~Dr. Raulston moved that the North half of the Joseph Lotto property extending to the canal be rezoned R-3 with conditional use permitted to operate boat sales and marina if and when the property to the South bordering on the proposed ~Sth Avenue is zoned either commercial or like zonLug. Motion seconded by Mr. ~isola ~d unanimously carried. On the request of James Henry to rezone Lots 5 & 6 Block 2~, Bowers Park from R-1 to R-2 to permit construction of a duplex, Mr. Henry appeared before the board. ~. Oldi~s moved that the request be granted to change the zcaiug back to R-2 insomuch as there are three other duplexes in the neighborhood. Seconded by Dr. Raulston. Mr. Huntley a resident on 8th avenue appeared before the Board and stated he did not object tea duplex being b ~uilt on this land but if this spot zoning throws it open to all these other establishments in R-2 and later Mr. Henry sells the land~ the Board would find that ninny people in the area would bbject. Erin. 01ds amended ~s motion as follows: That t he zoning re~ ~ status quo with provisional use for a duplex only, consistent with the surrounding area. Amendment seconded by Dr. Raulston and motion carried unanimously. On the request of Don Cherry for a marina iu R-3 zone under conditional use, Joseph Humphrey represented the owners of the land, Condo and Halpern, and stated a request on rezoning was not being made but that the use ~to which the property is being used at present be allowed to continue. The only change would be the owners and improvement in the operatdon of the business. Donald Jackson speak~ug on beh~ of himself and the majority of the owners .of property in Las Palmas Park objected strenuously to this request, on the basis that it would_~be a hardship to the people in this area which are paying taxes on homes in R1AA zoning. He stated they are contemplating charter boats, boat storage, lo~ge and restaurant. P~. Jackson requested that Dr. Raulston disqualify himself from voting because ~he is acquainted with the people from his home town makiD~ the red, est. Dr. Raulston stated the Council were asking for the Board, s recommenda- tion and that he was going to express his opinion. Dr. Raulston moved that the Board recommend to council that this request be granted. Motion seconded by Mr. 01ds and unanimously carried. There being no further business~ the meeting adjourned.
