Ocean Avenue Virtual: LOpening and Introductions The meeting was called toorder at4:OOp.rn. David Scott, Director ofEconomic Development and Strategy, welcomed attendees tothe workshop and provided background on the ARPA funding. He noted he is joined by John Durgan, Economic Development Manager, who will monitor the online engagement and Carisse Le]eune, ARPA Project Manager, who will review the notice of funding opportunities. The second is the Subrecipient Grant Application for the Small Business Grant Program Administration. She confirmed there will be time at the end for questions and answers. |LSubrmcipimntGrant Applications Ms. Le]eune reviewed the Subredpient Grant Application for the Not-For-Profit and For-Profit. She clarified the difference between the definitions of recipient, subredpient, and beneficiary. She stated the City is the recipient of the ARPA funds. Subrecipient are those who are awarded funding bythe City. Subredpientsthen pass through the funding to beneficiaries, who are the end users. She clarified that tonight's meeting is for recipients and not for beneficiaries. She noted there are five Community Assessment Priorities ("pillars") that were determined by the City. They are: • Economic Stability and Resilience • Housing Affordability and Homeownership • Educational Opportunities and Job Skills Development • Healthcare Access and Health Outcomes • Criminal Justice and Safety She said the application appendices include further breakdown of eligible uses for each of the five categories. Ms. LeJeune reviewed the ARPA Master Spending Plan for each of the five categories that was approved by the City Commission. She noted that funding for this grant program is subject to federal, state, and local audit. If a determination is made that the grant funds were used in a manner inconsistent with program guidelines, for an ineligible expenses or for expenses reimbursed by another federal, state, or local grant/loan program, then the awarded entity will reimburse the City of Boynton Beach these funds. In addition, submission of an application is not a guarantee of funding. She noted if the there are questions, applicants can contact the City via phone or email. The question and answer will then be posted to the ARPA webpage on the City's website. Ms. LeJeune reviewed of the Subrecipient Grant Application for Small Business Assistance Program Administration. She noted this is not the Small Business Association. This application is for an organization to administer the Small Business Assistance Program. She noted it includes much of the same information as the previous application but the major difference is in the scoring criteria. This application includes five (5) areas of scoring criteria with different points assigned. They are: 2 • Responds to COVID-19 Public Health Emergency • Risk Assessment • Equity • Activity Management & Implementation • Cost Reasonableness & Effectiveness She confirmed the other pillars are crossed out in the application because the Small Business Assistance Program is directly tied to only the first pillar of Economic Stability & Resilience. Ms. LeJeune explained Appendix A has two changes under eligible uses, which are providing small business grants and loans and supporting businesses that did not qualify for federal programs. She reviewed Appendix D, which outlines the Small Business Assistance Program. III. Questions Ms. LeJeune opened the workshop for questions from the attendees. Mr. Scott invited in-person attendees to ask their questions first. Monica Cleckley, Premier Medical Center BB, asked if she wanted to be a beneficiary, is she the correct person to complete the application. Ms. LeJeune responded no.This workshop is for organizations who want to administer programs to beneficiaries. Yulimar Trumbo, Hispanic Entrepreneur Initiative, asked about the timeframe for delivery of service. Ms. LeJeune responded that City Commission will be making a decision on subrecipients on March 1. After the awards are decided, subrecipients will need to sign an agreement form,which will outline the beginning and end date of the program. Funded programs will be able to run anywhere between April 1, 2022 through December 31, 2024. All ARPA funds must be expended by December 31, 2024. Ms. Cleckley asked if there is an ability to have a dialogue or conversation with anyone in the City if assistance is needed. Ms. LeJeune reiterated that they will post all questions and answers on the ARPA webpage in order to make the process fair and equitable for all. She recommended checking the website a day or two after submitting any questions for answers. Sandra Watson asked if a new non-profit could apply. 3 Ms. LeJeune responded yes. There are no time restrictions for newly operating non-profits. Mr. Scott invited virtual attendees to ask their questions. Mr. Durgan read the submitted questions. He said Pastor Davis asked if capital projects are permitted. Ms. LeJeune responded that they will be considered based upon the ranking and scoring of the application. Mr. Durgan said Pastor Davis also asked whether an application can include components in several categories. Ms. LeJeune responded yes. She encouraged applicants to check all the categories and then elaborate more on each of them in their response. Mr. Durgan said Spence Halperin asked if there is a maximum grant amount that can be requested. He also asked if there is an average award amount. Ms. LeJeune responded that it will be all be determined based on how many applications are received. She reiterated the spending caps for each category are located on the application. She stated the City Commission may decide to reallocate funding within categories based on applications and proposed projects. Mr. Durgan said Nichole Tibilski asked if there is a page limit for the project summary. Ms. LeJeune responded they would prefer that it fits within the body of the application, but applicants can submit additional pages, within reason, if needed. Mr. Durgan said Kathleen Heard asked whether the non-profit needs to be physically located within Boynton Beach. Ms. LeJeune responded that the City Commission wants to ensure the funds are benefitting the Boynton Beach community but entities outside the City boundaries will still be considered. Mr. Durgan said Pastor Davis asked how frequently reporting will be required. Ms. LeJeune responded that they will be looking for quarterly reporting from subrecipients. The City has to report quarterly to the U.S. Treasury. She stated, based on the risk assessment, the City does maintain its right to ask for additional reporting within the quarters. Mr. Durgan said Kathleen Heard asked if a fillable PDF application is available. Mr. Durgan responded that a fillable PDF is currently available online if you have Adobe. He shared that staff are also working on creating a digital application through another format as well. He does not have a timeline or date when that will be posted. 4 Mr. Durgan said Pastor Davis asked if all the funding is not dispersed will there be another round of submissions. Ms. LeJeune said that decision will be based on the direction of the City Commission and has not been made at this time. Cassondra Corbin-Thaddies asked if a program crosses a few of the categories, will there need to be metrics that also measure across program areas. Ms. LeJeune said applicants should include as many metrics as possible across the different categories that organizations are willing to measure for their proposed program. Ms. LeJeune thanked attendees. Mr. Scott reviewed the application schedule and reminded attendees the deadline to submit is February 4, 2022. IV.
