Consolidated Planning (Con Plan ) Process
• The City receives Community Development Block Grant (CDBG) from the U.S.
Department of Housing and Urban Development (HUD)
• Primarily to support activities that benefit low-to-moderate-income (LMI)
residents and their neighborhoods. 70% of CDBG grant
• HUD requires submission of a five-year Con Plan for CDBG funds
• LMI - household income: 80% of the area median income for the city
• Process to help states and local jurisdictions assess affordable housing and
community development needs through HUD data and community input

The Plan requires identifying needs and prioritizing activities focused on :

Funding Allocation Considerations
• Opportunity to invest about $580,000 annually and $2.9m
over five years
• Need is greater and varied across multiple neighborhoods
• Federal grants alone cannot address the challenges
• Leveraging federal funding is a priority
• Targeting investments in specific neighborhoods is a best
practice and encouraged by HUD
• Leveraging local stakeholder and partner capacity

CDBG Eligible Activities
The following activities can be funded from CDBG:
• Eliminate substandard housing — owner-occupied home repair, demolition,
code enforcement
• Create affordable housing — acquisition and rehab of rental housing,
homebuyer assistance
• Expand economic opportunities — job creation, business assistance,
remediation
• Increase public services — youth, seniors, fair housing, legal assistance,
housing counseling, health, and education
• Homeless prevention — transitional and supportive housing, shelters
• Public facilities and infrastructure — acquisition, rehab, and reconstruction
of public facilities, streets, sidewalks, accessibility
• Planning and administration — expenses to plan and administer the CDBG
grant including salaries, benefits, indirect costs, etc.

What is the Analysis of Impediments to Fair Housing
Choice (All)?
• HUD required certification to affirmatively further fair
housing (AFFH )
• AFFH : Conduct fair housing analysis, identify impediments;
take actions; and document actions.
Fair Housing Act prohibits discrimination in housing based
on race, sex, color, religion, national origin, disability, or
familial status. Protected classes
• Logical basis for Fair Housing planning and policy
• Provide information to stakeholders and build public
support for fair housing issues

What is an Impediment?
All actions, omissions, or decisions which :
• are taken because of protected class
membership which restricts housing choices or
availability of housing; or
• have the effect of restricting housing choices or
the availability of housing based on protected
class membership
What is the Al Process?
• Focus group meetings with various interest groups
• Meetings with fair housing agencies, advocates, and City
Departments
• Conduct online fair housing surveys — residents and
housing providers
• Review fair housing complaints and legal cases
• Review status of previous impediments and City actions.
Identify new impediments
• Review and analyze Census data, zoning, and land use,
housing programs, fair housing data
• Post draft Al for a 30-day public comment period
