Pledge of Allegiance III. Roll Call Roll was called and a quorum was present. IV. Agenda Approval — February 28, 2022 Motion was made by Mr. Kanter, and seconded by Mr. Patterson, for the February 28, 2022, agenda approval. In a voice vote, the motion passed unanimously (7-0). V. Approval of Minutes — January 24, 2022 It was noted that Fernando should be changed to Frando. Motion made by Mr. Fagan, and seconded by Mr. Kanter, to approve Minutes for the January 24, 2021 meeting as amended. In a voice vote, the motion passed unanimously (7-0). VI. Unfinished Business - None VII. New Business Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida February 28, 2022 a. Park Tree Planting Projects Kacy Young, Recreation & Parks Director, introduced Matt Shipley, Community Greening. Mr. Shipley provided a brief Power Point presentation and showed how they improve the environment and nature. He talked about plantings at Laurel Hills Park in January and at Pioneer Canal Park in February. Currently, there are not any fruit trees, but maybe in the future. If there is funding for fruit trees, that is one of the best programs because not only would it increase tree canopy, but it would add food to the communities. He mentioned that Slash Pines will be planted in Hibiscus Park and Simpson Stoppers along the road. There was recently a planting at Boynton Lakes Park and there will be another planting there in April. An unidentified male asked if a set amount is used each year for budgeting trees and plantings for the parks or if it is by need year by year. Rebecca Harvey, Sustainability Coordinator, indicated as far as budget, currently it is year by year and it has been funded out of the Sustainability Fund in the Water Utilities. They are currently in the Budget season, so she will be having that conversation with the new Utilities Director to see if they will continue to fund it out of their fund or a different fund. Mr. Young stated as far as the Recreation and Parks Department, they do not have a set budget for tree planting in parks. They partner with Utilities, Rebecca, and Public Works maps out where the need for trees is. Those budget numbers are in those departments, and they come in and make recommendations where to place the trees. Vice Chair Pierce-Roe questioned if they look at tree planting in a different way, not specifically for large projects, but for small areas where there could be fruit trees for the community as well as gardens. She questioned where the money came from to do that in the past. Mr. Young advised he did not know where the funding came from in the past, but it is something he can investigate and consider to be a program. There have been conversations in the past looking for different grant opportunities, which is also something to investigate. Vice Chair Pierce-Roe mentioned the community, Poinciana on Seacrest and Gateway, and noted they used to participate in the gardens. Ms. Harvey stated the City received a three-year Community and Urban Forestry Grant from Florida Forest Service. They are in Year 1 and just contracted with Planet Geo, the same firm Community Greening uses, that produces all the maps with the tree dots. They are going to do a complete tree inventory of parks, streets, and rights-of-way, so they will have an accurate view of the entire City regarding tree species, the age of the trees, their 2 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida February 28, 2022 condition, and if they need to be replaced or trimmed; this will help fund the maintenance budget. Vice Chair Pierce-Roe mentioned hurricane season and questioned if any lost trees must be replaced. Mr. Young commented that some trees were replaced after a few storms in the past, but it depends on the budget. He did not know if there is a fund for tree replacement, but these programs are put in place to help replenish any trees that are lost. Vice Chair Pierce-Roe stated at one point, the County required that at least two trees were needed to replace each tree lost. Ms. Harvey advised it is not part of the City's Codes. Another piece of the Tree Canopy Program is that they will be looking at the Codes and Ordinances. There is a Tree Preservation Ordinance, which staff will be reviewing soon to see if it needs to be updated. An unidentified male asked how these locations are designed and planned. Mr. Young indicated they have been working with Community Greening. They have a discussion, map it out, and then Community Greening provides a map. They usually try to have a plan in place within 30 days, so Community Greening will map it out, review it, make any revisions to the plan, and send it back to Community Greening. A day or two prior to the tree planting, they mark the spots so the trees can be placed in the proper place. Ms. Harvey mentioned a Tree Canopy Assessment was done, and that is when they learned the tree canopy is currently 16% and the goal is to increase it to 20%, which is 45,000 trees in 15 years. The Assessment identified possible planting areas throughout the City, so they started with the map and identified the parks. Mr. Shipley commented they strive for diversity in tree selection and based on what is currently at the parks, they try to match them to similar species and what does well in climates, etc. Franky Lazo, Assistant Recreation & Parks Director, stated they consult and work with Public Works to make sure the trees do not impact their operation. Community Greening does an initial maintenance plan, which is usually six months to a year, and they will water the trees and make sure they are being maintained properly, then Public Works takes over. Mr. Young advised there will be a presentation in August or September at the upcoming FRPA Annual Conference, as to how this partnership has worked and some of the things accomplished along the way. b. Ezell Hester Center Field Renovation, Gary Dunmyer, City Engineer 3 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida February 28, 2022 Gary Dunmyer, City Engineer, provided a brief Power Point presentation, regarding Hester Park improvements. This project is going out for bid on April 1, 2022. Once it goes to bid, it will take a month to get the bids back, and they are expecting to go to the Commission in June. A Notice to Proceed will be issued in September and by May of next year, Phase 1 A will be complete. The first Phase is $3.2 million, and the entire project is probably $9.5 million. Phase 1A consists of putting in new parking off NW 17t", putting in a new main field, and a new pitchers and press box. The new Hester Park sign is an eight-foot sign, almost 22 feet tall. They are spending almost $900,000 on a new football field, which will be an Astro turf field. He stated there will be bleachers, sunshade, parking, and a walking path around the practice fields. Mr. Patterson asked if there will be lighting and trees for shade. Mr. Dunmyer stated there will be sports lighting everywhere and the paths will be illuminated at night. There is a nice robust landscaping plan, and he will provide a copy after the meeting. Mr. Jenkins commented they have been waiting for this for a while; they were looking forward to having this done in 2014. He has made it his business to make sure they move forward and complete this project. Mr. Dunmyer advised this project stemmed from Assistant City Manager, Andrew Mack, who made sure there was enough money in the Capital Improvement Plan (CIP) budget for the design. Mr. Fagan asked if the bleachers have been designed. Mr. Dunmyer stated they come prefabricated; they get shop drawings, which will be approved once they get the contract. The bleachers will have a shade on top because they are located on the south side of the field. Mr. Fagan asked if the main bleachers with boxes on top have been designed. Mr. Dunmyer advised it is a prefabricated unit, so it will be something they select. Shop drawings will be sent and then the type will be selected. Mr. Fagan commented the City has a great Arts Board. He mentioned the playground by City Hall and stated it is fantastic. If they can have a level of design like that it would make the area that much better. 4 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida February 28, 2022 Mr. Dunmyer indicated branding is a big part of the vision. This project between Phases 1 B and 2 will have a playground, so hopefully they will be able to allocate enough budget to build something similar. Mr. Young advised members from the Boynton Beach Youth Tackle Football and Cheer program were present. Leonard Weatherspoon, Jr., 301 NE 13th Avenue, mentioned the start of the project is September and asked if that would take away the main playing field. Mr. Dunmyer indicated all the fields including the main and training fields will be closed when construction begins due to heavy construction vehicles on the property. Mr. Young stated they will be meeting with the Board to discuss the upcoming season and the impact of this project. There have been previous discussions about this, but they want to be sure accommodations are provided for the program this year. They will work on a plan to make sure all the participants have a place to play this year. Mr. Weatherspoon, Jr., commented they need to know as soon as possible, so they can report it to the League and schedule things accordingly. Vice Chair Pierce-Roe asked if Mr. Young had any recommendations. Mr. Young commented regarding the park in general, he thought a sand pit to help with training would be something everyone would want. He noted there is too much traffic going in and out and mentioned a plan for traffic going out onto Seacrest, which he did not think was a good idea. An unidentified male mentioned Phase 1A or Phase 2 and noted they were trying to do a State-of-the-Art workout area next to the fields. Mr. Dunmyer stated there would not be a track with lines around it; the asphalt path will remain, but it will be extended so it is longer. Edgar Burton, NE 13th Avenue, questioned if there will be multiple restrooms or if there will be one set area. Mr. Dunmyer advised the restrooms and concession stand will remain on the south half of the Phase 1A field. It is just one men's room and one ladies' room, and nothing has been proposed for it to be expanded. Mr. Burton questioned if parking and in and out traffic would affect other neighborhoods. 5 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida February 28, 2022 Mr. Dunmyer indicated the gates off NW 19th do not have to be opened, so that street would not be impacted. It is still proposed that traffic would come in off Seacrest, but there will be an ingress and egress off NW 17th, so there will be a little impact. c. Harvey Oyer Park Boat Ramp Update, Gary Dunmyer, City Engineer Mr. Dunmyer reported a Contractor was hired. This project is for the replacement of boat ramps that are washed out. Later in the year, there will be new, fully functioning boat ramps. He reviewed the Engineering plans and the construction schedule and noted the park will be closed in September or October. Vice Chair Pierce-Roe mentioned other phases and asked if Mr. Dunmyer would be able to come back to discuss the fishing pier; when it would be done, and what the cost would be. Mr. Dunmyer stated he is currently in the process of soliciting a proposal. He is looking to install a concrete deck on concrete pile, and he has requested a proposal, which should be available for the next meeting. He thinks there will also be discussion regarding Eco Park at that meeting. Vice Chair Pierce-Roe asked if the kayaks will be moved near the fishing pier because it is a lot safer than trying to get out where they are currently located. Mr. Young asked if Vice Chair Pierce-Roe was talking about the ADA location. Vice Chair Pierce-Roe indicated that is where the public is currently launching, and they would like to launch near the fishing pier due to safety issues. Mr. Jenkins questioned how long this project would take. Mr. Dunmyer advised he was anticipating 20 weeks, but it could be longer for the docks to arrive. The docks were ordered about two weeks ago. They are hoping October will be the completion date because they are closing the park for two months. Vice Chair Pierce-Roe questioned if two stages are anticipated to finish the park. Mr. Dunmyer stated everything will arrive in August and then they will stage on site. They will close the park in September and work for 60 days, then reopen the park. The fishing pier is budgeted for design this year and construction next year provided it passes the Capital Improvement Plan (CIP) review for next year. d. Magic Wheels & Special Deals, Stephanie Soplop, ADA Coordinator Stephanie Soplop, ADA Coordinator, provided a video presentation. The Magic Wheels & Special Deals event was held at Centennial Park on Friday, February 11, 2022. The 6 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida February 28, 2022 Magic Wheels & Special Deals event is where someone creates a special design for a child who uses a mobility device to ride in. This year, the recipient, Jason, who was chosen by Chariots of Love, received a baseball glove wheelchair. Mickey Moue was at the event along with some of the Royal DJ's, and several vendors. She thanked the sponsors and supporters. Mr. Jenkins questioned if they are looking for new sponsors. Ms. Soplop stated they are always looking for new sponsors. Anyone interested in sponsoring should contact Mr. Young. VIII. Public Audience Leonard Weatherspoon, Jr., 301 NE 13th Avenue, mentioned native plants and questioned what is more native than citrus. There is an entire generation of kids that have never seen orange, lemon, and lime trees. He believes planting those trees would bring some notoriety to the City. Regarding the football field, he knows there is an Interlocal Agreement with Boynton High School and perhaps the possibilities can be explored as far as helping with the season. Mr. Fagan asked if Mr. Weatherspoon had a suggestion as to where he would like to see the fruit trees. Mr. Weatherspoon, Jr. mentioned some areas off 10th Avenue and Martin Luther King; anywhere to beautify the City. Mr. Young commented that Community Greening also plants in rights-of-ways and medians. Part of the tree canopy is giving away fruit trees and on Earth Day, which is coming up in April, they normally give out planting trees and fruit trees. A suggestion can be made to have orange trees and citrus trees available to give away. Mr. Jenkins stated that Community Greening has done a great job bringing unique plants. The orange tree is the symbol of the State of Florida. He suggested finding a way to get Community Greening to collaborate with the Board in finding a way to provide orange and citrus trees. Edgar Burton, NE 13th Avenue, mentioned Palmetto Greens Park and stated the docks are broken and wood is missing, there are no benches or tables, people are sleeping in the park, and the restrooms are broken. He questioned if there is a plan for this park. Mr. Young advised they are looking into Palmetto Greens Park, but currently there is not a plan in place. There is no design for the park, but they are doing a better job making sure the park is monitored with Park Rangers. Work Orders are in place, and they are making sure people are using the park correctly. Trees have been cut to increase security 7 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida February 28, 2022 and fencing has been repaired. There are plans for the park, but nothing is concrete at this time. Mr. Burton indicated the park is not welcoming, especially for kids. He suggested having more Park Rangers and Police because the kids cannot go to the park. He hopes the plan to make the park welcome is approved soon. Mr. Lazo stated there was Conceptual Plan to try to open the park more and allow access, so if Police or Park Rangers had to drive in the park, they could visualize things and open the site lines. From a maintenance standpoint, there is a Contractor who takes care of trash and City staff is supposed to be doing that as well. They have increased the Ranger Program and there are five full-time Rangers monitoring and reporting things they see in the park. They are putting the Work Orders in, and Public Works staff is making the repairs. Ernest Mignoli, 710 NE 7t" Street, Unit 407, Harbor Hall Inlet, between all the parks on the north and south side. He does not think kids are safe anywhere in Boynton Beach. He talked about the use of alcohol abuse, vaping, etc. during events, which is not for children. He thinks parks are a disgrace; there is not enough lighting and fencing is not good. He mentioned reckless driving along the corner of 1St and Ocean and noted the Police do not do anything; they will not install cameras or lights. Crime around the parks in this City is frightening. An unidentified male heard $84 million from the Federal Government is being given to the State of Florida and $13 million is supposed to be given to Palm Beach County to harden them against climate change and rising sea levels. He did not know how much money Boynton Beach could get, but he knows they are sending it their way. Perhaps the City Manager can find out about this. Mr. Young advised he would investigate and bring back any information to the Board. IX. Items for the City Manager's Attention — None. X. Future Agenda Items a. Eco Park Mr. Young indicated there will be a discussion in the future about plans for Eco Park. b. Parks System Master Plan Mr. Young reported they are approved for funding to develop a Park System Master Plan with 2GHO, a Consulting firm. Once plants are finalized, it will be a project for the entire community to participate in. After they kick off the project, the Consultant will speak to the Advisory Board. 8 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida February 28, 2022 Mr. Jenkins mentioned the park near Gateway, which was going to be more like a camping park. He commented on a situation the City of Boynton ran into with ATV's, motorcycle, and dirt bikes. The kids are young and look for what they feel is necessary to enjoy themselves; they try to entertain themselves. He asked if the City could try to find a different location so the kids can go out and ride their dirt bikes and ATV's. The City of Boynton Beach has money on the table that should be invested. He requested they consider this because the future is the children. It is the City's job to prepare for them accordingly. Vice Chair Pierce-Roe stated over the years there was a problem with paintball and a skate park due to liability reasons. Motocross needs a lot of insurance, but this is something to consider. They would have to find out how it would be funded and then find a location. Mr. Kanter commented there is a trail program used by the kids for biking and hiking, not motorized vehicles. Mr. Fagan mentioned the pumphouse spillway as a future agenda item and suggested it be put on the next agenda. Vice Chair Pierce-Roe suggested adding Board visits to some of the parks when the time changes as an agenda item. Perhaps members can make individual recommendations they think would be nice to present to the City Mayor. Mr. Kanter thought they should get other groups involved, such as the. Boy Scouts, private schools, and agricultural programs. They need to discuss this more and invite these people to attend a meeting. Mr. Young commented they can add discussion to the next agenda regarding reaching out to organizations. XI. Next Meeting — March 28, 2022 VII.
