RESOLUTION NO. 90-0
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF BOYNTON BEACH, FLORIDA, IN SUPPORT OF THE
PASSAGE OF A LOCAL BILL TO AMEND THE CHARTER OF
THE PORT OF PALM BEACH DISTRICT TO AUTHORIZE
THE ESTABLISHMENT OF DOMESTIC OR FOREIGN TRADE
ZONES OR SUBZONES OUTSIDE OF THE DISTRICT
BOUNDARIES AND WITHIN THE FEDERALLY MANDATED
35-MILE RADIUS; ENDORSING QUANTUM CORPORATE
PARK AS A POTENTIAL TRADE ZONE; PROVIDING AN
EFFECTIVE DATE; AND FOR OTHER PURPOSES.
WHEREAS, the Charter of the Port of Palm Beach District,
Chapter 74-570, Laws of Florida, defines the District's
jurisdictional boundaries as less than the entirety of Palm Beach
County; and
WHEREAS, the District has the authority in accordance with
Federal laws and regulations to establish Domestic or Foreign
Trade Zones or subzones within a 35-mile radius of the Port of
Palm Beach; and
WHEREAS, the Charter of the District presently limits the
authority to establish such trade zones outside of its
jurisdictional boundaries; and
WHEREAS, expanding the District's authority to create Domestic
or Foreign Trade Zones or subzones coextensive with the federal
guidelines may result in new or expanded business opportunities
which could benefit the economies of the Port of Palm Beach, Palm
Beach County and the City of Boynton Beach; and
WHEREAS, Quantum Corporate Park is a mixed-use commercial and
industrial development located within the City of Boynton Beach,
Florida and is a fully approved Development of Regional Impact; and
WHEREAS, the City Commission of the City of Boynton Beach has
found Quantum Corporate Park to be suitable as a site for a
Domestic or Foreign Trade Zone or subzone.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, THAT:
Section 1: The City hereby recommends that the Palm Beach
County Legislative Delegation support the proposed local bill
relating to the amendment of the Charter of the Port of Palm
Beach District to grant the District authority to establish
Domestic or Foreign Trade Zones or subzones to the full extent
permitted under Federal law, but not outside of Palm Beach
County.
Section 2: The City hereby recommends that the Port of Palm
Beach District establish a Domestic or Foreign Trade Zone or
subzone within Quantum Corporate Park within the City of
Boynton Beach, Florida.

This Resolution shall take effect immediately upon
