A RESOLUTION OF THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA,
AUTHORIZING THE CITY MANAGER TO
ESTABLISH A TASK FORCE ON CHILDREN;
FURTHER AUTHORIZING THE CITY MANAGER TO
IMPLEMENT A CITY SPONSORED CONFERENCE ON
CHILDREN WITH THE ULTIMATE GOAL OF
FORMULATION OF A PERMANENT CITY ADVISORY
BOARD ON CHILDREN; PROVIDING AN
EFFECTIVE DATE; AND FOR OTHERPURPOSES.
WHEREAS, the Children's Services Council of Palm Beach
County has estimated that as of 1987 there were
approximately 9,560 children living in Boynton Beach,
comprising 21.7% of the City's population; and
WHEREAS, today it is estimated that one-fifth of this
City's population is comprised of children under the age of
18; and
WHEREAS, in September of 1989, the National League of
Cities published a report called "Our Future and Our Only
Hope" which surveyed City policies regarding children and
families. Of the 390 towns and cities across the nation
participating in this survey, it was reported that the most
pressing needs of children and families are not being
addressed adequately; and
WHEREAS, this report's findings emphasized that serious
problems threaten children and families irrespective of a
community's size. These problems include, but are not
limited to, child care, alcohol and substance abuse and
prevention, schooling, and affordable housing; and
WHEREAS, the House of Representatives Select Committee
on Children, Youth and Families, in a staff report dated
December, 1988, indicated that children comprised America's
poorest age group; and
WHEREAS, this City is concerned as to whether it is
adequately benefitting from State funds related to programs
for dropout prevention, pre-kindergarten, school breakfast,
day care and foster care; and
WHEREAS, there is a dramatic need within the City to
increase our input into those decisions which affect our
City's children, which are made by various agencies at the
state and local level;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION
OF THE CITY OF BO~N BEACH, FLORIDA;
SECTION 1: The City Manager is hereby directed to
reach out into the community to obtain volunteers for the
formation of a Task Force on Children and Young Families in
Boynton Beach, and make recommendations for future
Commission policies. The City Commission is also encouraged
to provide names to the City Manager of those citizens of
Boynton Beach who are interested in participation in said
task force.
SECTION 2: The City Manager is further directed to
sponsor a conference on children which will include invited
experts to serve as a panel, at a public meeting, both to
broaden our awareness and expand our information on the
needs of children and families within the City of Boynton
Beach. This City sponsored conference shall be conducted in
June of 1990.
SECTION 3: That subsequent to the formulation of
this task force, and City sponsored conference, that the
City form a permanent Advisory Board on Children, in an
attempt to adequately address the needs for the most
important segment of this City's citizenry.
SECTION 4: This Resolution shall become effective
upon passage.
