AMENDING PAY PLAN FOR FISCAL YEAR 1989/1990
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
BOYNTON BEACH, FLORIDA:
That the Municipal Employee's Pay Plan attached hereto and
made a part hereof which was adopted on Resolution 89-VV is
amended and the following positions with their 3ob descrip-
tions are made a part of the pay plan retroactive to October
5, 1989. Page 4 of the pay plan regulations are amended and
attached hereto.

This is skilled supervisory, as well as practical electrical and electron-
ic work, in the engineering installation, maintenance, alteration and repair of
equipment at Lift Stations, Sewage Treatment Plants, Water Supply Wells and
Water Treatment Plants. Work involves high voltages, complex electrical
panels, electronic equipment, telemetry equipment, automatic control systems,
variable frequency equipment, mechanical equipment, air/hydraulic equipment,
and other electrical/electronic equipment associated with Water and Wastewater
Treatment installations.

CROSS-CONNECTION CONTROL TECHNICIAN
NATURE OF WORK
This is a responsible technical and supervisory position in the City's
cross-connection control program. Work involves the testing and record
keeping (with clerical assistance) of all existing and new mechanical
cross-connection control devices (e.g. reduced pressure backflow preventers,
double check valves, pressure vacuum breakers) in the City utilities' service
area.

Work includes the testing of all suitable cross-connection control

follow-up inspection to assure compliance in a timely manner.
Participates in the public education aspect of cross-connection control,
which may entail speaking to schools or civic organizations.
Repairs those control devices owned and operated by the City on an
as-needed basis.

CUSTOMER RELATIONS CLERK
NATURE OF WORK
This is responsible and varied clerical work requiring a thorough
knowledge of the procedures in the Utilities Division of t~e Finance
Department. The employee, in making decisions, must base them on established
departmental policies and practices.
Wor~k involves considerable contact with the public and the employee must
be able to explain the City's regulations and procedures relating to water
billing accounting system. Work is performed under the general supervision of
the Director of Finance or his/her Assistant, who reviews work through
discussion and review. The employee is required to exercise independent
judgment and initiative.

for service, or refunds; works closely with meter readers and other service

DRILL & SAFETY OFFICER
NATURE OF WORK
To provide a safe, healthy work environment for members of
the Fire Department, this position shall comply with the require-
ments of NFPA 1501 (Standard for Fire Department Safety Officer).
Under the general supervision of a Deputy Chief, the Drill & Safety
Officer is responsible for the management of the occupational
safety & health program & shall oversee all safety aspects of the
Fire Department (to include training, fire scenes, health hazards,
auto accidents, equipment, etc). This employee functions as a
staff officer in~ the support of the department goals and shall
serve in an advisory capacity. Performs other work as required.

Nature of Work:
This is Important, highly-skilled and technical work
performed at the Journeyman work level in the Facilities
Management Division. This is a position in which the employee
must assume a great deal of responsibility, and must display good
judgement and a willingness to learn. Work involves
installation, maintenance, alteration, and repair of electrical
equipment and systems utilized by the City in its various
facilities. Work ms performed under the supervision of the
division supervisor or foreman. The employee in this position is
required to be in an on-call status for after hours emergencies.

This is responsible, highly technical work performed under the general
supervision of the Building Maintenance Supervisor and requiring close and
continuous liaison with the Energy Coordinator and Building Official. Work
involves the development and implementation of a full-time preventative
maintenance and repair program for heating, ventilation and air condition-
ing (HVAC) and other energy related systems in all City-owned facilities.
This position requires routine reports of independent technical assess-
ments, the development of plans and priorities for corrective action in
coordination with other members of staff and occasional supervision of
personnel in pursuit of their accomplishment.

accounts and individual pay records, and also includes the use of complex
control procedures in cross-checking with budget and other payroll
determinants. Work is performed in accordance with established procedures
and policies; however, the employee exercises -considerable independent
judgment in selection of work methods. Work is reviewed by internal and
external auditors, and for compliance with departmental standards and
regulations.

PROCUREMENT ASSISTANT
NATURE OF WORK
This is responsible, technical work in connection with municipal
Utilities. This position is responsible for maintaining a current accounting
of requisitions, purchase orders, expenditures, and receipts. This position
supervises inventory activities and the ordering of parts and supplies
required for operation, maintenance, and construction activities. This
position performs accounting activities as required by Section 9J5 of the
comprehensive planning requirements.

DEPUTY DIRECTOR OF PUBLIC WORKS
NATURE OF WORK
This is responsible administrative and technical work in assisting the
supervising and-directing the operations of the Public Works Department. Work
involves responsibility for the organization, direction and coordination of
activities for the following divisions: Streets, Sanitation, Animal Control,
Vehicle Maintenance and includes the following activities: street maintenance
and repairs, garbage and trash collection, maintenance and painting of City
vehicles and equipment.
Work is performed under the general administrative direction of the
Director of Public Works, however, considerable independent judgment and
discretion is required in carrying out the daily operations of the department
and all of its divisions.

NATURE OF WORK:
This is responsible, technical, supervisory work dealing with civil
engineering inspection, work, municipal water and sewer systems. An employee
in this classification works directly for the Assistant Utility Engineer. The
employee must exercise considerable independent judgement and technical
discretion in the performance of work. Work is reviewed through discussion
and review of reports.

Inspects daily performance of underground contractors working on water
mains, sanitary sewer lift station force mains to insure they are installed in
accordance with the engineer of record plans and conform to the specifications
of the Utility Department.
Supervises the backflow prevention program to insure proper installation,
correct type of equipment for each installation application. Maintains
precise records on new and existing equipment tests.
Confers with project engineers and developers reference the developments
or projects assigned.
Responsible for assignment of work load for engineering inspectors within
the Utility Department
Confers with Building Department and Engineering Department inspectors as
needed on ongoing projects.
Attends pre-construction conferences on utility projects.
Conducts final walk through inspections of all underground installations
to insure completion of each project in accordance with specifications and
construction drawings. This includes operation of fire hydrants, operation of
all water main and force main valves to insure they are in full open position,
inspection of sanitary sewer manholes locate all electronic markers required
on water and sewer system and all water meters and meter boxes at proper
grade.

This is a skilled technical position with administrative
responsibilities directing the operation of the Zoning and Site
Development Division of the Building Department.
An employee in this class supervises technical and clerical

landscaping and developmental code compliance. The employee
works under the~ direction of the Building Official, however,

1989/90 BUDGET
The recreational employees who are exempt from both the minimum
wage ($3.35) and the FLSA overtime provision are those who "are
employed by recreation that does not operate for more than seven
months in a calendar year".

GENERAL CONDITIONS
Employees are eligible for an approximate five percent (5%)
increase with a promotion or whatever percentage (%) is required to
attain the entrance range. If an employee does not fulfill his six
month probationary period on a promotion he/she will be rginstated in
the pay grade and step promoted, from. This increase does not affec=
their regular anniversary date and increase.
Employees demoted whether voluntarily or not, Will be placed in
the step of the grade of the lower classification that the employee
would have normally attained for that Position based on their number
of years of service With the City.
