Vice Chair Pierce-Roe called the meeting to order at 6.33 p.m.

Roll was called and a quorum was present.
IV. Agenda Approval —March 28, 2022
Motion was made by Mr. Kanter, and seconded by Vice Chair Pierce-Roe, for the March
28, 2022, agenda approval. In a voice vote, the motion passed unanimously (7-0).
V. Approval of Minutes — February 28, 2022
Motion duly made and seconded, to approve Minutes for the February 28, 2022 meeting
as amended. In a voice vote, the motion passed unanimously (7-0).

Motion by Mr. Kanter, and seconded by Betty Pierce-Roe, to nominate Julie Mondello as
Chair. In a voice vote, the motion passed unanimously. (7-0)
b. Selection of Recreation & Parks Advisory Board Vice Chair
Motion by Mr. Kanter, and seconded by Mr. Fagan, to nominate Betty Pierce-Roe as Vice
Chair. In a voice vote, the motion passed unanimously. (7-0)
c. Request to host Eco Park Public Input Special Meeting
Mr. Young requested the Board host a Public Input Special Meeting to discuss the design
of the Eco Park. The proposed date for the meeting is April 20, 2022, at 5:30 p.m. in the
Commission Chambers. It would be a hybrid meeting, in person with a virtual option for
anyone who wishes to attend. Currently, they are in a hold mode as they are waiting for
an official announcement of the Rec Trails Grant, where they requested a little over
$300,000 to go towards the project for cleaning and development of trails in the park.
During a Public Input Meeting in January 2021, ideas were discussed and there was input
as to what residents would like to see at the park. After considering those ideas, a
Consultant was hired, and now they have a conceptual design of the park, which they
would like to bring to the public for additional input.
Mr. Kanter mentioned that he has been very involved in parks. Prior to COVID, he had a
list of people who wanted to do things, like the Boy Scouts, etc. He asked if he could lobby
those people to come to the meeting.
Mr. Young indicated the meeting is open to the public and anyone can attend. They want
as much input as possible. He noted this would be an additional meeting during April, the
regular meeting would be on April 25, 2022. He advised this is a public meeting and they
have to have a quorum.
Chair Mondello questioned if there would be a presentation about all the things being
done and then public comments.
Mr. Young explained the Consultant may be present, or the Public Works Department will
host the presentation and moderate the meeting. They will lead the discussion and ask
questions and they may consider putting out a survey for those who may not be able to
attend the meeting. They want to get public input prior to moving forward with
construction.
Chair Mondello commented that the park is so big and there are so many parts. She
asked if they should break it up into sections or discuss the entire park.
Mr. Young advised it would run like the first public meeting, at which time they used an
old design they had for Eco Park. This will reveal the new design going through the entire
park.

There was a consensus to host the Public Input Special Meeting on April 20, 2022, at
5:30 p.m.
Mr. Young provided an update on Summer Camp registration for two camps as follows:
• This year Summer Camp is being held at Hester Center and there is a maximum
of 80 open slots. Currently, 23 children are registered and there are 15 scholarship
participants; there are 57 slots still available, but no more scholarships are
available.
• For Simms Center this year, 50 is the maximum number of participants, with 23
currently registered, and ten scholarships, and 27 available slots; no scholarships
are available.
Mr. Young indicated Spring Break Camp was last week at Simms Center, which was full.
They also had the Fire and Recreation Academy, which is a partnership between
Recreation and Parks and the Fire Department, and there was a news report about the
Camp, which helped promote it.
Chair Mondello commented that she is going to start campaigning Middle Schools for
additional volunteers.
VIII. Public Audience
Ernest Mignoli, resident, 710 NE 7t" Street, Unit 407, Boynton Beach, Florida, also know
as Harbor Hall Inlet 1, next to Building 2, which were built in the 1970's. The buildings
were built too low, too close to the water, without proper drainage or footing. They are like
Surfside, and no one will write violations because it is all political. He mentioned parks
surrounding the buildings and stated they are a disgrace and unkept. There are drug
addicts, garbage, propane tanks, spraying, kids with vapes, people walking around with
alcohol, during events and especially during CRA events, and motorcycles are driving on
the sidewalk. There is a lot of work ahead to fix this City and the kids come first. The
Parks, Police, and Security do nothing.
IX. Items for the City Manager's Attention
Mr. Kanter stated one of the things they have been doing at Lakes 7 and 6 in Quantum
Park is putting in aerators instead of chemicals. The other day chemicals were sprayed
over the lake, and everyone started having reactions from the poison. He took a picture
of the person spraying and circulated it throughout the City, but he never heard back from
anyone. He asked if that is something that should be addressed by this Board. He
expressed environmental concerns.
Mr. Young was not sure if they spray that area or if it is contracted. He will investigate and
see who maintains Lakes 6 and 7.

X. Future Agenda Items
a. Parks System Master Plan
Mr. Young indicated they are working with the Consultant, and the Parks System Master
Plan was approved at the first Commission meeting in March 2022. There will be a
discussion in the future regarding plans for Eco Park. The project will take close to ten
months to complete.
Chair Mondello commented there is an existing Master Plan from five years ago.
Mr. Young stated that Plan has expired.
Vice Chair Pierce-Roe questioned what funding is coming in for Oceanfront Park and
Oyer Park prior to the Pandemic until now because lots of things changed during that
time. She wants to see if it made better sense when they were collecting $10 and had
permits or if it is better where everyone pays hourly.
Chair Mondello indicated she has heard from many people that they did not buy a permit
this year because every time they go to Oceanfront Park there is no parking.
Vice Chair Pierce-Roe asked if it is advantageous to get a permit or not.
Mr. Young discussed parking permits, traffic flow, and exits. He will bring an update to the
next meeting.
Vice Chair Pierce-Roe suggested having a sign where the kiosk used to be that says,
"Meter reading; annual permits can be purchased at City Hall for $50".
Mr. Patterson asked if any of this is put in the email blast about parking.
Chair Mondello clarified Mr. Patterson was talking about the Newsletter.
Mr. Young advised there is usually more publication about parking permits in September
when annual permits are sold. Permit information is also listed on the website. That is
something they can consider.
Vice Chair Pierce-Roe questioned if pavilions still have to be reserved.
Mr. Young replied yes, pavilions are available for rental if someone is hosting something;
otherwise, they are first come first serve.
Chair Mondello advised the next meeting, which is the Special Meeting, will be on April
207 2022, at 5:30 p.m. and then the regular monthly meeting will be held on April 25, 20227
at 6:30 p.m.

Mr. Kanter mentioned that meetings used to be held at different parks and questioned
when that would start again. He thought Intracoastal Park would be the perfect place to
start.
Vice Chair Pierce-Roe indicated there was discussion about taking the van to other
locations once the time changed. Perhaps they can consider doing this in May.
Mr. Young advised the only problem with having meetings at different locations is for
recording purposes; minutes will not be taken. When meetings were hosted at
Intracoastal Park, the set up here was there. He can ask if meetings can be hosted at
various locations, but when that question has come up, he has not been able to move the
meetings.
Vice Chair Pierce-Roe knows meetings in the past were on the bus. For several year they
took three months and visited the parks with someone recording. If everyone on the Board
could give two things they would like to put on a survey, as they go through the parks,
they could see what was needed such as trees, repairs, etc. If everyone picks a park,
perhaps they could go through ten parks.
Chair Mondello thought a good time to visit a park would be in May after the April 20,
2022 meeting. She noted they used to have a longer meeting; they met earlier and then
took more time to visit three or four parks during one meeting.
Mr. Young mentioned the suggestion may be to host the regular meeting with a short
agenda and then take the park tour, which would not be an official Recreation and Parks
meeting, just visits to parks, which could be discussed at the following meeting.
Chair Mondello questioned if they are allowed to move their meeting up 30 minutes or if
it must be at 6:30 p.m.
Mr. Young replied it is up to the Board.
Vice Chair Pierce-Roe believed as long as there is notification that there is going to be a
change, so the community is aware of what they are doing.
Chair Mondello commented that the meeting could start at 6:00 p.m. with a few items,
and then go out to the parks.
