Thais R. Sullivan
Thais R. Sullivan joined Valley National Bank — Florida Division in September 2015, as the Vice
President, Regional CRA/Commercial Lending Officer for the State of Florida. In December 2018
she received a promotion to First Vice President. In her role FVP/Regional CRA Officer she
assisted Valley National Bank - Florida in achieving their CRA goals and the Bank receiving an
overall "outstanding" rating. On April 21, 2021 Thais was promoted to Senior Vice
President/National Director of Community Lending. This position will afford her the opportunity
to focus on minority and women owned businesses in need of a trusted financial partner to assist
them achieving their business goals.
Thais graduated with honors in 1998, with a Bachelor of Business Degree from Barry University
while working during the day, and attending school in the evenings.
Thais has been in involved with the Palm Beach County Community for 40+years, while working
for various banking institutions. In 2013 & 2019 Thais was recognized as one of the Most
Influential & Prominent Black Women in Business in Palm Beach County by Legacy Palm Beach.
As a graduate of Leadership Palm Beach County in 2010, she continues to be involved with the
Organization and Alumni. From 1979 to current Thais has been involved with the following
organizations either through volunteering, Member of the Board or Board Chair: Neighborhood

Martine Pierre-Paul
Martine Pierre-Paul is a First Vice President, Regional Director of Community Lending for Valley
Bank in Florida and Alabama.
A banking executive with a career spanning over 20 years, Martine has been helping businesses
and entrepreneurs achieve their financial goals in New York, New Jersey and now Florida and
Alabama.
Her background includes leadership roles in the Financial Services Industry with Citibank, RBC
Bank, PNC Bank and First Citizens Bank.
A graduate of Leadership Boca, Class of 2017, she completed her undergraduate studies at
Queens College in New York, and the University of Paris, Nanterre, where she studied Legal
Communications and International Relations.
Martine's community involvement is extensive and includes active service to numerous non-
profit organizations such as Boca Helping Hands, National Jewish Health, The Caribbean Bar
Association, the American Cancer Society, the Salvation Army and the Boca Raton Chamber of
Commerce Young Entrepreneur Academy.

As a highly accomplished professional,Aquannette offers 16+years of experience and leadership
within the banking industry. With a background in program management, project management,
and change management, she has garnered a proven track record of success in developing and
implementing programs and solutions that drive the success, growth, and sustainability of

Through fostering value-based relationships with community organizations and partnering with
business executives, Aquannette has helped identify and capture strategic opportunities. As a

In her current role as the Vice President, Business Development Officer of Community Lending at
Valley Bank, she assists women and minority-owned businesses who are often overlooked by

Prior to that, she worked as an AVP, Banking Center Manager II at Seacoast Bank where she

her day-to-day duties, she continuously worked to build a top-performing team. Through
networking and building partnerships, she was able to generate new loans, deposits, and other
business opportunities while serving her community.
In her role at PNC Bank as a Branch Sales and Service Consultant II, she strived to deepen the
customer base and build community-based partnerships using proactive sales strategies. In using
various internal tools, she was able to identify client lending and deposit needs while forming
sustainable relationships. By working with the Branch Manager to model appropriate
communication behaviors, she effectively increased engagement, minimized risk, and identified
new opportunities.
Over the years, Aquannette has been recognized for her work efforts through the receipt of
multiple awards and accolades. She was featured in the Legacy Magazine of South Florida as a 40
Under 40 Black Leader of Today and Tomorrow, in the Black Chamber of Commerce of Palm
Beach County as the Young Professional of the Year, in Compass Community Center as an Above
and Beyond Recipient, PNC Bank as a Diversity Award Nominee, and by the Banwo Foundation
as a Blaze Award Recipient.
She is extremely passionate about serving her community and currently holds multiple board
appointments, including Alumnae Leadership of Palm Beach County, Member of the National
Coalition of 100 Black Women WPB Chapter, Board of Directors of the St. Mary's Medical Center
and Palm Beach Children's Hospital Foundation, Board of Directors of the South Florida Fair and
Palm Beach County Expositions, and Advisory Board Member of the Palm Beach County
Commission on Affordable Housing. Most recently she was named Co-Chair of the Board of
Directors for Compass Gay and Lesbian Community Center and Regional Vice Chair of the Valley
Bank LGBTQIA+Associate Resource Group PROUD.
Aquannette holds a Master's Degree in Public Administration with an emphasis in Policy and
Government from Grand Canyon University and a Bachelor's Degree in Applied Science with a
focus on Supervision Management from Palm Beach State College. She also has an Executive
Certificate in Fostering Diversity and Inclusion from the Yale School of Management.
As a native of the U.S. Virgin Islands, Aquannette is proud of her Caribbean heritage. She enjoys

As both a Certified Regulatory Compliance Manager and a Certified Anti-Money Laundering
Specialist, Britt Faircloth serves as the Fair Banking Officer for Valley Bank where she partners
with business units across the organization to manage fairness related risks.She has over 23 years
of banking experience in both operational and compliance roles, with a deep knowledge base in
Fair Lending, UDAAP, Redlining, CRA, and HMDA.

Beth-Ann Morrison
Beth-Ann Morrison is a banker in the north county area of Palm Beach. She was eight years old
when her family moved to this area. She is a graduate of Florida Atlantic University with a BA in
Finance. She has been in Banking for several years and will be celebrating 20 years with Valley
Bank in May of 2022. She has an extensive knowledge of Commercial and SBA Lending.
Beth-Ann is married and has three children and 3 grandchildren. She is an avid tennis player who
likes to play on a competitive level. She is a member of the North Palm Beach Kiwanis Club where
she is currently Secretary and past President. She sits on the board of the Oasis of Hope in Ft.
Lauderdale and a board member of the Potentia Academy.

Nguyen Tran
Community Redevelopment Agency Director
Nguyen Tran has over 29 years of planning, housing, property acquisition, land development
and redevelopment experience in both the public sector and the private sector. Born in Saigon,
Vietnam, Mr. Tran spent his entire upbringing in Northern Virginia until graduating from Old
Dominion University in Norfolk, Virginia with a Bachelor's of Science in Mechanical Engineering
in 1993. He moved to Florida to begin his career in the public sector to help improve communities
in cities such as Delray Beach, West Palm Beach and now Pompano Beach. Mr. Tran is
responsible for preparing, planning, and developing projects and programs related to the
redevelopment of two of the City's community redevelopment districts, one district being
approximately 3,084 acres. Managing two redevelopment districts involve facilitating two
advisory committees and the implementation of projects and programs contained within two
separate and distinct CRA Redevelopment Plans. In addition, Mr. Tran is tasked with
implementing policy changes, budgeting, working with the business community, citizen groups,
other governmental entities and key stakeholders to effectuate positive redevelopment.

Thuy ("Twee") T. Shutt joined the staff as Assistant Director, in July 2017 and in September 2021 became the
Executive Director. Thuy is a licensed architect and a certified FRA Redevelopment Administrator with more than
29 years of professional experience in the public and private sectors. As a graduated from the College of
Architecture and Urban Studies at Virginia Tech, her design background began in the D.C. metropolitan area in a
traditional architectural practice and then continued when she moved to South Florida where it expanded to include
comprehensive planning and real estate development. She served as Principal Planner for Palm Beach County
Zoning Division and progressed to community redevelopment as the City of Delray Beach's first Urban Designer
and later as a Senior Land Entitlement Manager for Centex Homes and Assistant Director of Palm Beach C unty's
Westgate/Belvedere Homes CRA. Most recently she was the Assistant Director of the City of Delray Beac nd
is a member of the Palm Beach AIA Women in Architecture.

Thuy has also served on a number of advisory boards, including Delray Beach Planning &Zoning, Site Plan Review
and Appearance, Housing Authority, and Large Home Task Force, PBC Infill Redevelopment Task Force, Urban
Redevelopment Area and Land Development Regulatory Board Subcommittees, and Overall Economic
Development Program Committee. She currently represents PBC on the Treasure Coast Regional Planning Council
Comprehensive Economic Development Strategy (CEDS) Committee, a committee consisting of representatives
from Palm Beach, Martin, St. Lucie, and Indian River Counties. The CEDS Committee is required by the US
Department of Commerce Economic Development Administration to develop strategies to address economic
development issues,including the diversification of the region's economy and job expansion.

Vicki Hill joined the BBCRA team in 2010 as the Finance Specialist and was promoted to Finance Director in June
2017. She worked for the School Board of Broward County, FL for 15 years and her last position held was as a
Construction Auditor. She is also a Gulf War Veteran of the United States Navy.
Vicki is a graduate of Palm Beach Atlantic University where she has her B.A. in Organizational Management with a
concentration in Human Resource Management and she holds a Master's Degree in Business. Vicki serves as
Treasurer for the Delray Beach Community Land trust, a member of the Board of Directors for the Delray Beach
American Baseball League, is the Sunset Park Home Owner's Association President and is the Finance Treasurer for
the North Broward County Alumnae Chapter of Delta Sigma Theta Sorority, Incorporated.
