Minutes 03-07-22 Minutes of the Senior Advisory Board Regular Meeting Held at City Hall, Commission Chamber, 100 E. Ocean Avenue Boynton Beach, Florida, on Monday, March 7, 2022, at 2:00 P.M. PRESENT: Angela Cruz, Chair Brenton Rolle, Recreation Supervisor Margaret Newton Alison Black Thomas Devlin Sandra Watson Judi Lyman ABSENT: Jennifer Gomez Earl Harper I. Call to Order Angela Cruz, Board Chair, called the meeting to order at 2:08 p.m. Roll call was taken. A quorum was present. II. Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. III. Attendance — Review Renewals Mr. Rolle advised he would address this under New Business. III. Approval of Agenda 1. Additions, Deletions, Corrections 2. Adoption Motion Ms. Lyman moved to approve the agenda. Mr. Devlin seconded the motion. The motion passed unanimously. Public Input (Comments limited to 3 minutes and 1 Turn) Ernest Mignoli,710 NE 7th Street, Unit 407, stated he has been a homeowner in Boynton Beach since November 2020 and that he is a senior citizen. Mr. Mignoli announced this election is a big problem. He lives in District II, which is represented by Vice Mayor Hay and near District IV, represented by Commissioner Penserga. He thought the crime, corruption, child endangerment, fires, building violations, drugs dealings, threats, insults and having to live in fear after the building collapsed in Florida, that the Mayor and the Commissioners here refuse to do what Boca Raton did to help seniors so they would not have to live in fear of buildings that are 40 years old. He stated the building department would not come out, or write all the flood violations and damages and they are worried and scared to go out night. He did not understand how they could run with the neglect of everybody. He comes here with seniors and he complained what goes on here with motorcycles with adults with no plates riding between the students while Commissioner Penserga speaking while people with babies are caught in the cross walk and seniors cannot get across the street, and they do nothing. He thought should have a five-year investigation. Seniors should feel comfortable and they are being pushed out. Last night a bar by his neighborhood was noisy and seniors need to sleep. VII. Unfinished Business i. Prehab Equipment at the Senior Center Mr. Devlin advised he looked at three pieces of equipment they discussed last meeting. Mr. Devlin recalled one could replace the treadmill at the center, the other leg press could go where the existing leg press is. The third piece of equipment may or may not fit in the space. The cost of the first two pieces of equipment are about $4,500 to,$5,000 each. The third one is the upper body bicycle with a built-in chair and that is closer to $6K. Mr. Rolle asked Mr. Devlin to email the information to him. Ms. Watson inquires if there are other facilities seniors can use equipment at such as the Carolyn Sims and Ezell Hester Centers. Mr. Rolle stated they would have to speak with staff there If they have the space, and they are looking to make some changes, displace anything, is there another location in the city where they have exercise equipment that they can relocate that info to. Mr. Rolle commented Ezell Hester has a bigger gym than the Senior Center and it is very nice. Ms. Watson also did not know if anyone has seen outdoor gyms with the equipment being outside. She had seen them in New York and S. Florida. It is very nice and they would have to work with the Recreation Department or senior areas that 2 Meeting Minutes Senior Advisory board Boynton Beach. Florida May 7, 2022 may partner with the Board to have these types of facilities. People can work outside, get vitamin D, feel energized and it makes the areas look nice. Outdoor gyms run between $4,5K to $10K depending on what type of equipment. If getting more than one piece of equipment, they may get a discount. Mr. Rolle commented they have an outdoor Boundless Playground that has equipment for handicapped individuals. Mr. Devlin one piece of the equipment was the same equipment that they would use in rehab and members would already be familiar with it. He only selected equipment that did not require a spotter and that is equally as safe as what the City currently has. Palm Beach and Boynton Beach Leisureville have an open lot and the City Commission has to decide what to do with that area. If they want to let residents use that yard, they could collaborate. It could benefit all senior citizens and they should expand it to District 1. Ms. Watson agreed if they can find locations throughout the City to benefit all the citizens, that would be great. Exercising outdoors is good also regarding COVID. Mr. Rolle commented they can keep it on the agenda. ii. Possible Funding Sources Ms. Lyman asked if the members were aware of any available grants and offered to put a grant application together. Mr. Rolle was not. Ms. Watson advised the Board just missed a big grant opportunity, and noted the City Commission will meet on the 9th at 3 p.m. regarding ARPA funds. They can see if there are funds left over and if there is a second round of funding. If so, they can apply for a grant if they figure out what they want to do. Be Well Do Well Palm Beach County and Healthier Boynton Beach are two funding opportunities. There are a lot of opportunities, but they have to figure out what they will do. Chair Cruz stated each Board member can research funding sources. Mr. Devlin was not aware of any of the funding sources, but stated if he can get assistance where to look, he will search them. Chair Cruz commented they can search in Google and in Aw . L:..., t� under County Resources. Ms. Watson stated she has a non-profit and she is a board member, but as an advisory board member, she was unsure of what was needed. She inquired if the City would be the fiscal agent for the grant. Mr. Rolle did not know, but agreed to find out. She thought they could get a mini grant as Healthier Boynton Beach usually has them starting around April and they go up to $51K. They can apply for one of them. She thought they may have just missed the grant from Palm Beach County. Ms. Lyman stated Hunter's Run is having a Wellness Expo on March 15th and they donated a table to the Advisory Board. Ms. Watson asked if there were any pamphlets or flyers they can provide. Chair Cruz commented they will bring newsletters from the center and all are welcome to attend. The event starts at about 8 a.m. They have a narrator and people are selling and donating goods to the City. 3 Meeting Minutes Senior Advisory board Boynton Beach. Florida May 7, 2022 VIII. New Business a. Advisory Board Renewal Paperwork Mr. Rolle was notified this morning to remind all who are requesting a renewal to turn in their paperwork. He commented this pertained to all the member's whose terms are set to expire on the 22nd. Ms. Newton reached the maximum term allowance so she can no longer serve on the Board. The members applauded and thanked Ms. Newton for her service. It was noted the applications go to the City Clerk. The number of consecutive terms members can serve is two years. b. Selection of a New Chair& Vice Chair Mr. Rolle explained all the members remain in their appointment until the 31St of the month. The Board can decide to nominate a Chair and Vice Chair today. At the next meeting, there are other things required to be on the agenda that he will add. The Chair leads the meeting and whatever projects the Board pursues. Motion Ms. Black nominated Ms. Watson for Chair. Mr. Devlin seconded the motion. The motion passed unanimously. Motion Chair Cruz nominated Ms. Lyman as Vice Chair. Ms. Watson seconded the motion. The motion passed unanimously. It was also noted they need to fill Ms. Newton and Ms. Gomez's seats on the Board as regular members. c. Senior Center Health Fair i. Resources are available in the community Mr. Rolle explained the Senior Health Fair is not at the Center. It is Tuesday, April 26th from 9 a.m. to 11 a.m. at the Ezell Hester Community Center. The Board will have a table there. Mr. Rolle suggested they mingle and meet some of the other vendors, as they need to know the Board is there and they can give further assistance, possibly in the future. Healthier Boynton Beach will also be present. Chair Cruz attended the Fair for the past two years and got to know members of the community and vendors including potential supplemental providers, the Legal Aid Society and others. She conveyed someone she met at the Fair from the Legal Aid Society was able to assist a senior that had approached her that needed assistance . Florida May 7, 2022 take suggestions and questions. It's an opportunity to speak to seniors as well. He noted hurricane season was approaching, the holidays and all kinds of things they do not have. ii. Senior Health Fair April 2022 This item was already discussed. d. AARP Free tax Preparation at the Senior Center Mr. Rolle explained AARP provides free tax preparation services to the general public at the Senior Center, Monday through Wednesday from 8:30 a.m. to 12 noon. Participants should call the AARP number for an appointment. He brought flyers for the members to distribute. Although it pertains to the Senior Center, the Health Fair is open to the general public. Interested individuals should call (561) 376-2123 to schedule their appointment. Mr. Rolle stated if there is a church or organization that can benefit from the services, they can leave flyers. Chair Cruz thanked all on the Board and stated she is a candidate for City Commission and did not know how the election would go. She thanked Mr. Rolle for his assistance. Ms. Newton commented she is active in Healthier Boynton Beach which has had an impact on citizens in the City, especially the elderly. They wanted to ask the Board, about issues concerning wills, deeds, and things that people, especially people of a certain age, may be able to consult about their assets. She heard a few things talked about, but there is no information about end of life for citizens. For someone indigent, where do they go? Healthier Boynton Beach has not seen a bundle of materials on this topic. She wanted to ask the Board if they have that information bundled and if not, can they get it. She noted the grant process will not proceed as it has in the past. The Be Well grants are over for this year, but If you put end of life packages together, which is all about caregivers and seniors, they may be able to get funding. She commented they want to use volunteer lawyers, accountants. There are other organizations that would be available. Mr. Rolle commented he would assign someone to call Elder Law. Ms. Black stated Legal Aid of Palm Beach County assists with wills, power of attorney and attorneys to provide pro bono services, connect to Catholic Charities, Lutheran Services and the area Council on Aging. Legal Aid takes a long time, but they will help. They offer Wills on Wheels, where they come to you, do the paperwork, and get it assigned. Ms. Watson thought, as part of the Senior Advisory Board, they should provide a pamphlet for services. Ms. Watson had reviewed the ordinance that states what they are responsible to do and one is to have programs for seniors. Mr. Rolle commented they can rewrite some of the tasks and submit them for ratification to the City Commission because they have not changed since 1992. It was discussed there should be day and evening programs for seniors as some seniors drive after dark. The members should review the purpose and duties of the Board. Florida May 7, 2022 Healthier Boynton Beach does not expect the Board to do it themselves, but hoped they would be the lead since they serve all. Ms. Newton commented they can do this separately, but it has all been separate. With Covid, they have not been as active as they wish to be, and now they know how many people are lacking with the needs regarding end of life. Healthier Boynton Beach is very interested in following through. She hoped the Board would support the idea, especially with COVID. She will report back to Healthier Boynton Beach and the Board will at least review it. Mr. Devlin also thought it was needed as he was going through the same situation with a family member, and it is difficult for him to handle the affairs of the family member. Whatever they can do, they should do to provide additional information. He also announced he created a Next Door senior 55+ app for citizens of Boynton Beach. The tag line was the purpose which is to serve the needs of seniors, provide meeting information and convey comments. Nine people joined so far. It was hoped the members can get the word out. e.
