Mr. Lazo, Assistant Director, explained the City Commission did not ratify the Boards
nominations for the Chair and Vice Chair. If there is a new Chair and Vice Chair, there
would have to be a vote that is again forwarded to the City Commission for ratification.
The City Commission felt new members were being added to the Boards. Discussion
followed all members who are present have to vote. Ms. Claude explained a member
cannot abstain unless there is a Conflict of Interest., and if so, a form must be
completed She suggested adding the nomination of Chair and Vice Chair to the
agenda.
Lori Wilkinson commented there was confusion as to whether one could vote for oneself
or a family member.

Boynton Beach, Florida April 21, 2022
Mr. Patterson asked if they should table the item until they have more members
present. It was noted Dr. Hayden-Adeyemo self nominated herself. She did not think it
would be right if Dr. Hayden-Adeyemo were not present. Mr. Lazo suggested adding it
to the agenda.
Motion
Lori Wilkinson moved to approve the agenda as amended to revote. Mr. Patterson
seconded the motion. The motion passed 4-1, (Ms. Gadson dissenting.)
V. Announcements/Presentations/Correspondence
Lori Wilkinson reminded all of the commitment to SunFest next week and congratulated
the new Mayor and City Commissioners on a job well done.
VI. Public Audience
Ernest Mignoli, 410 NE 7t" Street, Unit 407, Harbour Hall Inlet Club commented there
are children there, but without businesses, tax certificates and Certificates of
Occupancy. He thought the whole city should be checked so they will know where
children are and be included on the Certificate of Occupancy so there will be no need to
issue flyers about children missing. He noted they do not know where children live, or if
in a single-family home with four apartments. To him, it was all relevant about
education. He drove by the schools and all he saw were police cars. He noted the City
Manager ordered 100 No Trespassing signs. He comes to City Commission meetings
and there are 10 police cars and it tells him the public does not want to attend. He
opined the signs allow security to ask him to leave for whatever reason. He commented
he could be famous in other states and he comes to Boynton and people do not want to
talk to him. He always taught superintendents and others, they are always smarter than
you. He suggested the members read the news how problematic schools are. He
advised he cannot get an answer to his emails and he thought they should be held
accountable. He announced the kids get off the school bus and it is unsafe as there are
shootings all over the place and drug dealers walking all around the school. He thought
the Board should so something about that and get the public involved.

Mr. Patterson nominated Dr. Valcourt as Chair. Ms. Calixte-Dieuvil seconded the
motion. The motion passed unanimously.
Nomination for Vice Chair.
Ms. Calixte-Dieuvil nominated Lori Wilkinson. Mr. Patterson seconded the motion.
Lori Wikinson suggested the Board table this vote. She did not think it was right for the
Board to take a potential nomination away from an interested Board Member. Dr.
Hayden-Adeyemo was interested in the position as she self-nominated. Lori Wilkinson
commented she would be happy to serve as Vice Chair, but she wanted to wait on that
nomination. Dr. Valcourt can continue to serve as Chair. Mr. Lazo explained the City
Commission did not ratify the selection and there would be new members. Lori
Wilkinson reiterated her request that Dr. Hayden-Adeyemo should be a part of the
discussion.
Discussion followed it was important, especially for the position of Vice Chair, that the
Vice Chair should be on time and leave at the end of the meeting. There was
agreement all members should be present for the vote and that Dr. Hayden-Adeyemo
wants the position, but she should be present on time and the majority of the time.
Ms. Calixte-Dieuvil suggested holding off on the nomination for the Vice Chair. Ms.
Gadson asked if the City Commission could not ratify the nomination recommendation
from the Board again. Lori Wilkinson explained it is not uncommon for this to happen
with a new City Commission as one member was just sworn in on Tuesday. She
doubted it would happen again, although it is possible, but she thought it was unlikely.
The City Commission did not second the motion to appoint the Vice Chair. Mr.
Patterson asked if they had to start the process over and nominated Dr. Valcourt as
Chair. There were no other nominations.
Currently, there is a nomination for Lori Wilkinson as Vice Chair and they are discussing
whether to vote on it. A suggestion was made to table it to the next month's agenda.
Ms. Calixte-Dieuvil withdrew her nomination.
Motion
Ms. Gadson moved to table the nomination for Vice Chair to the next meeting Lori
Wilkinson seconded the motion. The motion passed unanimously..

Meeting Minutes
Education and Youth Advisory Board
Boynton Beach, Florida April 21, 2022
Dr. Valcourt announced she and coworkers were volunteering on Sunday and will enjoy
the music of Boyz II Men. Ms. Calixte-Dieuvil stated she was still thinking about it.
Discussion ensued the shift is four or five hours at a time. They have 12 volunteers so
far. The event runs Thursday through Sunday from 5 p.m. to 10 p.m., Friday the shift is
5 p.m. to 11 p.m., on Saturday the shift is from 5 p.m. to 11 p.m., on Sunday the 12
noon to 5 p.m. and Sunday 5 p.m. to 9 p.m. shifts were available. They were looking for
people. There is no beer bottle opening to be done, it is pouring draft beer, people to do
credit cards and payments, and check identification that was needed. Ms. Claude will
redistribute the sign-up link. There is a code which she provided. Members can pick
their shift. She suggested looking at the line-up as members can schedule a shift they
can finish and then listen There are fireworks and fireworks scheduled. She noted
volunteers have to be 21 to work the beer booth and the link will only provide available
shifts.
B. Outreach
Chair Valcourt commented they need to do a better job with outreach. This year had a
lot going on. This year school just opened back up to allow visitors. Next school year,
they should have a stronger presence.
Mr. Patterson asked if they have a list of high schools and contacts. Chair Valcourt will
provide a list of the schools in the area and the SAC Chairperson and community
liaisons for the next meeting. The Board can also invite school representatives to a
meeting to discuss how the Board can better support the schools.
C. Bob Borovy Student Citizen of the Year Award
Ms. Calixte-Dieuvil asked how many students applied. Ms. Claude explained the
deadline was March 31St, but there were no eligible applications. Discussion followed if
they could extend the deadline, but there was a lack of funds. Ms. Claude sent two
emails to the schools, and generally there are applicants that come in right up to the
deadline. Generally, there was a dollar amount advertised with the award, which was
not done. It is advertised in social media and magazines. Chair Valcourt commented
can fundraise more for this year.
Mr. Lazo recommended reaching out to local businesses and told them about the Award
and what the cause is for to see if businesses will donate. They did that for the
Pumpkin Carving. They sent letters to get donations, and with approaching the
summer, it would be a good idea to approach businesses this summer for next year.
They can reach out to those businesses again, and they can review the sponsorship
letter requesting donations. Ms. Claude had an old version of a letter, which she could
distribute to be edited.
