Chair Martin called the meeting to order at 6:41 p.m.

Mr. Hartmann moved to approve the minutes. Mx. Ratcliff seconded the motion. The

A. Art Grants Presentation by Tess Lacroix, City Grants Manager
Mr. Weiss advised Ms. Lacroix has been terrific to work with. She is interested in the arts
and will go the extra miles to find art grants.
Tessy Lacroix, the new grants manager, stated she provides grant development support
to departments and they were compiling a list of grants for the arts. on the federal level,
they have identified the National Endowment for the Arts for general operations and
specific cultural projects, Grants for the Art Projects in our Town are available annually to
support artwork events, lectures, exhibits, etc. The Florida Humanities through the
National Endowment for the Humanities also support community projects containing a
humanities component. Florida Division of Arts and culture, general program support
specific cultural projects and public art facilities. Their app cycles is annually, usually
between April and June 30th . Cultural council has a biennial grant through the tourist dev
funds to support.art and cultural events and marketing. The last cycle was 2021 so the
application will be available next year.
Foundations identified were Bloomberg Philanthropies that largely support public art. The
application is not yet available. The Andrew Melon foundation, BMT Arts alive initiative
and the Ford foundation. As the public art department identifies their efforts to highlight
BIPOC(Black, Indigenous and People of Color) artists, the City should anticipate to apply
for receiving funding specific to building equity in the arts and giving exposure to
historically marginally voices. Funders such as South Arts who provide presentation
grants, artists and small artist grants and the dept of state African American cultural and
historical grant program places a strong emphasis on diversity, equity, inclusion and
accessibility and provide funding opportunities to support the projects. She will continue
to research and identify opportunities to benefit the arts. She will keep her eyes and ears
open for opportunities.
Dr. Jones has done lots of grant writing. She asked if they identify a grant they would like
the City to apply for, if they should notify Mr. Weiss and copy Ms. Lacroix and learned it
was. Ms. Lacroix explained her role encompasses the entire process, application,
management and administration of the grant as well. Dr. Jones explained they Board is
in debt to the city and they have to pay the city back $56K for the next four years. Dr
Jones requested receiving a one-page listing of grant opportunities, the name of the
funder and when the application is due, whether they decide to apply for the grant and
the outcome so they can build a tract record. Ms. Lacroix explained she has a funding
grant spreadsheet identifying the opportunities. Dr. Jones would love to have that as part
of the budget so the Board can assist or add information. She also provides an annual

grant summary report. Ms. Lacroix explained a lot of Foundations do not heavily support
local governments or recognize them as local art agencies. She and Mr. Weiss discussed
having a non-profit entity through which they can apply. She has a list of them.
Chair Martin asked as far as the non-profit, if her non-profit could be used to benefit the
City. Ms. Lacroix explained the City has a non-profit foundation and she would have to
check, but often they ask for the prior year's audit, which may be a challenge. She
suggested starting small and going on from there.

Mr. Weiss advised he sent this out and it is on the website. There are two processes.
One is encouraging an artist to find a wall to paint and the other is interested property
owners should contact the City and they will advise how to proceed. Private buildings will
be a matching program. He hoped there would be a series of proposals as he program
will only have $20K.

V. Action Items
Approval of Artist for Oakwood Square (Exhibit E)
Motion: The artist Andrew Kovacs is approved for the Oakwood Square
seating design.
Motion
Mr. Hartmann moved to approve as written. The developer selected was Andrew Kovac.
More than 35 artists from around the nation applied. Dr. Jones seconded the motion.
Chair Martin and Mx. Tilton liked Kovac Mr. Hartmann thought the artist was talented,
unique and different outside of the box. The final design will be approved by the Board.
The motion passed unanimously.
VI. Old Business
Fiscal Year 22-23 Budget with Summary of Advisory Board Roles (Exhibit F)
Mr. Weiss advised Mr. Hartmann created the bar chart. Mr. Hartmann colorized the
budget. He noted the debt was really hurting the program. Dr. Jones asked about the
total amount for last fiscal year. Mr. Weiss thought it was $340K but he anticipates they
will only spend about$200K this year. Part was salary savings and non-economical ways
of doing things.
Motion
Dr. Jones moved to recommend the budget the budget as in Exhibit F. Mr. Hartmann
seconded the motion.
Mr. Weiss explained the Board is not approving the budget, it is being recommended to
the Commission. On April 1, Mr. Weiss sent a budget to the City Manager. The City
Manager meets with him in May and she goes through the budget and she makes her
recommendation to the City Commission. It did change last year and she agreed to lend
the money to keep program going. She thought the $200K should be included.
Dr Jones requested an addendum that keeps the Board apprised of grants they discussed
with Ms. Lacroix so it will show the Board ways to increase the budget for the kinetic and
other art while reducing the debt. Mr. Weiss explained that is not all of the expenses as
the artist is paid to remove his/her work in the next fiscal year. The new programs are
similar to what they were this year, which is the mural program and the art design
collaboration with Public Works and a special request from the City Manager's office to
have vinyl traffic cabinet wraps on Boynton Beach Boulevard and Seacrest and other
major intersections, and funds for an artwork purchase and then contingency funds.
There are other administrative costs and new art and programs.

Mr. Hartmann inquired if the kinetic event could become more of an income source Mr.
Weiss advised that was attempted, but it was not very successful in the past. He noted
Valerie Zucker was contracted to run the program before Mr. Weiss came on Board and
she noted only 5K people attended, which was not. Mr. Weiss noted he and Ms. Lacroix
looked at NEA grants and if the NEA comes through, it would be focused on kinetic. Mr.
Weiss would like to ask FPL for funds, and FPL is owned by another company that is the
biggest wind energy producer in the United States. Boca Bearings was always a
supporter. They are the largest bearings producer in the nation, which kinetic sculptures
need.
Dr. Jones would like to see another chart showing what sections of the pie come from the
City budget, from grants and philanthropy. Mr.Weiss noted the$385K is from commercial
development and now and the next few years was the biggest building boom. Dr. Jones
favored diversification for the time when they cannot rely on funds. She though cities
should have private sources and right now they have zero.
She noted Exhibit F where it shows short term challenges and opportunities, they should
mention they are in debt to the City as it is a challenge and with opportunities with the
grant's writer, they have an opportunity to grow and diversify their budget. It is a challenge
to pay back $21 OK on a $400K a year budget. Mr. Weiss thought the City will look at the
strategic plan more closely going forward. Mr. Weiss added departmental initiatives to it
which he read as initiative 1 and 2.
Motion
Dr. Jones thought there needed to be an amendment about the fact they owe $210K on
a $400K budget. Given that, she moved the budget as presented by the City Manager
be accepted by the Board. She wanted page 2 of exhibit F narrative about short term
challenges and opportunities added. Mr.Weiss noted they were two different things being
discussed. She thought in the future they should be named as different exhibits. She
moved the budget as contained on page 45 be accepted by the Board. Mr. Hartmann
seconded the motion. The motion passed unanimously.
Mx. Ratcliff queried if the Board needed a motion to add a section regarding the short
term challenges and opportunities that highlight the debt to the City to the Strategic Plan
and learned no motion was needed.
VII. New Business
Discussion of Kinetic Biennial Program and Calls for Artists (Exhibit G)
Mr. Weiss tried to get at kinetic in a positive way for the community and broaden its
attempts. He recommended it include sculptures, designers and performers. He recalled
the Olympic opening ceremony with the kinetic motion and he hoped to do a mini version.
It should engage the Boynton community and the exploration is not just about the art, it
is about the science of motion. It is an exciting phenomenon. This was his first attempt

at the program and if the Board had any changes or modifications, they would rewrite it,
issue the call to artists and he would come back with a final version at the next meeting
for the events and the schedule. He had two thoughts in mind. One has a kinetic
performance and community participation. One would be an opening night event similar
to the Olympic opening where performers carry things. They would perform twice with
the next performance on Sunday. He reviewed pages 53 of 57 as items to be added to
the kinetic event. The outdoor artist exhibit would receive payment, the indoor art is not
paid, but it is available for sale. He saw great flag pole installations by a French artist
and he wondered if they could make a series of flags and flagpoles to create a feathery
feeling by an artist or by different artists. He would like to have additional spinners with
two sides. He already contacted one kinetic vendor that people have in their yards or
hang from a tree, who was interested as people like to shop. They will issue the standard
call to artists for kinetic sculptures and for outdoor pieces. He has to develop a community
kinetic idea. He was hoping to get an artist to bring their wind turbines, but the artist
turned him down. Next Era Energy is the FPL parent company which uses giant air
turbine. He is looking for interesting speakers. Some can attend via Zoom.
Mr. Hartmann explained he was thinking of artist that create large moving people. He
noted the American Legion may be of help in some manner.
Ms. Moodie asked for further information about the performances. Mr. Weiss was thinking
about asking Mary Ann Benjamin, a choreographer, to work with the High School Drill
Team/Majorettes, and choreograph interesting movements similar to synchronized
swimming. Ms. Moodie liked inviting the community and the teens from the high school.
It would be a way to bring families together and further involve the community as well as
attendance, but she thought Sunday morning would be a problem due to church. She
queried if the performance could be done on Saturday. Mr. Hartmann also liked the
program and hoped it would draw a lot of people. Ms. Moodie asked how they would
involve the local schools. Glenn thought a call for community art project could be more
focused. There is the community band that has a routine, and community drill teams. Mr.
Weiss thought motion is essential to the aesthetic form and meaning of the artwork. Just
because it moves does not make it kinetic. Ms. Moodie understood the focus of two
paragraphs on page 54. It states the kinetic biennial primarily focuses on artwork, but the
paragraph prior to that does not state how kinetic art is defined. She thought further
clarification was note.
Dr. Jones thought three issues were at hand: one is rationale for kinetic art; Boynton
Beach's approach to kinetic art; and the third is 2023 energy in the wind. She thought
there was a need for all three. She requested a one page or less document on each
component. She thought the 2023 Energy in the Wind will be unique, but the other two
would be longer lasting and could be used each year. The City has kinetic art because
the City has a reputation for doing it, but they could create another major art event and
have a reputation for two. Mr. Hartmann thought they Could have a sister event on even
years. If the event is a money maker, it could also be a way to erase debt but also be
more work for the Board. Mr. Weiss explained they made a commitment to do it this year.

In the past, there was not enough money to hold it each year. Maybe that could be a
future agenda item for even year events and not odd year events.
Veronica Inberg, Public Art Coordinator, suggested fundraising occur on even years. Mx.
Ratcliff liked the idea of having people on video as it was a great opportunity to find
disabled individuals who cannot travel. She liked the definition of kinetic art and thought
it expands and addresses some issues of old-fashioned kinetic art. She thought it was
more exciting. Mr. Weiss noted the draft program on diversity was included in the meeting
materials.
VIII. Public Comments
Ernest Mignoli, 710 NE 7th Street, Unit 407, stated he has a view of Two Georges from
his unit on the fourth floor and he has a view of all the lights and art stuff. Mr. Mignoli
spoke about items unrelated to the agenda, such as corruption in New York and Boynton
Beach. Mr. Mignoli thought the advisory boards in Boynton think the developers will help
them. He opined the City Commission inserted the Pride intersection into politics and it is
not allowed as the City is a non-political party. He thought it was out of control. He
suggested the kinetic sculpture at Seacrest Boulevard and E. Ocean Avenue by artist
Ralfonso had three sixes and was evil. He spoke about the Supreme Court ruling about
holiday decorations, and if an entity has decorations, they have to have all three holidays
represented. He commented last year, the Art Advisory Board spent all the funds on the
Pride Intersection, the Mayor spent all the funds on a Menorah, and they spent all the
money on Kwanza/ Mr. Mignoli suggested having the Star of Bethlehem on top of the
Christmas tree instead of a fish, and he offered to donate a nativity, so the City would
have all three and the Mayor and City Commission said no.
Mx. Ratcliff asked for a point of order for a time check. Mr. Mignoli asked who Mx. Ratcliff
was, as they/them was appearing virtually, and learned Mx. Ratcliff was a Board member,
to which he then told Mx. Ratcliff to "be quiet you virtual." Chair Martin stated Mr. Mignoli
had enough time to talk.
Mx. Ratcliff thought there was a time limit imposed on public comment. Mr. Weiss stated
in the future they will announce it.
IX. Future Agenda Items
A. Diversity in Public Art Program: See Report (Exhibit H)
Mr. Weiss explained this was a draft of what he considers successes. There are items at
the top, which are his recommendations.
The list of diverse artists has been established. They work with the ADA Coordinator and
have a new Equity and Inclusion Manager. It is important to always develop program and
projects where artists from different cultures exist and some exhibits make it impossible
for some artists to exhibit because they do not do that kind of work . Mx. Ratcliff suggested

the Objective be changed to say ethnically diverse. They/them also noted the most up to
date style for the LGBTQ community was now "LGBTQIA+"
Dr. Jones inquired if there is an ADA Coordinator and learned there was. She thought
there is a real opportunity to work with the ADA Coordinator with kinetic.
Ms. Moodie inquired about the language regarding email for the art teachers. She
suggested looking at the schools in Palm Beach County because teachers change
schools.The schools would have art departments and art teachers. Mx. Ratcliff also noted
the current wording to use is "disabled" and not "persons with disability." It is individual,
but the standard in the activist community and large newspapers is to use disabled.
Dr. Jones requested to add a future agenda item. She remains confused about Board
Member terms about emails outside of Mr. Weiss. She inquired how long terms are as
alternates or regular members and how many terms they can serve.
Mr. Hartmann explained at the end of March each year is when some member terms end
and appointments are made. She asked about alternates and then regular members and
did not think it was good to lose the Chair and Vice Chair at the same time as it is a loss
of institutional knowledge. Mr. Weiss will provide an email from the City Clerk with the
information. She commended Mr. Weiss and Ms. Inberg for their work. The information
was helpful.
X. Adjournment
Motion
Mr. Hartmann moved to adjourn. Dr. Jones seconded the motion. Motion approved
unanimously. The meeting was adjourned 7:54 p.m.

Chair Martin called the meeting to order at 6:32 p.m.

Self-introductions were made. A quorum was present. Mr. Weiss explained Mx. Ratcliff
requested a medical accommodation and was available online. Mr. Hartmann advised
he would not be present.
b. Introduction of new member Dr. Phyllis Pacilli
Dr. Pacilli introduced herself and explained she does not have an art background. She
knows Clovis Moody by teaching for many years. She is a math teacher, does research
and teaches at the College of Education at FAU and enjoys art as a hobby. She
wanted to be on the Board for many reasons, but she believes that art in any city brings
in tourism, tourists bring money to local businesses and the economy, and she has
seen places where art exhibits bring in millions of dollars. She thought art could be an
integral part of tourism in the City. She was happy to be a part of that and what they
establish over the year.
Chair Martin welcomed Dr. Pacilli and noted Sam Velazquez arrived at 6:34 p.m.

Dr. Jones noted Nomination of Election of Chair and Vice Chair is under Action Item
since they have a new slate of eligible members. This was different than what they had
at the last meeting. They are open for nominations. It is a fresh start.

Dr. Pacilli moved the agenda be approved. Mr. McQuire seconded the motion. The
motion passed unanimously.
II. Approval of Minutes
Mr. Velazquez thought he was at the meeting, but it was noted the wrong minutes were
in the packet. This item was deferred to the next meeting.
III. Informational Items from the Board
Dr. Jones attended the Second Career Artists exhibit opening. She thought it was

Dr. Jones offered to help with the grant. Mr. Weiss will pass it on to Ms. LaCroix, the
City's Grant's Manager.

Chair Martin announced the above opportunities.
Mr. Weiss explained Item C was initiated by Public Works last year. They felt the Solid
Waste drivers should be honored in some way, so a call to artists was created. Those
artists will use social practice, which is when the artist engages with a group of people
and works with them in response to who they are. Whomever is selected will meet the
workers, talk and drive with them and conceive some type of work of art. The concept
will come before the Board. The budget is $20K. Nothing like that has been done in
Boynton Beach.
Mr. McQuire offered his services for free to create a documentary or short film of the
process and perhaps finish out with the artist. He thought it would be fascinating for the
artist to experience the drive-alongs and hear the different stories the drivers and
workers have. He thought the film may be able to be featured at the amphitheater at
one of the events.
Mr. Velazquez explained the Solid Waste Authority and the Boys and Girls Club had an
art contest where the kids would decorate trash cans. It was a national effort and they
had fun. Everyone submitted a sketch, they voted for one and the children implemented
it. He envisioned something similar to that on the trucks.

Mr. Weiss noted Boynton had a similar project painting the dumpsters. Several of the
dumpsters remain although the artwork has deteriorated over time. Mr. Weiss
commented artists work differently, and they may present one or several ideas. There
should be updates. He thought it would be a bad thing if the workers and the artists
agreed on something, but the Board did not. The deadline for artists to respond is June

Kinetic Art Exhibit and Symposium. Mr. McQuire noted getting the work tot event is
a big job. Ten iennial event will be on January 28th and 29th The last event, was
impacted by COVID. It is a signature event. Members can make recommendation for
kinetic artists. The main sculptures are due on July 1 gth and there will be a panel to

evaluate them. On August 15 , Mr. Weiss will present some artists. He thought they
would not have all the artists and was certain more artists would be needed, but they
will search fort and then they will move forward to January. He encouraged the
members to read the kinetic information as he was looking for different ways to show
motion. He spoke to Maryann Benjamin to choreograph an opening dance performance
with physical objects. It was noted when artists came from out of state and out of the
country, they brought people with them. Discussion also ensued out the name oft
event. It is a biennial event. It is international, but other events do'not include the word
"International" and Mr. Weiss sought to shorten the name. There was also brief
discussion the event logo needed work. It was also rotated because it did not transfer
well on Instagram because it is a tall thin logo is is problematic.
Dr. Jones announced she participated in the International Tennis Championships at the
Boynton Beach Tennis Center and 36 countries participated. The or international
drew a lot of people and sethought it was worth keeping. Ms. Moodie also thought
the word "International" was good for marketing, Boynton Beach is a small
City and the or international has a big impact. Dr. Pacilli agreed. Mr. Weiss noted
Biennial is a word that is well known by artists, art galleries and dealers. Mr. Weiss
wanted there to be music. Mr. Velasquez stated he attended during Black History
Month and there was a young artist who was selling bottle caps.

Mr. Weiss explained he had presented images of the Boynton Beach Office Condo work
and the Board noted the tree's obstructed the art. Mr. Weiss gave the developer
drawings, which the developer agreed with and the location of the art was no longer
blocked by the trees, although there is a pole, He thought it had a presence, but it will
need a lot of UV protection.
Mr. McQuire commented the Board heard a presentation by a woman who paints
murals all over the world. She said to use a certain paint and that UV coating was not
needed. He recalled UV coating could yellow. It was noted there is a special paint for
murals, but they are extremely expensive. Some paints contain metal and do not fade.
In those instances, UV coating is not needed.
V. Action Items
Election of Chair and Vice Chair
Chair Martin noted nominations took place at the last meeting, but the City Commission
did not ratify the Board's selections as there would be new members.
Chair Martin passed the gavel to Dr. Jones who asked for nominations for Chair.
Ms. Moodie moved to nominate Ms. Martin for Chair. Mr. Velazquez seconded the
motion. The motion passed unanimously.
Ms. Moodie nominated Mr. Velazquez for Vice Chair. Mr. Velasquez declined the
nomination. Chair Martin nominated Ms. Moodie as Vice Chair. Mr. Velazquez
seconded the motion. The motion passed unanimously.
VI. Old Business

Chair Martin announced this mural is being installed and finished tomorrow. Mr. Weiss
thanked all who responded to the email because he felt the artist complied with the
Board's design and it was good the Board unanimous felt the artist did as well. The
mural will be up by noon tomorrow. An image of the mural was in Exhibit F.

Jeffrey Carter, from North Carolina, stated he recently moved to Boynton. He inquired
what qualifies as art, if it was painting, or buskers or flashing. He has a business called
Creative Space Stations for artists and businesses. As to the kinetic events, he knows
a lot of gallery quality artists from North Carolina and he would like to assist with
recruiting them. With the logo, he thought it would be best to display international with a
picture because it would be word heavy and he thought it was important for people to
not forget. As for the Solid Waste employees, he thought was some type of visual
should be made and having a visual sit down with the driver would be awesome.- His
company does this as well. He also has a non-profit. He wants to be involved as much
as possible and is a serial entrepreneur. He asked about the marketing methods and
who are they targeting. His family just moved in January and they want to market to the
masses and give opportunities to people who may not know anything about this. If you
have a great plan, it would draw people. Mr. Weiss asked him to come by and speak
with him. He noted the CRA and Marketing Department both have events. .
Tessy Carter, the nine-year old artist, announced she has a business and she sells
recycled bottle caps and her brother makes slime kits. She showed her bottle cap
earrings to the members. Carter commented he holds a lot of events in Fayetteville and
the City is a little ahead technologically from where they were in 2014.
Mr. McQuire noted how Carter recognizes art. He explained the Art in Public Places
program is handled by this body and it is what the Board does. He mentioned a busker,
poetry, flash dance. The Board has not been explorative in those genres and the City
has a stage at the amphitheater. Most of the time performances involve a band, but
they could schedule a poet or a flash dance at the venue which would be supported by
the Art in Public Places program Chair Martin commented they always have Friday
Movie night and they could always have a poetry night or dance night because it all falls
under the category of art.

Ira Margulies, his wife, Barbara and their children have lived in Boca Raton for
almost 45 years.
"In 2013, I retired from a very rewarding 35-year career as a teacher and principal
in Palm Beach County. I loved working with children and teachers. As a child, my
life centered around sports and comic books, but I maintained an interest in art as
well. My sixth-grade teacher wrote in my autograph book, `When you are a famous

paintings since then," he said. "I have sold probably 50 paintings over the years. I
average sales around six paintings a year in recent years.
"I strongly recommend starting a second career after retirement. It's not so much
for the money anymore. It's more the second chance to live out your dreams or
develop new interests. Not having the pressure of earning a living and suddenly
having the time available to continue learning and growing is a truly wonderful
thing. Why waste the blessing of time? Why not keep active both physically and
mentally?
"Painting, for me, is a joyous addiction. My work keeps me challenged and I
continue to grow as an artist.
"I have begun entering art shows and I've started looking for gallery
representation. I'm doing this because I'm anxious to take this next step in
developing my art career and between you and me, we have no more room in the

Don Zucker is a retired finance professional living in Boynton Beach.
"I have been doing my artwork for about four years with some training by a local
art teacher who has since moved from my area," he said.
"Other than a visit from (Boynton Beach Public Arts Manager) Glenn Weiss, no one
outside my community has seen my work. All my pictures are framed and
displayed on my home walls. I did this for personal pleasure as Sotheby's offerings
are beyond my reach. Obviously, I haven't had any marketing opportunities to sell
my work. Without a `name,' two galleries have informed me they would not even
take the time to look at my work.
"For those who are nearing retirement mode, such as I experienced, doing artwork
is an excellent way to stay mentally young, be creative and get enormous personal
satisfaction from viewing my creations. But, most artists starve. Being in
retirement afforded me the time to seize an opportunity to be creative without
having to earn a living for my artwork. It should be understood that doing artwork
should be for self-accomplishment and a link between my personal lifetime and
those generations that come after my own. My history then survives me."
The other artists featured are Michael D'Amato (court reporter) - photographic
collage, Susan Gray (scientist) - fused glass, Jay Hatfield (Marine Corps) -
playful porcelains, Maxine Schreiber (psychotherapist) - paintings of political
protests and Sandra Swill (director of design) - cardboard figures .
"We have entered a time in American history when lifetimes will be full of different
careers," Weiss said. "These Second Career Artists chose the visual arts in adult
life. They either felt the longing from an abandoned dream or a surprising love that
emerged from an accidental exploration. Boynton Arts honors the artists' creativity
and hopes to encourage many more to intensely follow their artistic instincts."
Admission is free to "Second Career Artists"at the Boynton Beach Arts & Cultural
Center, 125 E. Ocean Ave., in Boynton Beach. It is open from 10 a.m. to 6 p.m.

Downtown Public Art Plan, A Preliminary Idea for Discussion

Introduction
The development of downtown Boynton Beach is moving quickly. As a result, I believe that the
Art Advisory Board should develop and endorse a plan for priority art locations and functions for
the future developers, CRA and City. Earlier last years, I created a powerpoint document
showing the relationship between economic development and public art in downtown. The
document has been updated to include development through 2017. The pink areas are existing
and very likely developments. The blue areas are possible development by 2017.
The proposal has four priorities
Iconic Sculptures on the Corners of Ocean and Federal.
• Art and Civic Function: Add to the Albert Paley sculpture and create south Florida's only
intersection of sculpture that welcomes people to the Avenue the Arts, the Marina and
the bridge to the beach.
• Implementation: Developers should create pedestrian spaces for the automobile scaled
sculptures on each corner.
Avenue of the Arts on Ocean between Federal and Seacrest.
• Art and Civic Function: :Add sculptures, installations, banners and temporary bases as a
pleasant active walk linking Federal with Town Square.
• Implementation: Developers should widen pedestrian zones and sidewalks to include
small to mid-sized sculptures, decorative designs in plaza and seating walls and bases
for temporary works.
Boytnon Beach Blvd southside Pedestrian Walk between the Post Office and Petes
Pond
• Art and Civic Function: As the City and FDOT plan to widen the sidewalk on Boynton
Beach Blvd in 2024 and development is planned for the southside, add pedestrian
scales artworks with a couple automotive scaled work for the zone.
• Implementation: Work with FDOT to identify locations and types of artwork and work
with developers to purchase the appropriate work.
Town Square Completion
• Art and Civic Function: As the City garage and apartment developments convert SE 1 st
Ave to a functioning street, add artworks contributing to the civic identity of Boynton
Beach and the enhancement of placement making.
• Implementation: Work with the future new developer of the south block to provide a
second Seacrest iconic sculpture for the City Hall Chamber, two additional sculpture
bases, and additions to garage facade as an important contribution to arts image of
south Florida. As an active street, the southside of the amphitheater will become a
location for new murals painted every two years.

Other Recommendations
• Future Railroad Station: Garages and blank walls facing the railroad to the north and
south of the future passenger station should have murals for the enjoyment of
passengers and the identity of Boynton Beach.
• Community Identity: The artworks and the artists should reflect the full culture identity of
the City.
• History: Markers and other means should be installed to recall historic events and
people of downtown and the entire city.
• GPS Information and Virtual Tour: All artworks, markers and buildings should have a
coordinate GPS information for tourists and visitors. The same text and images should
be available online as a virtual experience.
• Funding: With an approved plan and vision, individuals and corporations could assist
with the funding.
• Artists: Whenever possible, provide temporary or permanent artist studio spaces
accessible to the general public on a regular basis.

MLK Blvd and Unity Plan, A Preliminary Proposal, Draft June 9, 2022
After many years of benign neglect, Martin Luther King Jr Blvd has begun its transformation.
From Sara Sims Park to Federal Highway, the primary historic commercial and community
street of African American residents will change with new affordable mid-rise housing and new
storefronts to be completed by late 2023. Public Works Department, hopefully with Federal
funding, will rebuild the sidewalks, curbs and lighting and add a connection to NE Ninth Ave.
The west end has the matured Sara Sims Park with three works of public art, an orchard, a
marker honoring African Americans and the public art at the corners of Seacrest. At the east
end, a new small office will be built with a mural and the northwest corner with Federal Hwy will
be an entrance designed by an artist. The street contains important churches in the history and
present of Boynton Beach.
Martin Luther King Jr. Blvd became the commercial street of the African American community
when the City Commission of 1924 passed ordinance 37 that segregated black and white
residential areas. MLK or 10th Avenue was the southern border on the 12 block Black district
between Seacrest, the Canal and the FEC railroad tracks. The 100th anniversary of this event
is February 20, 2024.
Historian Victor Norfus proposed that the City have a unity event in 2024 on the 100th
anniversary of residential segregation. By working with Mr. Norfus, other historians, community
members and artists, BoyntonArts would develop a plan for the unity event in spring 2023. The
planning activities would also provide community dialogue for permanent public art during the
reconstruction of MLK sidewalks and lights.
If the Art Advisory Board and the City Commission support this project, then BoyntonArts can
apply to the Our Town Grant at the NEA and the CrossSector grant with South Arts. The
application would have more strength with a lead artist of national reputation. (South Arts
requires that the artist is from a SE USA state. )

OHDII�AIM NO. 37 .
An Ordinance of the Town of Boynton, Florida, establishing
and setting apart in said Town separate residential limits or
districts for white and negro residents ; designating, establish-
ing and setting apart the territorial limits or district of
said Town within which white persons may reside and separate
territorial limits or districts in said Toim within which
negroes may reside; prohibiting any white person from taking
up or establishing a place of residence within the territorial
limits of said Town so set apart and established for the re-
sidence of negroes ; prohibiting any negro person from taking
up or establishing a place of residence within the territorial
limits of said Town so set apart and established for the re-
sidence of white persons ; defining the t erms "Residence" and
"Place of Residence", and providing penalties for violations
of this Ordinance.
BE IT ORDAIT.ED BY THE TO'JN COIVYIS2Z ON OF THE TO1.11 OF BOYNTON,
FLORIDA:
1. That said Town does hereby establish and set apart
the land within the following described limits in the Town
of Boynton to be hereafter known as "The Negro District
within the Town of Boynton, Florida", to-wit:
Commencing at the intersection of the Vest line of the
Right-of-way of the Florida Fast Coast Railway Company and
the North line of Arden Park Addition to the Town of Boynton,
Florida; thence ',lest along said North line of Arden Park
Addition and following said line extended `,Jest to the center
line of County Road or Green Street Oxtended North; thence

North along said center line of Counts* Road and following
said center line extended North to the South bank of the
Boynton Canal ; thence following the South bank of the
Boynton can-il in an Easterly direction to the 'Vest line of
the Right-of-way of the Florida East Coast Railway Company;
thence following said Vrest line of the Florida East Coast
.Railway Company's Right- -of-way in a Southerly direction
to the point of beginning.
2. That said Town does hereby establish and set
apart all the remaining land or parcels of land within the
Town of Boynton, Florida, as a separate residential limit
or district to be hereafter known as "The White District

within the Town of Boynton, Florida" .
3. That it shall be unlawful for any white person
hereafter to establish or take up his or her place of re-
sidence within the territorial limits of said Town so set
apart and established for the residence of negroes.
4. That it shall be unlawful for any negro hereafter
to establish or take up his or her place of residence within
the territorial limits of said Town so set apart and es-
tablished for the residence of white persons .
5. That any white person who shall be convicted of
a violation of this Ordinance shall be subject to a fine
of not more than Five Hundred (,1?500.00) dollars, or im-
prisonment for not more than Sixty (60) days , or both such
fine and imprisonment in the discretion of the court.
6. That any negro who shall be convicted of a violation
of this Ordinance shall be subject to a fine of not more than

Five Hundred Lollars, or imprisonment for not more than
Sixty (60) days, or both such fine and imprisonment in the
discretion of the court .
7 . That wherever in this Ordinance the term "residence"
or "place of residence" is used it shall mean "a place where
one dwells or resides permanently", or "where one resides"
or the "home" of such person; and this may consist of one or
more rooms in a building, or it may be an entire building or
more than one building.
The above Ordinance No . 37 having been read in full at
a meeting of the Town Commission of the Town of Boynton,
Florida, held on the 5th day of February, A . D. 1924, was
adopted and passed at a regular meeting of the said Town
Commission held on the 19th day of February A. D. 1924, and
a copy thereof posted at the front door of the 'T'own Hall at
Boynton, Florida, on the 20th day of February A. D. 1924.
