I. Call to Order Chair Mondello called the meeting to order at 6:30 p.m. II. Pledge of Allegiance III. Roll Call Roll was called and a quorum was present. IV. Agenda Approval — July 25, 2022 Chair Mondello requested Item B under New business, the Parks System Master Plan Presentation be removed. She mentioned they were going through discuss Park Surveys under Unfinished Business. Kacy Young, Recreation and Parks Director, asked that an agenda item, Results from Park Surveys, be added under Unfinished Business. He also requested Dog Friendly Parks and Boat Ramp Closures be added under Future Agenda Items for the August meeting. Motion was made by Mr. Fagan, and seconded by Mr. Patterson, for the July 25, 2022, agenda approval. In a voice vote, the motion passed unanimously. (5-0) V. Approval of Minutes — June 27, 2022 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida July 25, 2022 Motion made by Mr. Fagan, and seconded by Mr. Conklin, to approve Minutes for the June 27, 2022 meeting. In a voice vote, the motion passed unanimously (5-0). VI. Unfinished Business a. Park Survey Results Chair Mondello indicated she made a spreadsheet to keep information together instead of throughout separate meeting minutes. She documented discussion from last month and thought some things were going to be done at the Senior Center. Kacy Young, Recreation and Parks Director, advised touch screens at the check-in window at the Senior Center are being upgraded; they are waiting for delivery. Chair Mondello asked Mr. Conklin if there was anything new at Crowder Park this month. Mr. Conklin stated there are two sides on the large dog park and the other day one side was locked, but the gate on the other side opened if it was pushed; it was not tight enough. Chair Mondello advised she went to Oceanfront twice last week and noticed the lifeguards were watching. Kids were digging deep holes close to the water and the lifeguards said if they dig down far enough it is like a vacuum and the kids can get pulled out. She mentioned there used to be a shade sail out there, but it was removed because of ongoing problems during hurricane season. Mr. Fagan commented the shade sail was difficult to maintain. He commented that the updated playground looks nice. He goes there on the weekends and said the grills and picnic tables are used extensively. He thought another grill or two with a picnic table would be nice. Chair Mondello liked the idea of painting the lifeguard stands to make them "beachy" Mr. Fagan stated that was almost done through the Art Board, but he was told there was not enough money in the budget due to other pressing issues. Director Young indicated repairs were done to the beach towers and hurricane proof windows were added. New towers were proposed through the CIP; it might not be this upcoming fiscal year, he believed they would be on the list in 2024 Mr. Fagan mentioned he spoke to Glenn Wiess on the Arts Board, and they are hoping to get a Miami Beach look. Director Young stated information provided from the surveys is being shared with the Consultant for the Parks System Master Plan. 2 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida July 25, 2022 Chair Mondello commented she is trying to make updates and can email the sheet for them to review. Director Young stated they will continue to keep Results from the Park Survey as Unfinished Business until the Board decides to take it off the agenda. Chair Mondello likes this agenda item because things are brought up that can be changed. She mentioned Barrier Free and questioned the plan for the lake. Director Young advised they are going to install a fountain in the pond to go along with the deck. A generator and concrete slab were added, so they are preparing the site for the fountain. Chair Mondello mentioned the middle dock and a locked gate and asked if it would always be blocked. Director Young indicated it is open to the public from dusk to dawn. Mr. Fagan stated there was a proposal last year to revamp Pence Park and asked if that is still being funded or if it is on hold. Director Young advised that project is currently on hold. The concepts were brought to the Board for review and once funding is available, that will be the plan to renovate the park. Mr. Fagan commented the park is frequently used for soccer. Director Young indicated they hosted their first soccer tournament this past weekend; the Sunshine Paradise Soccer Tournament. Five teams participated with eight-on-eight soccer. b. Dog Friendly Parks — None. c. Boat Ramp Closures in August — None. VII. New Business a. Recreation & Parks Department New Staff Introductions Kacy Young, Recreation and Parks Director, introduced new staff members, Wesley Norwood, Parks Superintendent, and Mike Pinkney, Parks Compliance Manager. b. Parks System Master Plan Presentation by 2GHO, Inc. and Perez Planning, LLC 3 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida July 25, 2022 This item was removed from this agenda. c. Parks System Master Plan Logo Kacy Young, Recreation and Parks Director, explained the Parks System Master Plan typically has a logo associated with the Plan. They have vetted the logos provided by the Consultants, 2GHO and Perez Planning and have had discussion with Marketing regarding the logos; staff has provided feedback and input. He requested which selection the Board would like to see represent the Parks System Master Plan. Three logs are available and were printed for the Board to review. Mr. Fagan questioned what context the logo will be revealed on the website, on paper, or on sign boards. Director Young replied anything associated with the Parks System Master Plan. It will be associated with the website or any print material that go out. This is not a department logo; it is a logo associated with the project. Mr. Fagan thought #2 would stand out. Director Young mentioned one suggestion received was that they add Beach to the logo, so it would say Boynton Beach and not just Boynton. Chair Mondello agreed. She liked the palm tree, bike, sun, and colors. Director Young assumed everyone was in favor of logo #1 and #2; #3 was out. Mr. Patterson questioned if waves were under Boynton or if they wanted to make serious waves to make it pop. Director Young replied those are waves associated with the water. Mr. Conklin suggested a crest. Chair Mondello thought the consensus was logo #1/#2. Director Young stated they can go with the first one and if the background changes they can change it. d. Wilson Park Improvements— Playground, Fitness Equipment & Park Amenities 4 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida July 25, 2022 Franky Lazo, Recreation and Parks Assistant Director, distributed handouts. He explained ADA fitness equipment is being added to the park through the CIP budget as well as a shade structure over the top that will sit in mulch; the playgrounds are being updated. The company will provide and install the equipment, and this is going on the August 2, 2022 Commission agenda. If approved, they hope to install the equipment at the end of this fiscal year or at the start of the next fiscal year. Ten new trashcan receptacles will be added along with four player benches for the basketball courts. Mr. Patterson questioned if placards will be provided with instructions for the fitness equipment. Assistant Director Lazo replied all equipment should have placards; that is something inspectors check for when doing maintenance inspections. They have placards at Barrier Free, which are multi-language. Mr. Fagan asked what this type of equipment costs. Assistant Director Lazo indicated the budget for this project including installation, equipment, trashcans, mulch, and player benches, is just under $60,000. They got the equipment on a 75% off deal. Water fountains are part of the plan as well. He showed the new playground area and noted they can fit a 2'x 5' and 5'x 12' playground where the big playground sits, with integrated shade and individual pieces such as benches and swings, which will be over artificial turf. The same company is doing both jobs, and they expect everything to be finished by September or October, depending on shipping that takes at least 12 weeks lead time to get here. e. Veteran's Monument Dedication Ceremony Franky Lazo, Recreation and Parks Assistant Director, announced there will be a dedication of two new benches at Tom Kaiser Veteran's Memorial Park on Sunday, August 14, 2022, at 2:00 p.m. An Eagle Scout and his troop will lead the dedication for a Space Force Monument bench and World War II Veterans will dedicate the Battle of Midway Monument bench. The benches will be installed either Monday or Tuesday, August 8, 2022 or August 9, 2022. The benches will be moved and secured prior, and then there will be an unveiling on August 14, 2022. Mr. Conklin asked if the flag is lit at night. Director Young replied there are lights on the flag in the back and there is a solar light on the front. VIII. Public Audience 5 Meeting Minutes - Recreation and Parks Advisory Board Boynton Beach, Florida July 25, 2022 Ernest Mignoli, resident, 710 NE 7t" Street, Unit 407, Boynton Beach, commented on Municipal, County, State, Federal, and International, which are becoming the center of political activities. IX. Items for the City Manager's Attention — None. X. Future Agenda Items • Pickleball • Dog Friendly Parks • Boat Ramp Closures Director Young indicated dog friendly information will be added to Unfinished Business under Results from the Surveys. He will bring something back as far as dog friendly parks. XI. Next Meeting —August 22, 2022, at 6:30 p.m. Kacy Young, Recreation and Parks Director stated the Parks System Master Plan Presentation by 2GHO, Inc. and Perez Planning, LLC will be rescheduled to the August meeting.
