Motion
Ellen Jones moved to hear public comments earlier in the meeting. Mr. McQuire
seconded the motion. The motion passed unanimously. The Agenda was approved as
amended.
Public Comments.
Ernest Mignoli, 710 NE 7th Street, stated his home is in an old building on the Intracoastal.
He stated that a lot of people in his neighborhood and in the City, are trying to band
together to serve as a check on the Boards and the City Commission. He thought the
Advisory Board seemed like a token because the City Commission does what they want.
All are stating that in Boynton Beach art is too political, there is too much fundraising, and
a lot of deals going on and the CRA says give us something and they get $500K for
artwork. The artwork is in a theme that integrates and represents most of the City. He
claimed most of the City is Christian. He tried to donate a nativity scene to the City and
the City said no to his donation, but the Mayor buys a menorah and they installed a
Kwanzaa and displayed them. He thought it was discriminatory.
Bonnie Valentino, 140 Executive Circle, thanked the Board for the group. She stated that
she goes to the Beach all the time and she was interested in donating to improve the
restrooms at the beach. She does a lot of crafting and they can make a vinyl poster and
display pictures of the City there. If there is a cost, she and her husband would pay for it.
She wants to discuss the electrical boxes that are everywhere and she pointed that that
Palm Beach County provides grants and then they put it on each electrical box. Gateway
and High Ridge now have eight boxes. She suggested the Board could have a contest,
and there would be no costs to produce the work with the Library at the Creation Station,
or she would buy the paint and employees or youth could paint it. She praised the Board
stating that they were doing a great job and that she would do everything she needs to.
Mr. McQuire stated that they have a sponsorship program for the kinetic biennial. It is big
and thousands of people attend. He noted that there are all sorts of sponsorship levels,
and for very little money it is a world class art show coming up in January. He thought it
would be great to be a sponsorship program.

June 9, 2022 meeting minutes are approved as written or amended. (Exhibit A)
Motion
Mr. Hartmann moved to approve the minutes. Mx. Tilton seconded the motion. Dr. Pacilli
stated her name was spelled incorrectly on both of sets of minutes. Mr. McQuire moved
to approve the minutes with those amendments. Mx. Tilton seconded the motion. The
motion passed unanimously.

Motion
Mx. Tilton moved to approve with the amendment regarding Dr. Pacilli's and Vice Chair
Moodie's name. Mr. Hartmann seconded the motion. The motion passed unanimously.
III. Informational Items from the Board
Art Advisory Board Agenda Package, August 11, 2022
Mx. Tilton stated they are part of the voting for the project with the Solid Waste Workers.
They sat down last week and went through submissions, which was high quality work.
The artists were narrowed from 30 to 8 artists and the next step is to interview the artists.
Vice Chair Moodie went to view the Neurobehavioral Hospital and the art looked great to
her. On July 31St she saw a great blurb issued that spoke highly of the art in Boynton and
she sent it to Mr. Weiss.
Mr. Hartmann announced that he went to see the installation of the Kovax piece on
Congress Avenue and it is coming along nicely.

Mr. Weiss stated a e show is still on till the end of this month. They hadsome award
winners, which wereos online. Next year, they hope to have more submissions and
have morecategories.
B. Grants
a. SouthArts for Heart of Boynton Unity Project LOI Submitted on Aug 1
Mr. Weiss announced that they submittedthe UtilityProject to South Arts for
consideration of a 2024 grant. They submit s letter and if interested, Souths will
request more information. This project had to with the horrible passage oft e residential
segregation in Boynton Beach.

The Kinetic call to artists is still posted online.
b. Curators for Arts & Culture Center Exhibitions
Mr. Weiss announced this is also still available online. They issued a call out if they want
to loan their artwork to the City. It would be displayed in the Mayor's Office, the lobby
and any other public space.
c. Loan Artworks to City Facilities including the Mayor's Office
D. AiPP and Private Development. See 6-12-2022 Update Report (Exhibit C)
Mr. Weiss explained that they are doing a lot of work in relation to private development.
They added two more and two more applications were submitted for projects on Federal
Highway. One of the developments is from Hyperion. They have a lot of work. A list of
some of the projects was included in the packet so the Board will see concepts in the
future.
V. Action Items
Approval of Artist for Mural on Buckeye State Storage (Exhibit D)
Mr. Weiss stated that this is a company out of Cleveland and they asked if they could
paint a mural on the front of their building. They are taking a first step and they have an
artist they like to work with. If the Board likes the concepts, they can approve the artist.

Motion
Mx. Tilton moved to approve the above artist for the Cleveland Storage building at 860 W
Industrial Avenue is approved. Mr. Hartmann seconded the motion. Mr. Hartmann
thought the work was great Mx. Tilton amended the motion to clarify Cleveland Storage
is now known as Gator Storage. The motion passed unanimously.
VI. Old Business
Outdoor Kinetic Sculpture Selection: Artwork Types. (Presentation)
Mr. Weiss announced they are not as successful as they would like to be in regard to the
Kinetic Biennial and have to think in a creative way to attract more artists. He would like
to add videos, both documentary and artistic. An image by Jen Stark was viewed. He
advised they also looked at videos for items they cannot display and there will be monitors
for streaming videos. He pointed out one thing with kinetics is it can be computer driven.
Mr. Weiss noted mechanical pieces can be considered art

Discussion ensued that computers driven and mechanical pieces could expand the
number of artists that could participate in the event. Dr. Jones agreed to find out if FAU
can assist with robotics. Mr. Weiss noted he has been trying to obtain wind turbines.
Further dialogue followed that artists bringing in large-scale pieces can receive up to
$2,500 to transport the piece and install it. Mr. Weiss advised that he has funds set aside
to negotiate a price with the artist. They are thinking about items that are more in the
product line as they are made for sale as the Board can look at items that are produced.
A suggestion was made to include the Schoolhouse Children's Museum and/or Parks and
Recreation regarding educational pieces. It was noted that years ago, they had a project
using old CD's, which received a lot of attention and attracted a lot of people. They also
have afterschool programs. It was important to involve youth and it was decided the
Board would try to include school programs.
As for art to display in the galleries, optical illusion art is fine, as is art that provides a
concept of motion. Soda can art was also interesting. A live demonstration of creating
optical art may be interesting.
Mr. Weiss had one acceptable artist from Washington DC apply to show on the Avenue
of the Arts for the Biennial event. Mr. McQuire thought they needed large pieces of art
and had contacted museums to see if they had anything in their private collections that
could be used. He noted that they should reach out to past artists and see what they have
as about 10 to 15 artists dropped out of the last Biennial event due to the pandemic. Mr.
McQuire also announced at the last show, one fabricator had created kinetic pieces on
his own and they should contact him to see if he would be interested in showing them.
Mx. Tilton noted that UCF started a school and they have robotics. FAU has offers
incredible book and print making, and Vice Chair Moodie suggested investigating cultural
engineering at FAU.
District Site Plans for Sculptures, Murals and Sculpture Pads (Exhibit E)
Mr. Weiss stated he was focusing on the 115 N Federal and The Villages locations.
The Villages had been previously approved, but the 115 project is in process. The
developer wants to wrap the garage, have a large art piece on the corner and in the
center, and have an interactive piece for children. The other side of the street is the new
railroad. An image of The Villages was viewed. He thought each developer had about
$300K to spend on art and pointed out the Albert Paley piece cost $250K. A large piece
would deplete most of the developer's art budget. The Board has to think what would be
appropriate and about other artwork that is within the price range of developers. He asked
the members what should be the priority before he spoke to the developers. Mr. Weiss
recommended for the Villages, a piece that is high up.
Dialogue ensued there are a lot of painted parking garages in Florida. Mx. Tilton stated
that having a number of pieces to saturate the area may be better instead of just one
large piece. It would be known as an artistic area.

Mr. Weiss stated that the developers of Riverwalk came in this week and advised that
they are over their art budget. Mr. McQuire commented they had a meeting two years
ago and he was afraid of the budget. He had wanted to go back and meet with the
developers, which did not occur. Mr. Weiss advised Riverwalk has about$650K to spend
on art. Mr. Weiss stated no one is watching the budget and Mr. Weiss will from now on.
He commented that they have to put something on the facade of the garage and they
may not do Mr. Fuller's work. Maybe they build a structure they could put pieces on in
the future. Whatever is decided it will return to the Board for review and approval.
Mr. McQuire noted there were three identical sculptures along the water,which he thought
could be eliminated He requested Mr. Weiss keep the Board apprised. He did not see
the matter as the Board's issue.
Mr. McQuire expressed that they have a signature show that does not have secured
signature pieces. He hoped it would be resolved quickly and perhaps they can delay the
event by 30 days. He asked why the event was being held in January when they never
had it that early before and inquired if they can move the show back. Mr. Weiss
responded that he wanted it to be more in tourist season. Mr. McQuire pointed out that
the show is going to reflect on the Board and the prior shows were dynamic. Mr. Weiss
well check to see if it could the event could be moved back 30 days.
Art in Public Places Guidelines Amendments: Private Development (Ex. F)
Mr. Weiss explained he has not heard back from Legal as to if the Guidelines are in
compliance with the Ordinance. He had hoped the members read it and stated he has
been distributing it to developers as draft guidelines.
Mr. Weiss pointed out that the person who has to comply with the guidelines is the
property owner. Mx. Tilton inquired if there was anything in the Guidelines that specifies
that adhering to the art budget is not the Art Manager's responsibility and learned it was
not. Mr. Weiss requested the members read the guidelines and stated the paper version
is to help the developer walk through the process. Dr. Jones read it and thought it was
well done. Suggestions were made where in the document to add the statement Mr.
Weiss is not responsible for monitoring private art budgets.
VII. New Business
BoyntonArts Logo (Ex. G)
Mr. Weiss stated that about eight months ago, he paid to have a series of logo's
redesigned. He announced that he has not officially been allowed to use the new logo
and they have to use the turtle logo. He asked the Board to approve or deny the Boynton
Art logo.

Motion
Mx. Tilton moved to approve the new City of Boynton Beach Public Art logo as presented
on page 79, Exhibit G. Mr. Hartmann seconded the motion for discussion.
Mr. Hartmann thought the new logo was simple, classy and modern and should be used.
He liked the idea of space between the word Boynton Arts. Mx. Tilton liked the wave and
colors work, but thought they could use a different font. Mr. Hartmann agreed to redesign
it with Mr. McQuire contributing.
Mr. Weiss commented the concept is to name themselves Boynton Arts rather than
Boynton Beach Public Art.
Vote
The motion failed.
Motion
Dr. Jones moved that members of the Board work as a team to come up with options the
Board could review at the next meeting. Mr. Hartmann seconded the motion. Dr. Jones
stated that she liked Boynton Arts. The motion passed unanimously.
Mr. Weiss announced they are looking for a graphic designer on an hourly basis to design
a brochure.
VIII. Public Comments
Vice Chair Moodie suggested that there is a three-minute limitation for public comments,
which will be stated going forward.

Mx. Tilton made a motion to move Public Comments to after approval of the Minutes for
the Art Advisory Board. Mr. Hartmann seconded the motion. The motion passed
unanimously.

Mr. McQuire moved to table the minutes to the next meeting. Dr. Pacilli seconded the
motion. The motion passed unanimously.
III. Informational Items from the Board
Mx. Tilton spoke about the selection process for the artist for the Sanitation Worker
project. They stated that it was a great process and incredible artists applied. They
were excited who they chose, and can not wait for the project to come to fruition.

IV. Public Comments
Ernest Mignoli, 710 NE 7th Street, Unit 407, Harbor Hall Inlet Club 1, stated that his
home sits right in the middle of art in the community. He commented that public
participation at advisory boards is almost non-existent except for him, because the
public cannot contact the members individually or get an answer to anything. He said
that when they City issues surveys, they send them to 300 people and most of them are
sent to white people.
No one else coming forward, Public Comments was closed.
V. Announcements/Reports/Presentations
A. Exhibitions
a. Boynton Library Quilters (1St Floor) and aZul Fashion (2nd Floor)
Mr. Weiss announced a beautiful exhibit, which Ms. Inberg curated and displayed. He
noted that aZul Fashion serves mentally disabled adults and their new fashions are on
the second floor of the Library.
b. Izel Vargas artists talk on September 30, 2022.
Mr. Weiss stated that this event will take place at 5 P.M. in the lobby on September 30th
B. Grants / Fundraising
a. SouthArts for Heart of Boynton Unity: Shortlisted.
Mr. Weiss stated that the City was shortlisted for the SouthArts Grant and he met with
Victor Norfus, Local Historican for African American History in Boynton Beach. He said
that they have two weeks to write the final grant and if successful, they will receive $15K

for next year's Unity project dealing with the 100th Anniversary of the end of residential
segregation in the City.
b. State of Florida Program Grant: Score of 92.
Mr. Weiss stated that they applied for the above grant and had an interview, scoring 92.
He said that an award is contingent on how much is allocated for art next year. He
noted that the maximum grant is $25K and commented that they will continue writing
grants with the City's Grant's Writer to find more funds for those venues.
c. Marcia Levine hired to secure Kinetic Sponsorship
Mr. Weiss stated that they sought sponsorships and hired former Board Member Marcia
Levine. Ms. Levine stated that she secured their first sponsorship, and was excited to
try to find sponsors. She said that she was trying to engage sponsors with a great letter
and a fantastic coversheet and overview of the different levels sponsors can sign onto.
She mentioned the different sponsorship levels and amounts and mentioned smaller
donations for brochure ads would be accepted as well.
Mr. Weiss stated that he would will email a digital copy of the brochure as a sample to
the members
C. Upcoming Opportunities
a. Sign Up to Sell Work at Affordable Holiday Exhibit: Opens on Nov 18
Mr. Weiss stated that they will start to look for artists to sell their work at the Affordable
Holiday Exhibit with a $250 maximum sales prices.
b. Stencil Artist List
Mr. Weiss said that he is looking to release a project for stencil artists to create art
stenciled on the street or sidewalks or community identifications.
c. Curators for Arts & Culture Center Exhibitions
Mr. Weiss announced that they are still looking for curators for 2023.
d. Loan Artworks to City Facilities including the Mayor's Office
Mr.Weiss said that they had 10-12 artists that agreed to loan artwork to the City, to display
in public lobbies and the Mayor's Office for a minimum of six months, but prefer it be
displayed for a year.

He stated that if a piece sells, the artist can replace it with something else and prices of
the artwork will be displayed with the piece.

Mr. Weiss said that he hoped to have an event for the art installation at the
Neurobehavioral Center and he noted that Oakwood Square is almost finished. He
further advised that the Riverwalk artwork will be resubmitted to the Board because the
cost of the artwork exceeded their budget. He pointed out different planned art
locations.
VI. Action Items
Approval of Artist and Alternate Artists for the Solid Waste Drivers Project
Motion: Based on the recommendation of the Solid Waste Drivers Artist
Selection Committee, Gary Moore is approved as the artist and Occupy
Vacancy (Andre Fuqua, Brianna McIntyre) is approved as the alternate
artist. (Exhibit C)
Mx. Tilton spoke about the above meeting and explained the team shortlisted the
applicants down to four artists.
There was discussion and they selected Gary Moore as the artist to recommend for the
project and Occupy Vacancy artists Andre Fuqua and Brianna McIntyre were ranked as
the backup artists.
Mx. Tilton mentioned that Mr. Moore is a local artist, which helped as well as him having
great ideas.
Motion
Mx. Ratcliff moved to approve the artist and alternate artists. the motion above. Dr.
Pacilli seconded the motion. The motion passed unanimously.
Approval of Mural Design on Gator State Storage (Formerly Buckeye Storage) (Ex
D)
Motion: The mural design is approved as presented for Gator State
Storage at 860 W Industrial Ave. (Exhibit D)
Mr. Weiss reviewed this item and said that the owner may ask the Board to support
them financially. He said that the Board can approve the mural as presented, but they
can ask the artist to reconsider the hair, as it looked like bird droppings. He commented
that if the piece is changed, it would be resubmitted to the Board. The Board opted to
make no motion, but to just convey comments to the artist. There was consensus to
table approval of the item to the next meeting.

Motion: Artist Kristin Pavlick and her mural design for Delray Beach Pawn
at 3377 N. Federal Hwy, Delray Beach is approved as presented. (Exhibit

Lee Josephson, the owner, was present with Kristin Pavlick, the artist. He stated that
he likes public art and that murals are an alternate way to take an old structure and
make it look nice.

Approval of Public Art Fund Support for Mural at Delray Beach Pawn
Motion: The Art Advisory Board recommends and supports the
expenditure of$5,000 from the Public Art Fund for the mural at Delray
Beach Pawn after verification that the artist was paid $15,000 for the
completed mural. (Exhibit E)

Dr. Pacilli moved to approve the Public Art Fund support for the mural at Delray Beach
Pawn as noted above. Mr. McQuire seconded the motion. The motion passed

Recommendation of Art in Public Places Guidelines Amendments: Property
Owner Guidelines Section. ( Legal Approved the Document. )
Motion: The Property Owner Guidelines amendments to the Art in Public
Places Guidelines are recommended to the City Commission for adoption.

Mr. Weiss advised that the Board had wanted to wait on this item until Legal reviewed it.
He noted that the review is complete and he pointed out the language change indicating
if something conflicted with the Guidelines, the Ordinance shall be in control and
questions regarding provisions would be determined by the Public Art Staff. He
explained Budget Compliance and who is responsible for the budget of the Public Art
Project.

Selection of Artworks for the 2023 Kinetic Biennial (Exhibit F)
Mr. Weiss stated that the members are accepting and eliminating some artists, and
there will be some artists work that may be considered questionable. He explained the
ranking system and that they would like to have a video room so a lot of works could be
viewed as the pieces are impossible to bring to the City. He said that the cost to bring
work to the City from other areas and other counties, is high so instead of shipping the
piece, the piece could be made in Boynton Beach by hiring people to build it.
After viewing and after very lengthy discussion on each piece, the following artists were
approved or rejected as noted below:

Vice Chair Moodie called the meeting to order at 6:05 P.M. She announced that the
meeting was to hear the presentation for the Parks Master Plan.
Attendance was taken. A quorum was present.
Mr. Carlos Perez, from Perez Planning and Design, provided an overview of what they
are doing, its purpose and process, and then hear input. He stated that they branded
the project "Reimagine Recreation" Mr. Perez explained that they will provide strategic
and resilient recommendations for the improvement and provision of facilities,
programs, services, park land acquisition, and development. He advised that they use a
five-step process which includes a cost analysis, a needs and priorities assessment, as
long-range vision, an implementation strategy and a final plan for adoption. Mr. Perez
explained the needs and priorities assessment and qualitative techniques used. 1
Mr. Perez explained that they use a statistically valid survey, and have assessed
acreage of parkland, facilities and funding capacities and benchmarked against other
communities. He stated that they started the process in March, and will complete it by
February 2023. There was discussion regarding the Recreation and Parks needs in the
community.
The following comments from the Board were received:
• Canterbury, by Quantum, does not have any play equipment.
• Residents want more green space. The trails, parks and equipment in general
are great, but they are not always environmentally green.

• The City has some amazing playgrounds, but some areas do not even have a
slide. Park equipment should be more equitable in the City.
• It would be helpful to have more shade in parks.
• Pence Park has become a trash pit. Additionally, the majority of the playground
equipment was removed and the park looks sad.
• More dog parks and shade at dog parks
• Bathrooms in the parks are disgusting, and unfit to change an infant.
• Need Splash Parks.
• Lighted walking trails
• The City does not have an indoor park. If they did, it would bring revenue to the
City.
Mr. Perez noted that park and recreational systems can help communities. He asked
the members what social, economic or environmental challenges the City is facing that
they may be able to explore.
The following suggestions were received;
• A Motor Cross Park was a top priority. It could employ youth, and provide a
niche that could include skateboards and BMX Bikes. Anything that could
provide jobs for young people.
• Golf clinics for youth as there are several programs to teach golf to youth at
various parks.
• Accessibility for the handicapped should be carried throughout all the parks.
• Have a focus on natural and local flora at parks as well as murals in parks
facilities.
• Youth could engage with kinetic art and project it onto a big screen at the
amphitheater.
• Inclusion of kinetic art in parks.
Mr. Perez thanked the members for their comments.
Kacy Young, Recreation and Parks Director, thanked the Board for the opportunity to
present. He explained that it is a critical plan for the Recreation and Parks Department.
