Tory Ore 407 NE 17 Avenue, volunteer on the Martin Luther King Jr. Committee Board
expressed how glad he was for the turn out. Said everyone had a great time at the
celebration.
Commissioner McCray thanked Mr. Ore for the effort with the Martin Luther King Jr.
celebration. Explained he heard great comments about how the group made this event
successful.
Eric Ammon, 3100 Fernwood Drive, resident of the area for 5 years, Chairman of the
Greater Boynton Beach Foundation felt Forest Hills Park was forgotten. He reached out
to the community to see what could be done to restore the Park. Joshua Adams donated
more than $30,000 worth of equipment to upgrade the park. He presented 56 signatures
to the Commission for the castle to be moved to the Forest Hill Park.
Patti Rezakhani, 3305 Church Hill Drive, was supportive of the castle being moved to
the Forest Hill Park. Has been a resident for more than 20 years in the Chapel Hills area.
She was member of the Greater Boynton Beach Foundation.
Alana, 220 SW 3rd Street, provided an overview of Boynton Cares. Explained as students
they are concerned about the environment. She invited people to come out on Sunday
with Boynton Cares to clean up the beach.
Julia, 2561 SW 11 Street, there was hope for the environment if we commit to make
some changes to help the environment.
Kevin Homer, 2505 Lake Side North, representing Boynton Cares, indicated the
clearZup at the beach has been ongoing. Stated since the arrival of the new Police Chief
more police are on the streets. The staff in the permitting department are approachable.
Dr. Piotr Blass, 113 Tara Lake Drive, informed the audience he was running as a write
in for Mayor of the City of Boynton Beach. This is the first time for the City of Boynton
Beach to have a write-in candidate. Stated that the election in Florida should not be a
race war. (Provided some information to the Commission attached to the minutes)

Vice Mayor Katz offered his support for Ms. Lyman. She worked the Firefighter Fishing
Tournament and Chili Cook-off. Vice Mayor Katz wanted to applaud her and tell her he
respected her efforts to become more involved with the City.

Mayor Grant noted at the "Too Cool for School Bash" he spoke with Curtis Weaver, a
longtime resident of Boynton Beach. Mr. Weaver was saying people were happy to
volunteer with the City in the past. He indicated there are some openings on the Advisory
Boards and some student positions as well. If additional information was needed,
interested parties should contact the City Clerk's office.
11-D. Community Support Funds for Commissioner Romelus. (Heard out of order)

Commissioner McCray moved to approved. Commissioner Penserga seconded the
motion.
Ancy Louis announced the month of May was being designated as Haitian Heritage
Month.
Arlene Ustin, Delray Beach, asserted this idea began when canvassing voters in Delray.
There are more Haitian people per capita in Boynton Beach than any other City in Palm
Beach County. She announced the Mayor of Palm Beach, Mack Bernard will be present
and Commissioner Romelus will make the closing. There will be many vendors including,
Legal Aid, ACLU, and the Florida Immigration Coalition. There will be dances and
demonstrations as well as Art of Haitian Culture. They would like to have a Boynton Beach
presence at the festival.
Linda Charles, 218 Birch Street, indicated the event was scheduled for Saturday, May
4th at Delray Beach City Hall, from 1:00 pm to 4:00 pm.
Ms. Ustin explained this festival was for everyone. It was intergenerational.
Mayor Grant spoke with Mayor Shelly and Scott Singer indicated this event could be
coordinated for the different cities.

D. PROPOSED RESOLUTION NO. R19-048-Authorize the Mayor to sign an FPL
Easement for new Police Department headquarters building.
E. PROPOSED RESOLUTION NO. R19-049 - Approve utilizing the Monroe
County Contract # 91-0-2016 with Boundtree Medical for the City's medical
supplies on an "As Needed" basis with an estimated annual expenditure of

Herb Suss, 1711 Wood Fern Drive, thought there should be a slight increase in salaries
to keep the talent as long as the raise is appropriate. Mayor Grant explained in order to
change the salary, there would need to be a referendum, because it is based on the City
Charter. They could change the expense amount. There were higher expenses during
boom years. The only thing they could do was increased expenses based on inflation if
the Commission desired. Mayor Grant repeated the expense accounts for the Mayor and
Commission. Mr. Suss supported increasing the Mayor's expenses by $1,400 or $1,500
and the Commissioner $1,000.
Commissioner Romelus did not think it was the time to speak about finances with the
various ongoing projects in the City. She favored speaking about it in the future when
things calm down and they have secured the city's financial position.
Commissioner Penserga moved to reject an increase.
Mayor Grant asked if the Commission was willing to itemize their expenses and learned
they were not. Vice Mayor Katz did not support raising compensation or changing the
process.

B. Mayor is travelling to Italy in July and requests authorization to travel in official
capacity as Mayor as he is intending to visit a potential new Sister City. He will

Mayor Grant commented he would like to represent the City on this trip in the same way
he has done before and he needed Board approval to go. Commissioner Penserga asked
if he would sign any documents and learned he would not, but he may bring a new sister
cities agreement back. Farindola is an Italian town, 100 miles northeast of Rome. They
have a big international arts festival in July and one of the City's artists was selected to
be part of the festival. He thought it was a great way for our community to learn about
other communities in the world and the two cities can share ideas about Art in Public
Places.

Commissioner McCray queried how many Sister Cities the City has. He was aware the
first Sister City was Qu Fu, China and he asked if the City was just gathering Sister Cities.
He inquired what the City was giving to our Sister Cities and vice versa. Mayor Grant
commented the City has received art from all Sister Cities for the art contests the
organization has. The purpose of the program is to broaden the horizon of the residents.
The City has sister Cities in China, Haiti and Finland. When Mayor Grant participated in
the Read for the Record, he spoke to students about Finland and students did not even
know Finland was a country. A delegation from Rauma Finland came to the City. It is an
exchange of culture, education and economics. The City has been involved with the
organization for ten years. He thought an Italian Sister City would improve Sister City
membership and broaden horizons. Commissioner McCray requested receiving a list of
the names of the sister cities and the year they became Sister Cities.

A. PROPOSED RESOLUTION NO. R19-069 -Authorize the City Manager
to enter into a three (3) year agreement with The Gehring Group for
Insurance Broker Services. The estimated total three (3) cost of
$210,000.
B. Approve the recommendation of the Evaluation Committee and
authorize staff to conduct negotiations with the first ranked firm Garvey
Companies, Inc. of Winter Garden, FL and establish contracts in
accordance with the Request for Qualifications (RFQ) No. 013-2821-
19/TP for Reclaimed Water Distribution System Progressive Design
Build and per Florida Statute 287.055, Consultants' Competitive
Negotiation Act (CCNA). At the completion of each phase of the
negotiations, the Contracts will be brought.back to the Commission for
approval.
C. Approve disposal of vehicles/equipment submitted by the Fleet Division
and declare sixteen (16) vehicles/equipment as surplus and approve the
disposition of these items via auction using various means, such as JJ
Kane live auction, JJ Kane on-line auction and GovDeals.com

$50 to purchaser supplies. The second program is an after-school reading program,
which is expanding in Delray Beach. He hoped to bring the program to Boynton Beach
in a year or two and offered to send information to those interested in the program. He
noted the Mayor attended one of their awards at Rolling Green. The organization
recognizes teachers with a special celebration on September 1St. They provide plaques
to the schools, which contain the name of the teachers who have won the award. He
invited the City Commission to attend to present the awards to the principals of
Crosspointe, Galaxy, Forrest Park, Poinciana, Freedom Shores, and Rolling Green. Vice
Mayor Katz was interested in contacting him to learn more. Commissioner Romelus
thanked him for the work they do and coming to Boynton
Herb Suss, 1711 Woodfern Drive, Quail Run, advised the House of Representative
passed legislation for Cybercontrol with the upcoming elections, but Mitch McConnell
prevented a vote on it. Mr. Suss wanted the elections safeguarded. He announced there
is climate change, the world was at a point of no return, and many young people will suffer
from what is going on. He recalled the head of the country made racist remarks. Mr. Suss
expressed his opinions regarding the President comparing him to a dictator. He advised
something must be done. If in 2020 he wins, the country is doomed. He urged all not to
be complicit.

and noted the violence that occurred in EI Paso and Ohio. He is running for Mayor and
advised the City is sitting on an enormous amount of energy in the Gulf Stream. Dania
Beach tested and Lake Worth is attempting to put turbines at the bottom of the ocean to
generate massive amounts of energy. Since he is considered one of the inventors of the
World Wide Web, in three years, he is being considered for the Secretary General's
position for the United Nations position as it will be available and as a dual citizen he is
eligible to run. He has been making contacts. At home, the Mayors vision of a small quiet
fishing town appealed to him more and more. As for the University of Boynton, he still
does not have a building, but he has over 100 students.
Minister Bernard Wright, 713 NW 2nd Street, President of Bernard Wright Ministries,
noted before Vice Mayor Katz and Commissioner Romelus were elected, he had been
advocating for a water park for years and was told they could not get one due to
management and other issues, but the amphitheater was part of the discussion. He
advocated for it for years and finally got the amphitheater and thought they could generate
funds for concerts and things of that nature. He advised it is in the minutes and the
Commission knew the community wanted an amphitheater. He did not want the City to
use the ADA requirements to prevent them putting it there. He commented it was
concrete and the park cost $1.7M. He loves the park and is running for the City
Commission District II. He asserted Commissioner McCray knew about the amphitheater
and felt the District was always being disenfranchised. He contended the amphitheater
for the Town Square was white town and an amphitheater at Sara Sims Park was a
historic area that would serve the neighborhood well. He felt it was racism and District II
gets less not the best. An amphitheater was not a fancy pavilion. Minister Wright
contended it is a great park, but they want to generate revenue in the community. They
want a concert and individuals do not want to perform on the ground; they want a stage.
He hoped the City Commission would do the right thing and give them the entire
amphitheater and not half of it.

wanted to know why Palm Beach County lifted all restrictions for Delray Beach. He stated
Delray Beach has not maintained the land and has several code violations. With no mean
of proper maintenance, this land is a harmful jungle. There are iguana, poisonous snakes,
rabid raccoons; alligators are escaping into the neighborhood. There are illegal trees,
which have not been destroyed. He stated that Delray Beach was not adhering to
Florida's rules regarding invasive trees. The City of Delray Beach wants to keep the land
and have the land annexed to them. The City of Delray Beach does not have land access.
He stated his neighborhood is suffering.
Sharon Evans, 32 Country Lake Circle, thanked the Commission for the new dugouts.
She stated it was disappointing there were no funds allocated for Boy Scout Park. He
indicated youth sports was on the decline but baseball was not. The park was not ADA
compliant.
