Minutes 07-28-22 MINUTES OF THE EDUCATION AND YOUTH ADVISORY BOARD MEETING HELD ON JULY 28, 2022, AT 6 P.M., AT CITY HALL COMMISSION CHAMBERS 100 E. OCEAN AVENUE, BOYNTON BEACH, FLORIDA PRESENT: Dr. Valerie Valcourt, Chair Sherri Claude, Board Liaison Chevette Gadson Franky Lazo, Assistant Director Frando Patterson Nicole Prado Lori Wilkinson Jessica Wilkinson ABSENT: Francoise Calixte-Dieuvil Tarynnicolle Rhodes I. Call to Order The meeting was called to order at 6:01 P.M. II. Pledge of Allegiance The members recited the Pledge of Allegiance to the Flag. III. Roll Call A quorum was present. IV. Approval of Agenda Franky Lazo, Assistant Director, Recreation and Parks, requested that item V.A. be tabled to the next meeting. Motion Mr. Patterson moved to approve the agenda as amended. Lori Wilkinson seconded the motion. The motion passed unanimously. V. Announcements/Presentations/Correspondence A. Parks System Master Plan Presentation by 2GHO & Perez Planning This item was tabled to the August meeting. Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida July 28, 2022 VI. Public Audience None. VII. New Business A. Approval of Minutes of June 23, 2022 Ms. Lori Wilkinson thanked the members for the election to Vice Chair and apologized for missing a few meetings. Motion Ms. Lori Wilkinson moved to approve the minutes. Ms. Gadson seconded the motion. The motion passed unanimously. B. September Meeting Date Mr. Lazo announced that the City will have budget hearings the same day as the September regular meeting date and that the Board can meet September 15th or September 29th. Motion Chair Valcourt moved to meet on September 29th. Mr. Patterson seconded the motion. The motion passed unanimously. VIII. Old Business A. Fundraising Proposals Chair Valcourt noted that the account balance did not reflect the Board's SunFest earnings and learned that was because the check was not received. Mr. Lazo announced that the City is having a Fall Festival and is trying to move the location to City Hall. The event will be held on Saturday, October 15th from 3 P.M. to 7 P.M. Chair Valcourt commented that if they do not hold the pumpkin event, they could still sell concession items. Mr. Lazo stated that he will contact Ms. DeGrafffenreidt, who is coordinating the department's events. 2 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida July 28, 2022 Ms. Lori Wilkinson stated that the pumpkin event last year was a good first run and that the event needs a few years to grow to become a popular, annual event. She said that she did not know if it would be continued at the Fall Festival, as the contests are usually held at a restaurant or bar, but it was held at Intracoastal Park last year, at the last minute. She noted that there was confusion about a raffle for the Fall Fest and the tickets to purchase to vote for the pumpkins. She pointed out that people do not bring cash and it would be helpful if the Board could set up ahead of time a cash app linked to a City account or a square to make credit card payments. There was discussion regarding the Funfare Magazine that will be finalized this week. Mr. Lazo also mentioned that the Department just hired a Marketing and Outreach Manager. There was discussion regarding the following: snacks at the concession; selling cold water; food trucks at the event; getting local businesses to donate pumpkins or decorating supplies; and changing the pumpkin station at the event to a pumpkin decorating contest, not a pumpkin carving station. Mr. Patterson, said that it should be a feel-good event, and they should keep it simple to get the Board's name out there. Mr. Lazo noted as they get closer, the Board can provide more information about what will be done. Ms. Jessica Wilkinson commented that last year they did not have a lot of room for the pumpkins. She suggested they get haystacks for photo opportunities, and a bigger booth or more tables. There was consensus to accept donations for water, and that decorations can be done beforehand and judged and maybe decorating at the event if they can get supplies. Ms. Jessica Wilkinson also inquired about the proposed Gingerbread event they discussed last year. There had been consensus to buy the kits and have the participants decorate the houses at the Breakfast with Santa event. Mr. Lazo stated that he will let the Board know how many participants there were at the Breakfast last year and the Board can decide then. He stated that as for Thanksgiving events, he will advise the Board what was forthcoming at the next meeting as the Board was looking to plug itself into additional events, even if it is just to receive donations. B. Outreach Chair Valcourt stated that at the last meeting they talked about the School Advisory Committee(SAC) meetings and the Board participating and contacting their School Board 3 Meeting Minutes Education and Youth Advisory Board Boynton Beach, Florida July 28, 2022 MMMMOMM Representative. She explained that the current representative is up for election and they will defer to this item until after the election. She stated that the fundraisers were also considered outreach, as members were just seeking to introduce themselves. Mr. Lazo stated that he will also provide the Library Calendar, as they have several events, and that the Recreation and Parks Department is making their calendar more accessible. C. Bob Borovy Student Citizen of the Year Award Chair Valcourt stated that it was decided to forego this award this year, as they did not have an applicant and they are working towards the 22/23 school year. Ms. Lori Wilkinson stated that she got a phone call from Mayor Penserga asking her about fundraising as a Board and he may come to the Board. She explained that similar to meeting with Mr. Oyer to link up with Bethesda, Mayor Penserga suggested he would like to try to help the Board find an ongoing sponsor, and she thought that October may be a better time to invite him to a meeting. She explained how the award is advertised., and what is can be used for. She said that it is presented at the first City Commission meeting in May, and it can be advertised on the City's social media page. IX. Future Meeting Dates: August 25, 2022 Chair Valcourt announced the next date and then stated the September meeting was moved from September 22nd to September 29tH Ms. Lori Wilkinson stated that she will reach out to the Mayor to see if he can attend the next meeting and get him on the agenda if he can attend. X. Adjournment Motion Ms. Lori Wilkinson moved to adjourn the meeting. Ms. Prado seconded the motion. The motion passed unanimously.
