Mr. Velasquez commented that years ago they had a quilting exhibition by the African
American Quilters of America. He said that he never saw quilts like they were before
and it was just like artwork. He thought it would be nice to have a quilt tour exhibit

Mr. Weiss advised the Artist Talk is tomorrow night. The Reception will be at City Hall
and then they can go across the street to the Cultural Center so Mr. Varga can talk
about his work
c. aZul Reception on October 21, 2022, 5:30-7:00 PM
Mr. Weiss explained that this is an open reception. The reception is for mentally
disabled adults at the Cultural Center on the second floor Images of the clothes from
aZul was viewed.
City Hall Lobby Exhibit of Paintings by Etheard Joseph
Mr. Weiss provided images of the artist's three-panel mural and stated that it will be
installed and on displayed through Christmas.
B. Grants / Fundraising.
a. SouthArts for Heart of Boynton Unity: Submitted for$15,000 Grant
b. Kinetic Sponsorship Update have a good chance to be awarded.
Mr. Weiss thought they had a good chance of being awarded the SouthArts Grant. As
for the Kinetic Sponsorships, Ms. Levine was able to secure nearly $3,000 in
sponsorships. He explained that when they get to a certain point in sponsorships in
November, they will pursue advertisements. The catalogue they will print is more like a
book.
C. Upcoming Opportunities
a. Sign Up to Sell Work at Affordable Holiday Exhibit: Opens on
November 18, 2022.
Mr. Weiss explained they are encouraging artists to submit work to sell. The maximum
sale price is $250. Last year, they sold eight or nine pieces for about $1,500. The Art
Advisory Board does not take a commission on the sales.
b. Stencil Artist List
The City will advertise for Stencil Artists who will work with Engineering to provide
stencil art. The artist will create simple forms that can be transformed as patterns on
the sidewalk, roadways or gobo projections on buildings. The City sought to compile a
list of these artists including graphic artists.

Mr. Weiss advised that they are still looking for curators for next year. Ms. Inberg will
meet with someone to display work from the Palm Beach County Art Teachers
Association.
d. Loan Artworks to City Facilities including the Mayor's Office
Mr. Weiss stated they have been contacted by a number of artists and they are going
through and picking work for City facilities. The display will be for a minimum of six
months and prefer one year, but artists can change out the work if a piece sells.
Mr. Weiss stated that yesterday, Engineering and he agreed they will hire an artist to do
a fence wrap for the end of Boynton Beach Boulevard. The City is concerned and they
decided not to spend money on the sidewalk because it is falling very slowly into the
Intracoastal. They will install a four foot high chain link fence with 250 feet artwork.
Engineering has agreed to pay the fee for printing and with funds from the Art program,
he will look to hire an artist or more than one artist to determine how to do that.
D. AiPP and Private Development. See 9-15-2022 Update Report (Exhibit E)
Mr. Weiss advised that the Board still has a lot of work. He advised that the Seabourn
Apartments on Federal Highway have a football field of land in the middle of the
development and they may build on it and take advantage of the Old Dixie Highway Eco
Walk, by Artist Lucy Keshavarz.
In reference to Riverwalk, Mr. Weiss announced that the funds for the panels on the
parking garage and lighting exceeded the project budget. They were able to get a
better price than Mr. Fuller could for the screens, so he is going to try to get the light
sculptures.
VI. Action Items
Approval of Mural Design on Gator State Storage (Formerly Buckeye Storage)
(Exhibit F)
The Board had previously reviewed this item and made one recommendation, which the
artist accommodated. The members were pleased with the change.

The Art Advisory Board recommends and supports the expenditure of $5,000 from the
Public Art Fund forte mural at Delray Beach Pawn after verification that the artist was
paid $ fort completed mural.
Mr. Weiss anticipated the artists of request funding, but they did not, sothis item did
not apply.

Kinetic Selection of Additional Artworks fart 2023 Kinetic Biennial (Exhibit G)
Mr. Weiss stated that some artists were late in applying, but they included them and the
City pursued additional artists forte Board to consider
Gartel does wrapping and Mr. Weiss spoke to him out wrapping the back of the
amphitheater It would cost out $2K
Motion
Dr. Jones moved to approve all the artists except Panico and Seese, understanding the
backdrop oft amphitheater can go back to plain if needed. Mr. Hartmann seconded
the motion. The motion passed unanimously.
Kinetic VIP Tickets
Mr. Weiss asked if the Board wants to charge forte VIP Event. A lot of tickets would
be given out for free, such as artists, guests, board members and volunteers, and he
learned other places charge for VIP nights. Funds raised would be used for paying for
the kinetic. Mr. is the city has not charged in the past, but it was not advertised.
The price of of a ticket would be a donation from $5 to $50.
Mr. Hartmann thought $99 was appropriate. The event is the opportunity to see the
work for the first time . He has not worked anything out with Defriendas and funds
could be used to pay him. There will be a DJ and food.
Vice Chair Moodie suggested using drink tickets. She not that she had attended a
similar event four years ago and it was very well attended.

Mx. Tilton suggested using a donation option this year and really plan for it forte next
event. Dr. Jones agreed Discussion ensued a $20 to $25 donation was appropriate

Motion
Mr. Hartmann moved for staff to pursue Kinetic VIP Tickets for an opening reception for
the kinetic art festival in 2023. Mr. Velasquez seconded the motion. The motion passed
unanimously.
Tent at Kinetic: Vendors and Non-Profits including Sister Cities.
Mr. Weiss stated that they have two artists that reserved tents. The City is charging
individuals $300 per tent as like in a craft show and so far, they have two. Some non-
profits not related to kinetics have also asked to be there. Mr. Weiss advised that if the
members know of artists that want a tent, they should let Mr. Weiss know and also
indicate if they would share a tent.
Boynton Arts Logo (Ex. H)
Images of different logos was viewed. He noted other departments have heir own logos
and they have the official City Logo, used for full City business as opposed to
advertising the City. Mr. Weiss explained that the reason the kinetic logo had a circle is
he wanted the logo to work well with the online social media platforms. Mr. Weiss hired
individuals from California to come up with ideas. Images that Mr. Weiss did not select
were viewed and the goal was to focus on the name of the organization, rather than the
text. Mr. McQuire also volunteered to create a logo and images of his work were
viewed. Alex Herera, the City's new graphic designer, is now working on a logo and
images of his samples were viewed. As to the wording Boynton Beach Arts versus
Boynton Arts, Mr. Weiss leaned towards Boynton Arts as a lot of their social media was
as Boynton Arts in order to be shorter.
Motion
Mr. Hartmann have Mr. McQuire update the Boynton Arts logo. Dr. Jones seconded the
motion. The motion passed unanimously.

Mr. Weiss had distributed material depicting what the show is starting to look like
detailing possible special events for the weekend. He advised that nothing will be

solidified until they finish negotiating with everyone. The pieces will be a balance of
traditional and new kinetic works.

Held on Thursday, November 16, 2022, at 6:30 P.M.
In City Hall Commission Chambers

I. Call to Order
Vice Chair Moodie called the meeting to order at 6:30 p.m.
a. Roll Call
Self-Introductions were made. A quorum was present.
b. Excused Absence Requests Mr. Weiss announced Mx. Ratcliff would try to
attend by zoom.
c. Appointment of alternate(s) for absent member(s)
Vice Chair Moodie appointed Ellen Jones to replace Ms. Alexis and Mr. Hartmann to
replace Dr. Pacilli.
Dr. Pacilli phoned Mr. Weiss at 6:34 p.m. and stated she thought the meeting was the
day before and came to City Hall, but could not attend this meeting so she attempted to
attend via Zoom, but Zoom was not working. She requested an excused absence,
which Mr. Weiss thought was good.

Motion
Mr. McQuire moved to approve the Agenda. Dr, Jones seconded the motion. The
motion passed unanimously.,
II. Approval of Minutes
October 13, 2022 to be review (Exhibit A at December Mtg).
The minutes were not available.
III. Informational Items from the Board
Mr. Hartmann announced the Reggae Fest took place this past Saturday and it was well
attended. There were a lot of vendors, people and the band was good. He thought it
was a cool, unique event to have in the City, and he hoped that it will expand in the
future.

V. Announcements/Reports/Presentations
A. Exhibitions
a. Affordable Art Show opens on Friday Nov 18, 5:30-7:30 PM
Mr. Weiss announced the Affordable Art Show opens this Friday from 5:30 p.m. to 7:30
p.m. There are 80 pieces from 30 artists.
b. City Hall Lobby Exhibit of Painting by Etheard Joseph
Mr. Weiss hoped that all would see the piece by Artist Etheard Joseph that is now
displayed in City Hall.
B. Grants / Fundraising

Mr. Weiss announced that Marcia Levine has done an excellent job fundraising and
they are up to $15K. There is still the $20K donation slot left and they are still selling
ads and sponsorships.
b. Prime-Time Children's Services Council Grant of$8,000 - $25,000
Mr. Weiss advised that the City received an $81K grant from the Children's Services
Council for the Bicycle Wheels piece at Galaxy Elementary. There is a $25K grant
available to the City if the City wants to continue providing STEAM activities for
students in the Boynton area until the end of the school year.
Mr. Weiss further advised that they received a $20K from the National Endowment for
the Arts. He thanked Tess LaCroix, the City's Grant Writer and Veronica Inberg, Public
Art Coordinator, for their work on the grant. He noted it has to go before the City
Commission and it will likely be on the agenda in January.
Discussion ensued they should have some publicity and accept the grant as a Board.
Mr. Weiss stated that he will try to schedule the item for the early January meeting. He
also commented that they are still waiting to hear about the SouthArts grant and waiting
for the State to pass the budget. They were recommended for a grant, but they will not
know about it until June, when the Governor signs the budget.
C. Upcoming Opportunities
a. Curators for Arts & Culture Center Exhibitions
Mr. Weiss explained that they decided to work with two curators. Jerilyn Brown works
with teachers in Palm Beach County and they will have an exhibit of school art teachers
artwork in the community and another curator in May for an event related to Haitian and
Caribbean cultures. If any curators are interested, Mr. Weiss would love to hear from
them.
b. Loan Artworks to City Facilities including the Mayor's Office
Mr. Weiss explained he was still looking for artwork for City buildings.
D. AiPP and Private Development. See 11-10-2022 Update Report (Exhibit B)
A map was included to keep the members up to date about the placement of art from
private development. He explained that there were two changes, one for Gator
Storage. The other change is that Riverwalk opted not to commission the light
sculptures on the Intracoastal. This was due to the budget as they need to do the
garage fagade and the costs have escalated. He noted they are still spending more
than they need to legally and the Board's job is to approve the submission.

Mr. McQuire reviewed the sequence of events leading to the issue at Riverwalk.
Discussion followed if installing future work, they should install the conduits
underground now before they pour the plazas. It is a public promenade, so it was
suggested the Board ask the developer to install the conduits where the bases would
be. He did not know what the cost would be. This could be requested of other
developments in the future. The artwork was originally in good faith intended to be
installed. Mr. Weiss will re-approach the developer about the conduit or at least obtain
engineering drawings to have on file for the future.
VI. Action Items
Approval of new artists and mural for Gator Storage
The artist team of Greg Mankis and Mike Sekletar are approved and their
mural proposal for the Gator Storage on West Industrial Way (Exhibit C)
Mr. Weiss stated that artist Greg Mankis was present. Mr. Weiss explained artist "Diego
was he selected muralist and he was going to move forward, but something happened
with Diego getting his Visa from Chile and it will take at least three months for him to get
the Visa. The owners in Ohio did not want to wait and they contacted Mr. Mankis to see
if he would be interested in pursuing the work. Mr. Weiss advised Mr. Mankis will team
with artist Mike Seklar.
Mr. Mankis gave his background and the his concept of his piece
Mr. McQuire commented that Boynton does not really have a beach or pier, but does
have the Inlet that has a concrete pier. If the image was intrinsic to Boynton, that pier
does not exist. He suggested visiting the Inlet because they just redid the pier there
Mr. Mankis responded that the image was about doing something dramatic to pull
people into the depth of the mural. He described his plans for the piece in greater detail
and gave his timeline.
Mr. McQuire was fine with the work, but again suggested that he check out the pier at
the Inlet. He thought the current rendering looked like Lake Worth and Boca and he
was concerned the pier may backfire because the pier depicted is not in Boynton
Beach.
Mr. Hartmann thought that the proposal was good looking and agreed with Mr. McQuire.
Discussion followed the subject building does not get a lot of exposure. Mr. Hartmann
commented that he likes murals and he was comfortable trusting the artist's vision.
Mr. Velasquez thought an aerial from the Intracoastal would provide a broader
perspective.

Motion
Mr. Hartmann moved to have Mr. Mankis and Mike Seklar do the mural for Gator
Storage. Mr. Velasquez seconded the motion.
Mr. McQuire liked the image, but thought it looked like an exact replica of what is on
Lake Worth. It was suggested Mr. Mankis use a generic pier in the mural.

The motion passed unanimously.
Approval of Artists for Boynton Beach Extension Fence (Exhibit D at Meeting)
In order of priority, the artists ,
and are invited to
create a design for the Boynton Beach Extension Fence for a fee of$1,000.
Mr. Weiss presented the item and location. After review, the members liked the work
from artist Chris Eliades and artist Vakki Park as the second choice.
Motion
Mr. Hartmann so moved to approve Artists for the Boynton Beach Extension Fence. In
the order of priority, artists Chris Eliades and Vakki Park are invited to create a design
for the Boynton Beach Extension Fence for a fee of$1,000. Mr. McQuire seconded the
motion. The motion passed unanimously.
It was noted this installation will not be a permanent installation.
Approval of Purchase of Fish Lantern by Mark Fuller (Exhibit E)
The Art Advisory Board recommends the purchase of the Fish Lantern by
Mark Fuller for the Intracoastal public walkway at Riverwalk for$28,850 plus
the foundation and electrical supply by others.
Mr. Weiss reviewed the item and explained the art program has about $150K available.
If the electric cable at Riverwalk is installed now, they can add the bases and art later.
Mr. McQuire thought the price was good for the piece, but wanted to focus on getting
more support for the art to give the program broader shoulders for more public art to be
installed. Discussion followed different artists could create different pieces, and the art
could be circulated.

Mr. McQuire moved to ask the developer if they can provide them with electric and an
area to have bases for sculptures in the future for three pieces of art they will install.
Mr. Velasquez seconded the motion. The motion passed unanimously.
VII. Old Business
Kinetic
Kinetic Site Plan (Exhibit F at Meeting)
The members viewed the map and the proposed pieces for each area. There was
agreement about the wrap for the amphitheater.
Mr. Weiss also extolled fish molds in a Ft. Lauderdale shop who have fiberglass fish
and molds which could be used for kinetic tart hat can be painted by artists.
Mr. McQuire stated that he also went to Dizzy Rock and that have casted molds of
items. He thought they would participate in the Biennial Event. It was suggested Mr.
Weiss pursue some of the molds there, and get a price. Mr. Weiss noted Dizzy Rock
placed two ads in their brochure. The pieces could be mounted on spinning poles and
painted by various artists. A request was made for the Art Advisory Board to paint one
of the fish.
Mr. Weiss explained the artwork they selected was wide and does not fit in the display
areas on Ocean Avenue. Most of the sculptural works would be concentrated by City
Hall.
Mr. McQuire commented many people, in prior years, had difficulty walking a mile to
see one third of the artwork on Ocean Avenue. He thought it made more sense to
concentrate the pieces by City Hall, but that pieces should be installed on the existing
bases further down Ocean Avenue.
Kinetic Ambassadors Program (Exhibit G)
Mr. Weiss explained that staff spoke to the individuals handling the social media
Ambassadors program in Tampa. He requested the members ask friends and
colleagues to be ambassadors and in December and January the members send the
ambassadors a picture and a short text of a piece and post it on their social media. This
would occur eight times between now and the exhibit. He requested the members also
be ambassadors and that they submit ambassador names to Mr. Weiss.
BoyntonArts Logo (Ex. H)
The members liked the Boynton Arts logo in blue on the bottom of the Exhibit H.
