87-BBBRESOLUTI'ON NO. 87- A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA, SUPPORTING THE PLAN OF THE BOYNTON BEACH COMMUNITY REDEVELOPMENT AGENCY TO PROTECT SOME 21-ACRES OF MANGROVES WITHIN THE MUNICIPALITY'S COMMUNITY REDEVELOPMENT AREA BY CREATING A NATURE-STUDY CENTER/PUBLIC OPEN SPACE/PARK OF THIS ACREAGE AND TO APPLY EOR FUNDING ASSISTANCE FOR THE CONSERVATION AND RECREATION LANDS PROGRAM. WHEREAS, protection for natural resources and environmentally- sensitive lands is pledged by established laws of the nation, the region, the county, and this City; and WHEREAS, within the Community Redevelopment Area of the City, in the downtown Central Business District, approximately 21-acres of mangrove trees initiate a productive ecosystem critical to marine life of both the Intracoastal Waterway and Atlantic Ocean; and WHEREAS, these mangroves are being damaged and destroyed by the wake of boats plying the adjacent waterway, which wake predictably will increase greatly upon the in~ninent opening of a new marina directly south of the mangroves; and WHEREAS, the Community Redevelopment Agency of the City of Boynton Beach is mandated to preserve this ecologically-vital area while pursuing economic revitalization of the downtown district; and WHEREAS, this Agency proposes to create in this area a mangrove nature-study center/public open space/park to provide protection from boat wake destruction while simultaneously creating a municipal presence with an ambience beneficial to citizens and visitors who frequent the area; and WHEREAS, this Project complies with comprehensive planning for the city, region, and State, as well as complying with the Community Redevelopment Plan adopted by City officials in 1984; and WHEREAS, this project has elicited cooperation and support from members of the Palm Beach County Legislative Delegation, the Board of County Commissioners of Palm Beach County, The School Board of Palm Beach County, the Audubon Society of the Everglades' Conservation Committee, Florida Departments of Natural Resources and Environmental Regulations, and other environmental and regulatory organizations and agencies, as well as interested and concerned citizens; and () WHEREAS, this project will protect a vital natural resource that helps populate our waters, while providing an educational tool for public understanding and appreciation of our environment; and WHEREAS, this project implementation depends on receiving funds for acquiring the mangrove acreage, and such funds are being sought by the Community Redevelopment Agency of Boynton Beach from the Conservation and Recreation Lands (CARL) Program administered by the Florida Department of Natural Resources. NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF BOYNTON BEACH, FLORIDA: Section 1. The City supports the plan for a downtown mangrove nature-study center/public open space/park as proposed for downtown by the Boynton Beach Community Redevelopment Agency and supports the application for funds for the Florida Conservation and Recreation Lands Program. Section 2. The City urges the Land Acquisition Selection Committee for the Conservation and Recreation Lands Program to grant a high priority ranking to the Mangrove Nature Center/Park Project proposed by the Community Redevelopment Agency of Boynton Beach, and to expedite, in all possible ways, site-acquisition funding for this project.
