Minutes 03-15-00 MINUTES OF THE SPECIAL CITY COMMISSION MEETING HELD IN COMMISSION CHAMBERS, CITY HALL, BOYNTON BEACH, FLORIDA ON WEDNESDAY, MARCH 15, 2000 AT 6:00 P.M. PRESENT Gerald Broening, Mayor Henderson Tillman, Vice Mayor William Sherman, Mayor Pro Tem Nellie Denahan, Commissioner Ron Weiland, Commissioner I. OPENINGS Wilfred Hawkins, Interim City Manager Jim Cherof, City Attorney Sue Kruse, City Clerk A. Call to Order- Mayor Jerry Broening Mayor Broening called the meeting to order at 6:05 p.m. B. Pledge of Allegiance to the Flag led by Mayor Jerry Broening Mayor Broening led the Pledge of Allegiance to the Flag. C. Agenda Approval - Additions, Deletions, Corrections, Adoption Motion Vice Mayor Tillman moved to approve the Agenda. Denahan, which carried unanimously. II. Motion seconded by Commissioner ELECTION ISSUES A. Canvassing and declaration of certified election returns from General Election held on March 14, 2000 City Attorney Cherof stated that the agenda packet includes a printout from the Supervisor of Elections under seal, which indicates the results of the election. A motion to accept the results is necessary. Motion Commissioner Weiland moved to accept the election returns. Commissioner Denahan seconded the motion that carried unanimously. MEETING MINUTES SPECIAL CITY COMMISSION BOYNTON BEACH, FLORIDA March 15, 2000 III. PUBLIC AUDIENCE Mayor Broening asked if anyone wished to address the Commission? There was no one who wished to speak and, therefore, Mayor Broening closed the public audience. IV. PRESENTATION/ACKNOWLEDGEMENT AND APPRECIATION OF SERVICE TO MAYOR AND CITY COMMISSIONERS A. REMARKS BY: Mayor Jerry Broening Mayor Broening felt it was important to recognize the Commission for all their hard work over the past years. Mayor Broening pointed out that this Commission has worked on many successful projects and issues, which it should be proud of and he noted that most important issues passed 5-0. Mayor Broening requested Vice Mayor Tillman to step down to the podium. Mayor Broening said he would miss the leadership of Vice Mayor Henderson Tillman, who has been a wise counsel on the issues. Vice Mayor Tillman was presented with a plaque in appreciation for his dedicated services to the City of Boynton Beach for the year 1999/2000. Mayor Broening asked Commissioner Denahan to step down to the podium to accept her plaque. Mayor Broening noted that he and Commissioner Denahan voted together most of the time on the same issues, especially the human issues. Commissioner Denahan was presented was a plaque in appreciation for her dedicated service as Commissioner to the City of Boynton Beach for the year 1999/2000. Mayor Broening asked Mayor Pre Tem Sherman to step down to the podium and presented him with a plaque in appreciation for his dedicated service as Mayor Pre Tem to the City of Boynton Beach for the year 1999/2000. Mayor Broening asked Commissioner Weiland to step down to the podium and noted that Commissioner Weiland has gained great knowledge of the City during the past year and complimented him for his hard work and dedication. Commissioner Weiland was presented with a plaque in appreciation for his dedicated service as Commissioner to the City of Boynton Beach for the year 1999/2000. Vice Mayor Tillman joined Mayor Broening at the podium and said that he has enjoyed working with the Mayor this past year and would miss attending the Tuesday night meetings. Vice Mayor Tillman presented Mayor Broening with a plaque in appreciation for his dedicated service as Mayor of the City of Boynton Beach for the year 1999/2000. 2 MEETING MINUTES SPECIAL CITY COMMISSION BOYNTON BEACH, FLORIDA March 15, 2000 Mayor Broening noted that all the remarks regarding the departure of Vice Mayor Tillman and Commissioner Denahan had been made at the last Commission meeting and he did not see a need to repeat them. Mayor Broening asked Commissioner Denahan and Vice Mayor Tillman to offer their closing remarks. Commissioner Nellie Denahan Commissioner Denahan thanked Joshua, Jordan and Tyler Denahan for their presence tonight and especially for their support. Commissioner Denahan stated it has been an honor and privilege to serve as City Commissioner to Boynton Beach. Commissioner Denahan thanked all the citizens of the City and stated that she has consistently voted her conscience. She also thanked the entire City staff, and appreciates the thoroughness and professionalism demonstrated by the staff. Commissioner Denahan gave special thanks to Sue Kruse and the entire City Clerk's Office, as well as Ms. Joyce Costello in the City Manager's Office. Special thanks to Interim City Manager Wilfred Hawkins who has stood tall over the past twelve months. Commissioner Denahan thanked Assistant City Manager Dale Sugerman who has been a resource to her and upon whom she called many, many times. Lastly, Commissioner Denahan thanked City Attorney Jim Cherof and noted that his expertise has guided almost all of her decisions. Commissioner Denahan felt that the past campaign had been run very well and complimented all the candidates. Commissioner Denahan further stated she looked forward to working with the newly elected officials in any way she could and congratulated Bruce Black and Charlie Fisher on their election to the City Commission. Vice Mayor Henderson Tillman Vice Mayor Tillman stated you can never really be prepared for this moment, but he has always tried to do his best and thanked God for always being there for him. Vice Mayor Tillman also thanked his wife and children and especially Nicholas, the "election baby". Vice Mayor Tillman stated that many times this has been a thankless job, but it is a good job when it is done right and you can feel good about what you have done. Vice Mayor Tillman thanked the City Attorney's Office, Rosemarie Lamanna and Jim Cherof; Ms. Melody Green, Recreation Director and John Wildner, Parks Director. Also thanks to the Utilities' staff, especially John Guidry, Bob Kenyan and Pete Mazella. Also thank you to Ms. Virginia Farace, Library Director and Chuck Magazine, Risk Manager. Special thank you to the staff in the City Manager's Office, Joyce Costello, Lou Marvin and Susan Berman who have assisted him over the years. Vice Mayor Tillman also thanked Ms. Carolyn Sims, Wally Majors and Frank Ireland from the Recreation Department. Vice Mayor Tillman said his objective was to provide direction through deliberation and to deliver services of high quality to the citizens of Boynton Beach. Vice Mayor Tillman stated that there are two shining tasks that a person has the privilege to engage in, one 3 MEETING MINUTES SPECIAL CITY COMMISSION BOYNTON BEACH, FLORIDA March 15, 2000 is serving this Country in the Armed Forces and the other is being elected into a representative assembly. Serving as an elected official on the City Commission of Boynton Beach has been an honor and privilege for Vice Mayor Tillman and he thanked all of his constituents for giving him the opportunity to represent them. Vice Mayor Tillman and Commissioner Denahan left the dais. v. ADMINISTRATION OF OATHS OF OFFICE/REMARKS A. Commissioner Bruce Black and Commissioner Charles Fisher · City Clerk, Sue Kruse, administered the Oaths of Office to Commissioner Black and Commissioner Fisher simultaneously at the podium. · City Clerk, Sue Kruse, administered the Oath of Loyalty to Commissioner Black and Commissioner Fisher simultaneously at the podium. Commissioner Charlie Fisher thanked everyone for all their help, especially his daughter Megan Fisher, as well as Laurie and Ron Washam and most of all his wife, Maureen for always being there. Commissioner Bruce Black said he met a lot of wonderful people during his campaign and that the campaign was a good and fair campaign. Commissioner Black said the City is on the move and he is looking forward to having fun. He thanked everyone for their help, especially the City's Firefighters, Police and the white and blue collar City workers. Commissioners Black and Fisher assumed their respective seats on the podium. VI. SELECTION OF VICE MAYOR Mayor Broening explained that the Vice Mayor takes over the duties of Mayor if the Mayor is not able to be present or is unable to perform his duties. Commissioner Black nominated Commissioner Weiland as Vice Mayor and stated that he has done a fine job in his first year and is a proven leader. Commissioner Weiland thanked Commissioner Black for his nomination and Commissioner Weiland stated no matter what his title is, he would be doing the same job. Commissioner Weiland said he would accept the nomination as Vice Mayor if this was what the Commission would like. However, Commissioner Weiland wanted to nominate Mayor Pro Tem Sherman as Vice Mayor. Mayor Broening said that currently there is a motion on the floor and asked for a second on the motion. Commissioner Fisher seconded the motion, which carried unanimously. 4 MEETING MINUTES SPECIAL CITY COMMISSION BOYNTON BEACH, FLORIDA March 15, 2000 VII. ADMINISTRATION OF OATH OF OFFICE TO VICE MAYOR/REMARKS VIII. SELECTION OF MAYOR PRO TEM Motion Vice Mayor Weiland nominated Mayor Pro Tem Sherman to remain as Mayor Pro Tem. Motion seconded by Commissioner Black, which carried unanimously. City Clerk, Sue Kruse, administered the Oath of Office to Vice Mayor Weiland. IX. ADMINISTRATION OF OATH OF OFFICE TO MAYOR PRO TEM/REMARKS Since Mayor Pro Tem Sherman was administered the oath of Mayor Pro Tem at his election last year, it was not necessary to administer the oath again. X. NEW BUSINESS AB Proposed Resolution No. R00-28 Re: Adoption of Robert's Rules of Order Motion Vice MaYor Weiland moved for approval of Resolution R00-28. Motion seconded by Commissioner Fisher, which carried unanimously. B. Proposed Resolution No. R00-29 Re: Establishing Roll Call Voting Procedure ~ Motion Vice Mayor Weiland moved for approval of Resolution No. R00-29. Motion seconded by Commissioner Black, which carried unanimously. XI.
