Vice Chair Moodie called the meeting to order at 6:30 P.M.

Mr. Weiss announced that Mx. Tilton was present online and had an excused absence
due to medical reasons.

Vice Chair Moodie appointed Board Alternate Gregory Hartmann to serve as a regular
member in place of Board Member Cynthia Alexis.
d. Agenda Approval or Amendments
Mr. Weiss stated that he spoke with the City Clerk, the Assistant City Manager and two
other Art Advisory Boards and a consensus was reached about an agenda policy. He
reviewed the proposed policy and asked if the Board wanted to accept the policy.
Vice Chair Moodie questioned item 4 of the Policy.

Vice Chair Moodie appointed Board Alternate Gregory Hartmann to serve as a regular
in the place of Board Member Kelli Drum.
Motion
Dr. Pacilli moved to table the policy until the Agenda Policy Item 4 has been rewritten at
the next meeting. Mr. Velazquez seconded the motion. There was consensus to table
the policy to the next meeting.
Motion
Dr. Pacilli moved to approve the agenda as presented. Mr. Hartmann seconded the
motion. The motion passed unanimously.
Mr. Weiss will rewrite the Agenda Policy Item 4 to make its purposes more clear.
II. Approval of Minutes
Motion: August 11, 0022 October 13th meeting minutes are approved as written
or amended. (Ex. A)
Motion: Sept 15, 2 November 11th meeting minutes are approved as written
or amended. (Ex. B)
Motion
Mr. McQuire moved to approve the minutes of October 13th and November 11th. Mr.
Hartmann seconded the motion.
Dr. Pacilli stated that she was present for the October 13th. Mr. Hartmann seconded the
amendment. The motion passed unanimously.
Dr. Pacilli stated, in reference to the November minutes, that the date on the agenda
said November 15th and she came to City Hall to attend it, but there was no meeting.
She then tried to attend the meeting on the 16th via Zoom, but could not get in because
no link was provided to her. She stated that she tried to attend the meeting twice.
Motion
Mr. McQuire moved to approve the minutes as corrected.
Ms. Alexis also stated she could not get into the meeting due to the link not working.
There was agreement Ms. Alexis would receive an excused absence as well.

Mr. McQuire recommended that the members be present in Chambers for the meetings
and clarified that attending meetings via Zoom is for those members with medical
conditions only.
Mr. Hartmann seconded the motion. The motion passed unanimously.
III. Informational Items from the Board
Mr. McQuire commented that his second term expired. He recalled a year ago, that he
was told he had to step down because his second term expired. He said that he lost his
seat and position on the Board and he then received a call indicating there was a mistake
and that he can rejoin the Board. He stated that he was aware that members serve two,
two-year terms, but he pointed out that other Boards have members that have served for
9 or 10 years. He asked what the policy was and the back-up materials behind it.
Mr. Velazquez commented that he stopped by the pawn shop approved for a mural, which
was in progress. He took a picture and it really looks great and state thought that the
shop had unique items.
Dr. Pacilli said she agreed about the pawn shop. She stated that she spoke with Mr.
Weiss about the Fraternal Order of Eagles on Federal Highway that will be undergoing
roof repairs and painting. She suggested that perhaps after the Kinetic Symposium, Mr.
Weiss speak to them about a mural.
IV. Public Comments
Jeff Oris, Assistant City Manager at Delray Beach, stated that he is the staff liaison for
the Delray Public Art Advisory Board and he was present to observe and learn from the
Board. He stated that he was present with Max Zengage, Chair of the Public Art
Advisory Board.
Earnest Mignoli, 407 NE 7th Street, Boynton Beach, stated that all that is going on is
coming out of his and others' tax dollars. He said that a lot of the Boards are doing
away with the audios and the recordings of the meetings and that it is problematic. He
mentioned that the public is concerned about meetings and feel uncomfortable with 30
Police Officers around. He commented that a lot of people think the art is so great, but
a lot of people feel differently.
Mr. McQuire explained that public art is paid for by the 1% public art fee that developers
pay and not public dollars.

a. Affordable Art Exhibition: Holiday 2022 Edition
Veronica Inberg, Public Art Coordinator, reported that this event went well. She said
that about 15 to 20 people came by and there were five sales totaling about $500. She
encouraged the members to attend and check the Shopify account.
Mr. Hartmann stated that he attended and there was nice art. He noted that the City
does not take a commission on the sale of art, but does charge sales tax.
Mx. Tilton commented that she appreciated Shopify being available to view the art
online and it was a great option to have.
b. City Hall Lobby Exhibit of Paintings by Etheard Joseph
Mr. Weiss announced that the painting is still in the lobby of City Hall.
Ms. Inberg provided the Cultural Center hours to the members.
Mr. Weiss explained that part of the reason they used Shopify was for people to have
the ability to buy the art and that they will use Shopify with the Kinetic Art and
Symposium event as well.
C. Grants / Fundraising
a. Awarded $15,000 Grant by SouthArts
Mr. Weiss stated that the new fundraising staff are doing a good job. He said that the
City was awarded the SouthArts Grant, for the HOB Unity Project in 2024, and that they
are working with the HOB Association on a project to bring people together and learn
about the history generated by residential segregation in Boynton Beach 100 years ago.
b. Kinetic Sponsorship Update
Mr. Weiss stated that the final sponsorship total was $13,500. He said that they had
about 14 contributors and that will result in seven pages in their booklet.
c. Application to Bloomberg Foundation, Mellon Foundation &
Community Foundation
Mr. Weiss stated that in January/February, the above Foundations award grants. He
explained each of the Foundations, how much mone thet have in grants, and what they
are for.
Vice Chair Moodie stated that the opportunities were exciting and praised staff for
fundraising and the results.

D. Upcoming Opportunities
Mr. Weiss requested that if the members have volunteers to serve during the Kinetic
Event, they should let him know.

Ms. Inberg noted that volunteers for the event have to be screened. She stated that she
messaged several people, but has not heard back.
Mr. McQuire stated that he will resend his list.
E. AiPP and Private Development. See 12-5-2022 Update Report (Exhibit D)
Mr. Weiss reported that there has not been much change in private development
projects.
Vice Chair Moodie inquired about bases.
Mr. Weiss stated that he contacted them and he did not have an answer about the
bases and that he would re-approach the developers to try and make it happen.
VI. Action Items
Approval of Updated Mural Design on Gator State Storage by Greg Mankis
Motion: The mural design is approved at presented for Gator State Storage
at 860 W Industrial Ave. (Exhibit E)
Mr. Weiss explained that he received an update from Mr. Mankis who painted the
circular pattern and that the pier image was simplified.
There was discussion regarding the art exhibit.

Mr. Hartmann moved to approve the artist's proposal. Dr. Pacilli seconded the motion.
The motion passed unanimously.

Mr. Weiss reviewed the location of where the art would go and the members viewed the
two images he provided. Mr. Weiss stated that Public Works is paying for the fence
design.
Motion
Dr. Pacillis moved to approve the first design. Mr. Hartmann seconded the motion. It
was noted the fence design was temporary and would last for two years. The motion
passed unanimously.
Review of Location for Artwork Locations at the Pierce
Motion: Artwork locations on the east and west side of the parking garage
and the sculpture location at the southeast corner of the property as
presented are approved. (Exhibit G)
Mr. Weiss provided images of the artists' artwork at the proposed location. He explained
that the Board had requested that there be a mural facing the railroad tracks and a
sculpture on the corner, which was still planned. He discussed what was originally
requested and requested that the Board recommend priorities, in terms of expenditures,
because it would be tight getting the size and caliper they want.
Vice Chair Moodie commented that the sculptures should be an appropriate size to
align with the Calvacade sculpture across the street.
Mr. Hartmann said that the sculpture is the most important piece and most important
part of the budget, followed by the mural. He stated that he would like to see an old
school design postcard theme, and a third art piece art on the entry.
Mr. McQuire commented that the Pierce logo is not the Board's responsibility. He said
that he thought that they were including the logo, as an artistic piece, but it is the brand
and he felt like the developer was borrowing funds from the developers public art fund
for the logo when it should come from the developers construction fund. He requested
that Mr. Weiss request more bases from the developer, so they can add more art later„
He mentioned that he did not support the developer spending money on a monument
sign, as it could be used for a bigger sculpture and garage sign.
Motion
Mr. Hartmann moved to approve the locations of the artwork for the Pierce. Mx. Ratcliff
seconded the motion.
Mr. Hartmann clarified that the entryway mural was last of his priorities, and it was
$150K to install a sizable sculpture, and the same amount for the garage artwork,
which leaves zero dollars. He commented that the third piece, if not removed, would be
removed through attrition anyway.

Mr. McQuire amended the motion to focus the budget on two pieces and noted that size
is a priority. He noted that there would be a sculpture on the corner and a mural on the
garage.
Mr. Hartmann agreed with the amendment and seconded the motion. The motion
passed unanimously..
VII. Old Business
Kinetic Update
Mr. Weiss stated that he was trying to get one artist back that received a commission
from the University of Miami requiring art to be due in the same time frame as the
Kinetic Event. He said that they were okay for indoor artists. He stated that Gabby
Favitta, Events Director, will take on managing the VIP event and music for the events.
He said that the first VIP Night Friday is January 27th, from 6 P.M. to 9 P.M., in the
Cultural Center Gymnasium. He said that it is not invitation only, and they are not
advertising it as an event. He explained that it will be more exclusive, celebrating the
sponsors, like a party with a DJ, food, beer and wine. He said that the next day, the
event will be open from 9 A.M. to 6 P.M. with music, from 11 A.M. to 5 P.M and people
can see the work inside and walk around. He mentioned that they will have a few
vendors so people can also shop and that the next day the event will be open from 11
A.M. to 4 P.M. with music commencing at noon.
Mr. Hartmann played a short video, however, staff wanted to make a few revisions. Ms.
Inberg stated that she will email the video to the members when Marketing gives the go
ahead, and the members can then distribute the video on social media.
The members thanked Mr. Hartmann for his work on the video.
VIII. New Business
Annual Report to the City Commission on January 3
Mr. Weiss commented that at the last meeting, the Board wanted to celebrate the grants
received with the City Commission. He advised that this year, the City Commission
wants a report of what the Board has accomplished and hopes to accomplish. He
invited the members to attend. He noted that the January 3rd presentation to the City
Commission was tentative.
Mr. Weiss explained that while they are concentrating on kinetic, artwork currently under
way will be completed. He said that if there are events, staff will let the members know.

RE:Gator State Storage Group Boynton Mural Grant
Dear Mr. Weiss,
We would like to apply for a mural grant for our building at 860 W Industrial Ave in Boynton Beach. We are excited to be a
part of this community and are looking forward to updating the facade of the building and improving its curb appeal. We
have contracted local artist Greg Mankis to design and paint the Mural. In consultation with Sherwin Williams, he will be
using Superpaint& Latitude paints. Those paints have UV coating included. We also have an annual touch up agreement
in place. We have also commissioned a local contractor to design & install new down lighting. We are excited to properly
illuminate the area at night to showcase the art.
Total cost for the mural is $17,377.06

Mural Program
City of Boynton Beach, Florida
Introduction
In 2005, the City of Boynton Beach created the Art in Public Places program and designated
the Art Advisory Board (formerly Arts Commission) to make program recommendations and
approve public artworks by private owners and the City. In 2010, the Public Art Division
commissioned its first mural in Sara Sims Park by a team of artists and then the second mural
in Intracoastal Park. Private owners have sponsored murals on a few buildings - most recently
at Sunnyside Dispensary and Leeward Luxury in the Downtown Cultural District.
In the last 20 years, several Florida cities have utilized a mural program to improve the
aesthetics of older buildings in their downtowns and warehouse districts. Miami, Hollywood,
Lake Worth and West Palm Beach are a few examples. Miami's Wynwood District became a
national tourist attraction.
On November 19, 2020, the Art Advisory Board began researching mural programs as a
possibility for Boynton Beach. On the June 15, 2021 City Commission meeting, the Public Art
Division presented the research and basic recommendation for an FY22 Pilot program. The
City Commission requested the Art Advisory Board recommend a detailed program and an
ordinance to implement it. On February 15, 2022, the City Commission adopted the Mural
Guidelines and the Mural Program and passed an ordinance modifying the Land Development
Code on murals.
Mural Guidelines and Land Development Regulations
With the Mural Initiative, the City Commission approved Mural Guidelines incorporated into
the Art in Public Places Guidelines and modifications to the City Administrative Code (Code)
and a new Land Development Regulations (LDR). The guidelines and changes to the Code
and LDR for murals are incorporated into the Mural Guidelines. On January 4, 2022, the
City Commission modified the LDRs for signs and removed the section on murals and
clarified a mural as a work of art and not a sign.

The Boynton Beach Mural Program
The City of Boynton Beach establishes an initiative and administrative program to encourage
the creation of outdoor murals through collaboration of the public, private and non-profit
sectors. Murals enhance the visual appearance of buildings and sites. They reinforce the
identity and pride of the whole city; its many micro-districts and neighborhoods; and its many
diverse communities. The stories told through murals present the City's history and
contemporary goals and ideas. Participation of residents, employees, business owners and
students in the planning and/or execution of murals increases the positive relationships
between citizens. After a few years, Boynton Beach will be known as a City with a beautiful
and meaningful set of murals throughout the City that reflect its peoples, cultures and artists.
Types of Collaboration
The Mural Initiative will prioritize collaboration in the planning, making and funding of the
murals. The types of collaborations include:
• Private property owners with a goal to enhance their buildings and contribute to the
quality of the area.
Community Redevelopment Area
Downtown Cultural District
Micro-districts such as Brewery, MLK Blvd, Industrial Way, Bethesda Hospital
• Neighborhood associations, and both informal and legal homeowner associations.
• Common interest groups by ethnicity, national origin, history, religion, sports,
hobbies, business type, etc.
• School-aged children through schools, scouts, sports, clubs and recreation facilities.
• Non-profit service organizations including sororities, fraternities, children's services,
CDC, etc.
• City departments and other government agencies.
• Artists or artist associations.
• Foundations, fiscal sponsors and other donors.
Matching Mural Grants: Private Propertx
To encourage murals in the City, the matching grants for excellent murals on privately-owned
buildings and sites will be made available based on appropriated city funding. All these
murals must be guaranteed by the building or site owner for a minimum of five years with
maintenance and repair if necessary.
As funds are available, the Art Advisory Board will review applications for mural grants. The
grants can support a maximum of 50% of the mural costs or a maximum of $5,000.
For commercial buildings located in the CRA district, owners may also apply for a grant
through the CRA's "Commercial Property Improvement Grant Program". The CRA funds can
be used to match the Public Art Funds.
Mural Donations: Public Propertx
To spark community engagement and responsibility for new murals, non-profit organizations,
neighborhoods and community groups can propose new murals. Private donations and
volunteer participation will be encouraged to enhance the scale and quality of the murals.
These donations will be deposited in the Public Art Fund and used for the appropriate mural.

Securing the Wall or Surface
As a program of the Public Art Division and the Art in Public Places program, the surface for
the murals will be secured by:
• Lease the Building Wall: 5 Year Commitment
• MOU with Government Agencies: FDOT, School District
• MOU with City Departments: Recreation, Public Works
Evaluation Criteria for Murals, Sites and Collaboration
The following criteria will be used to evaluate new murals for participation in the mural
initiative.
• Strong theme related or appropriate to the location in Boynton Beach
• Interactive or selfie quality
• Experienced and talented mural artist painter or manager
• Pedestrian area with a clear viewfrom street, railroad or intercoastal
• Existing sealed wall
• Cost per square foot
• Quality of materials to remain in excellent condition for at least five years
• Lighting
• For community participation in mural painting
o preference for 4 to 8-foot tall murals without the need for a lift or scaffold
o safe work area and does not require street lane closure.
• Satisfies the Mural Guidelines of the Art in Public Places Guidelines
Identifying Projects
The opportunityto participate in the mural initiative will be promoted through the press,
social media and direct inquiry by email or other means.
• Promotion to artists, property owners and non-profits
• Inquiries to City Departments: Recreation, Community Standards, Planning, Public
Safety

• Forest Hills Park Soundwall Mural: Work with neighbors and park users.
• Water Quality Lab: A new mural facing Congress Ave created in collaboration with
Water Utility staff and Congress Middle School students working with an artist.
• Downtown Cultural District murals with private property owners
• Oceanfront Park FPL Solar Shade Structure Bases: All the bases along the park. Call for
painting ideas. No fee for the proposal. Examples
o Feet and calves/Shoes and pant legs. Looking into the pool. Dogs, cats,
chickens, etc. at full size. Pirate treasure. Turtle eggs. A million ants. One sea
turtle. The back of Atlas.
• Barrier Free Park FPL Solar Shade Structure Bases. Colorful abstract art.

Beginning in FY22, the Public Art Program initiates a pilot mural program to enhance the City,
strengthen communities, and add to the success of micro-districts. New murals will be

Short Summary
The free 6th Kinetic Biennial returns to downtown Boynton Beach on the
weekend of,January 28 & 29, 2023. A display of 34 outdoor sculptures and op
art murals can be toured along East Ocean Avenue between City Hall and
Boynton Beach Marina. The Art and Cultural Center features indoor art
exhibitions, artist talks and video room while food trucks, live bands and artist
vendors fill Centennial Park.
Since 2013, the City of Boynton Beach has produced the world's only free,
public art exhibit and symposium dedicated to kinetic art and design by
contemporary artists. Kinetic art is visual art with actual motion or the feeling
of motion that is fascinating to watch. Artworks range from 40-foot sculptures
moving in the wind to tiny figures emerging from a suitcase to optical illusions
to bike wheel art by Galaxy Elementary.

What is Kinetic Art?
For the 2023 Biennial, kinetic art is defined as visual art, participatory art and
experiential art where real motion, the illusion of motion, or the feeling of

• ,Joseph Choma: New FAU Director of the School of Architecture. Holds
several patents on folding fiberglass to build sculptures and buildings.

• NEON: Exciting young public artists from the UK utilizing new computer-
aided production methods and new materials to make walls and buildings
covered with hundreds of "paddles." moving in the wind. First installation
in the USA.
• Bruce Shapiro: Phone APPS let the owner design patterns of sand in
tables. A computer-controlled magnet under the table guides a steel ball
through the sand to make the drawings. Special Boynton Event - strands
of steel balls swirl in motion from the 22-foot Arts & Cultural Center
ceilings.
• Alex Rodriguez: Dentist from Atlanta who self-taught himself kinetic art
for bike wheels. Boynton Beach is his first work outside of Atlanta. His
techniques are being taught to 4 & 5th graders at Galaxy
Elementary. The Galaxy student work will be displayed at the Kinetic.
In-person south Florida artists: Available for Interviews with the artwork
• Laurence Gartel: World famous pioneer of computer-drawn graphics
reveals his large-scale Op Art backdrop for the BB
Amphitheater. Boynton is branding its amphitheaters with artist
backgrounds. Palm Beach County artist Traci Guiteau designed the walls
of the Sara Sims Park amphitheater in 2022.
• Miami Kinetics: A group of Miami-based artists making work on the
borders of kinetic and op art. Carlos Rancano paintings of out-of-focus
moving faces. Sinisa Kukec asks visitors to throw rocks to dent golden
panels. Sterling Rook's 1 1 -foot archway with palm fronds blowing in the
wind. Wuilfredo Soto plexiglass sculptures investigate the ideas of
Venezuelan master artist Carlos Cruz-Diez. Frank Hyder translucent
fiberglass human figures with programmed LEDs traveling like blood.
• Sean De Freitas: Artist from Trinidad, living in Fort Lauderdale, well
known for his costumes. At the Arts & Cultural Center, his huge hooped
kinetic dress will be lit up dramatically in the black box stage.
Other unique works. (Artist not in Boynton Beach for the Biennial)
• Dadang Christanto, Indonesia: One of the most respected contemporary
artists from Asia. Mr. Christanto gave BoyntonArts permission to make a
new version of his 2006 installation in ,Japan. BoyntonArts will install 20
Balinese whirligigs and noise makers to keep birds out of rice fields. First
remaking anywhere.
• Markus Schmolz, Berlin: Berlin artist known for his opt art postcards sold
under BIZAAR brand. A second layer of clear plastic on the postcard
cannot be rotated to make the optical effect of motion.
• ,Jim Bond, UK: Strange mechanical sculpture with a single eyeball that
blinks.
• Daniele Frazier, Brooklyn: Four giant hibiscus-shaped windsocks will fly
on flag poles at City Hall and the funny 20-foot-tall air dancers of a
hammer and nail.
