Motion
Mx. Ratcliff moved to approve the January 12, 2023, minutes as amended. Ms. Alexis
seconded the motion. The motion passed unanimously.
Ill. Informational Items from the Board
Mr. Velasquez announced that he thoroughly enjoyed the Kinetic Exhibit. He said that he
met a lot of people from the neighborhood and the people he invited were grateful for the
invitation. He said it is a great thing fort community.
Mr. McQuire praised staff on the event. He stated that this was his it event and it was
the best so far. He said that the event was very active, the food was more organized and
structured better, the music was lively, a lot of areas were engaged and tea was
spectacular and the lighting was good. He commented that the citizens are lucky the City
is into art. He said that he looked forward tot next Kinetic Event and he not that the
Sailfish are being installed
is Chair Moodie said that she also parficipated int 2023 International Kinetic
Symposium and Exhibition and mentioned that she enjoyed herself and saw a greater
diversity of art this year. She gave kudos tot City and especially the Public Art
Manager's Office, Mr. Weiss and Ms. Ig. She stated that they had a good VIP event
on Friday night and that all the participants enjoyed themselves and how the art was laid
out. She commented that she was looking forward to more diverse art, in terms of the
population, and saw a greater diversity in the attendees.
IV. Public Comments
Ms. Harrel stated that she was a Journalism student at FAU and she was assigned to a
meeting. She said that she chose art because she likes art and she was happy to attend
the meeting. She commented that she wanted to see all the hard work that went into
making the City beautiful.

V. Announcements/Reports/Presentations
A. Program and Advisory Board Update by Kathryn Matos, Asst. City Manager
Kathryn Matos, Assistant City Manager, said that she was pleased to meet all the
members and was thrilled with the Kinetic Event and the work the Board did. She said it
was a phenomenal three days and she attended the entire event. She announced that
they are implementing new agenda software, primarily for the City Commission agendas,
but all Boards will now have their agendas go through the software. She explained that
the agendas will be created by the Board Liaison and the City was looking at a March
launch. She noted that the agendas will be provided a week in advance. Ms. Matos stated
that the City Commission has requested annual reports for all the Advisory Boards and
they are setting up a monthly schedule for each Board to make their presentation. She
advised that whatever is being reported to the City Commission has to be approved by
the Advisory Board Members and explained what should be included. Ms. Matos
explained that they are opening a new Visitor Center in the lobby of City Hall in a
conference room and that she was looking for volunteers to man the Center in four-hour
shifts She mentioned that they are also looking to house a kiosk and have a display of
historical artifacts from citizens on loan.
B. Exhibitions
a. Kinetic Biennial.
Mr. Weiss stated that he appreciated the kind comments about staff, but it would not have
happened without all the other departments that contributed. He commented that at any
given time, the Cultural Art Center had between 5K and 6K people. He explained the
issues they had with some of the artwork. He requested that if the members know anyone
that could fix the holes on one of the art pieces, to let him know, and Mr. McQuire
volunteered. Mr. Weiss announced that GIS created a map of the art locations, which
they will now provide, and that the Butcher and the Bar was appreciative of the customers
they received over the three days.
Mx. Ratcliff asked about accessibility with the map.
Vice Chair Moodie suggested that the comments made by the Butcher and the Bar should
be included in the report to the City Commission because art adds value.
Mr. Weiss responded that the email from them was to the City Manager. Mr. Weiss
announced that all six artists have their Spinner Sailfish and are completing their
embellishments. He advised that he was trying to schedule installation of them for March
30th, 31 st, or April 1 st. He asked how the Board would like to celebrate the installation. He
pointed out that the Sailfish will be located at various locations between City Hall and the
Marina.

Mr. McQuire suggested that the City print a Passport and give it to the public to visit the
sites and businesses and when all stamped, the person can get a free soda or a discount
to an establishment.
After brief discussion, there was agreement the members liked Thursday for the Spinner
installations.
Mx. Ratcliff not that people are coming after or and there is not a lot of time.
Mr. Velasquez stated that he was concerned about the advertising. He not that the
City publishes FunFare and he inquired about the submission deadline.
Mr. Weiss explained that they do not generate much from the magazine, but he includes
it to encourage people to visit the sailfish and the art. Mr.Weiss explained that four pieces
are lighted and he was unsure out the other two.
Mx. Ratcliff liked the Passport idea.
Mr. uire suggested that they blast it on social media.
b. Palm Beach County Teachers Exhibition and Arts & Cultural Center
Adult Painting Student Exhibition in February-March. Opening 5-7
Friday February 10.
Mr. Weiss announced this event. and the Magic Wheels and Special Is event, and
invited the members to attend.
c. Spinning Sailfish opening (March 30, 31 or Apr 1)
d. Art and Autism opening on April 12
Mr. Velasquez asked how this exhibit was being advertised.
Mr. Weiss explained that this is handled by FAU and they do a good job advertising.
Mr. Velasquez stated that he works with autistic students on Fridays, and that the school
did not know out it.
e. Gallery Schedule
Mr. Weiss announced the schedule of events. He stated that he does not have a curator
fort Haitian American/Caribbean American art show that opens after the Art and
Autism Exhibit. If the members had ideas or recommendations for a curator, he requested
that they let him know.

C. Grants / Fundraising
a. Submitted Letter of Interest to Mellon Foundation (Ex. B)
Mr. Weiss said that he thought the members should see the narrative that was submitted
for the Heart of Boynton Unity Project and he noted that they can only ask for up to one-
third of their annual budget for art. He stated that they will know in 10 to 14 days if they
can submit a grant application.
Mr. Weiss distributed the schedule, in terms of the budget for next year. He advised that
the key date is March 31St which is the last day for him to submit his budget. He noted
that there is an extra workshop on June 20th this year in addition to the standard
workshops in which each department makes a presentation about their requests for the
coming year. He stated that they can discuss the budget at later a date.
D. Upcoming Opportunities

Mr. Weiss announced this event and conveyed that he wrote to see if the artist will be
there on February 23rd, but he has not heard back. He said that he sent invitations to the
Mayor and Commissioners to view the mural and said that he will send invitations to the
Board.
b. Dedication of Big Bench at Eden Development of Oakwood Square,
Monday, March 6 at TBD. Sculpture by Andrew Kovacs
Mr. Weiss stated that he is trying to coordinate a date with the artist to return to Florida to
complete the work. He advised that they are considering March 611 at 5 P.M. After brief
discussion, the members stated that they could attend on that date and time.
Vice Chair Moodie asked if the Board signed off on the art for Items E.A. and E.B., and
learned that they have not, because the lighting for the mural and the landscaping for the
bench were not completed. She questioned having a reception and dedication when the
AAB did not approve the completion of the art.

Mr. McQuire explained that he sits on the Planning and Development Board and the
Pierce application came through, having a fishing boat raised by poles that people can
walk underneath with natural flora and fauna. He thought it was rather nice and
interesting.
Mr. Weiss commented that he and the developer went back and forth and he wanted to
make sure it is an artist doing the work, and not scenic creators.
Mr. Weiss reviewed the status of the art for each project and said that the Riverwalk
garage is being permitted now and all the floors of the garage are installed with two floors
that are empty waiting for the art to be installed. As for Shalimar, he said that they moved
trees around to improve the site plan and they just submitted for their building permit for
the apartments. He advised that the Sub Culture Project will be in the Magnuson House
and go before the CRA, and that the art proposed was a mural on the shipping containers
that will be used. He reviewed the Big Bench at Oakwood Square. He said that the call
to artist for the Pierce mural was viewed and that he will use a mural program to contact
a mural artist. He also reviewed the art for Ocean One.
d. Development ordinance with Art in Public Places language
Mr. Weiss reported that the proposed amendments to the Ordinance was approved on
first reading at the last City Commission Meeting. He stated that the Ordinance calls for
a maximum cap of $1 M, and clarified that this pertains only to sites that are larger than
15 acres, but there are only three sites that are 15 acres in the City, which are the Mall,
the large property on the north side of the City, and the Town Square.
Mr. McQuire stated that a lot of developers are encouraging art studios to occupy spaces
if not all areas of their building are rented, and that the City Commission is still negotiating
with developer on the developer agreement.

2023 Projects (Ex D)
Mr. Weiss reviewed the projects for the year as contained in the meeting backup and
commented that since they received funds from the National Endowment for the Arts,
(NEA) the City will have to adjust the art budget. He noted that the SouthArt's Project is
for the HOB Unity Event, and they have to get started as the event is next year, but funds
need to be spent this year and the art budget will also need to be adjusted. He said that
a call to artists will be issued and he will also call several artists with these skills to ask
them to apply. He advised that with the SouthArt's grant, the artist needs to be from the
southeast. Mr. Weiss stated that he went over budget for the Kinetic Event by the amount

of the earned income related to the sponsors, and that he needs to make the Commission
aware that those funds were spent. Mr. Weiss asked for volunteers to sit on the selection
panel for the vinyl wraps and asked for thoughts where they can place murals. He said
that Forest Hill Park had previously been identified, but it was still having issues with rust.
He stated that there was an idea to paint the round concrete bases at the beach as a
possible mural project and he requested that if the members have ideas, they should
forward them to him.
Annual Report (No Update)
Mr. Weiss stated that he did not get the images done for the annual report and he
recommended the Chair give the annual report to the City Commission soon and not next
January. He advised that the best time to go is when the City Commission is making the
budget decisions.
Motion
Mr. McQuire moved to provide the annual update budget meeting in April with the Board
Liaison and that staff present it.
Vice Chair Moodie stated she would be present for the presentation.
Mx. Ratcliff seconded the motion. The motion passed unanimously.
Ordinance Dialogue (No Update)
VIII. New Business
Maintenance of PNC Green Wall
Mr. Weiss explained that the Green Wall is completely dead and he will ask Community
Standards to notify them that they are out of compliance, which is now the given
procedure.
Mr. Weiss advised that the City Commission moved their meeting to the regular Art
Advisory Board Meeting date. He advised that the City Clerk stated they can meet on the
Monday the 16th, or Monday, the 13th at 6:30 P.M. There was agreement that the
members would meet on March 13th at 6:30 P.M.
IX. Future Agenda Items
Mr. McQuire noted that in the off years of the Kinetic Biennial, they rotated out kinetic art
and installed sculptural works. He thought that, given how long it took to plan for this
event, they should discuss it sooner.

Mr. Weiss explained that the Kinetic format is still intact.
Mx. Ratcliff also suggested discussing the HOB Project.
Vice Chair Moodie asked, in light of the PNC matter, if there is a schedule of monitoring
public art.
Mr. Weiss responded that monitoring public art is a typical problem with public art
programs.
Mr. Weiss also announced that Veronica Inberg, Public Art Coordinator, is leaving and he
said that he was saddened by her leaving. He commented that her last day will be April
7t". He praised her highly for her service.
The members thanked Ms. Inberg and wished her the best.
Ms. Alexis asked if they could discuss Haitian Flag Day in May and if they can incorporate
drums and art and have an event. She hoped it could be added for next year. She noted
that Haitian Flag Day is May 18th this year.
Mr. Weiss responded that he would check. He said that it was geared for performance-
based work and noted that Sister Cities proposed something in the amphitheater because
Boynton Beach has a Sister City in Haiti.
Mx. Ratcliff suggested that they may be able to incorporate a curated art show with it,
although it was a very short time line.
Ms. Alexis stated that she had a list of performers, designers, commentators,
videographers and people with their own television show from Delray who would be happy
to hear what the plans were.

THE PIERCE CALL TO ARTISTS
Design of Metal Screen Mural
Affiliated Development and BoyntonArts seek an artist to design a waterjet cut
aluminum mural for the upcoming "The Pierce" apartments in Downtown
Boynton Beach. The mural will be about six stories tall and wrap the corner of
the parking garage. The theme of the mural will be a Welcome to Boynton Beach
/ Greetings from Boynton Beach reflective of 20th-century tourist postcard
style. The mural will be part of Boynton's Cultural District and face the
Brightline Commuter Rail and future train station.

Art Advisory Board.

The selected artist will be paid $10,000 for the scope of work including a
detailed black and white image that can be converted to a metal (i.e.,
aluminum) mural by fabricators and contractors hired by Affiliated
Development.

garage and faces NE 4th St
• Mixed-use multifamily rental building with 300 units +
retail/restaurants/office/parking garage
• Prominent landmark entry marker for Downtown Boynton Beach
• Dimensions 67' X 61 '. Total area of the screen: 4,087 SF
• Material: Laser or water jet cut metal screen. Natural metal or a single
powder-coated color

Application Process
Submit 5-6 images of your work and CV/Resume. Submittals are due via
Monochronicle by Friday, March 31 , 2023. From the applicants through
Monochronicle, Affiliated Development will select 3 or 4 finalist artists to
develop one or more proposals for the mural. Each artist will be paid
$500. Based on the proposal, past work and resume, Affiliated Development
will select the artist to be commissioned for the project.

As a first impression, patients and visitors are
greeted with this incredible mural. We were
careful in our selection of muralist for this
f' Boynton Beach Art in Public Places project. We
wanted muralists who identified or had their own
story with mental health. We chose the artist,
Koco-Collab.
For this image, we chose a group of diverse
individuals and the moon as our subjects. One
side shows the night sky and blue waters, the
other depicts a sunrise over the ocean with
palm trees. The mural's overall concept is root-
ed in ed in transformation, healing, reflection, and
strength.
On the larger panel, represented are three peo-
ple with their silhouettes. The first figure has
their eyes and ears exposed. As they look to-
wards the panel with the sunrise and palm
trees, they are able to transform their internal
environment. As the sun rises in their chest&
birds soar through the open sky, the art conveys
a sense of new beginnings, opportunity, and
independence. The two figures accompanying
p , ' represent different stages in the healing pro-
cess, the diversity within our journeys&the
}`k community to be gained throughout the pro-
cess. The yellow circle behind the subjects
serves as a symbol of hope, confidence, and

encouragement.
The second panel consists of the moon, a set of
hands and butterflies. The moon represents the subconscious, cycles, and patterns and our emotional bodies. It reflects
phases, shifting tides, and the metaphor of darkness or a dark side. The full moon is often a symbol of closure and end-
ing of habits, cycles, and relationships.
The hands are an open interpretation of all owing assistance and aid into our lives. The hands can be symbolic of Neuro
Behavioral Hospital workers,family, friends or even ourselves. Their m�`N „o=P„oaA s^rte
soft posture is indicative of the gentleness that is needed in healing. 4� R lR

Overall, we attempted to create a piece that depicts the odyssey that
is grappling with mental health. Our artists specifically used yellow eE OL"
and orange to display empowerment and radiance. The blues and
darker colors are meant to contrast and all ow the oranges and yel-
lows to shine forward. We found it very important to embrace the ��(��

darker elements to truly see the sunshine. I think they did a great job; '”

BoyntonArts Artist and Designer Roster
Call for Artists
The City of Boynton Beach Public Art Program, named BoyntonArts, seeks artists, designers and other
skilled makers for unique and special small-scale projects commissioned by the City and private
developers. Most of projects do not require public art experience as BoyntonArts will manage the
fabrication and installations. As with all art programs in Boynton Beach, artistic diversity by ethnicity,
physical abilities, sexual orientation and age is a program objective.
The Roster is our tool for choosing creatives for smaller projects typically with artist fees from $100 to
$3,000. Any artist that is accepted into the Artist and Designer Roster will be pre-qualified for selection
by the Art Advisory Board or private developers.
Selection Criteria for the Roster:
Highly skilled visual artist in any media, designer in graphics, web, light projection and products or a
maker such as metal fabricator, concrete casting/molding, ceramic tile installation CAD Routing and 3-D
printing.
1. Post high school education in visual arts, design or making.
2. A history of gallery exhibitions, commissions and/or media recognition.
3. Desire and capacity to consider Boynton Beach's unique community, history, and character.
Fee:Typical projects have an artist fee range of$100-$3,000.
Eligibility Requirements: Projects are open to artists, designers and makers residing in Florida over the
age of 18 and b a US citizen or legal resident with a green card. Immediate family members of the Art
Advisory Board and public art staff are NOT eligible.
Selection Process for the Roster
Artists, designers and makers will be reviewed for inclusion in the roster by the Arts Advisory Board.
How to Apply:
The Roster is divided into visual artists, designers and makers. Each person can apply to each category,
but the work submitted must be related to the category. BoyntonArts uses Google Sheets. Application
must include
1. Basic Information: Name, Business Name, Street Address, Phone, Email and Web/Social Media.
2. Brief biography/statement (250-word limit) regarding personal background and your experience
and skills to create for small projects.
3. JPEG Images: Limited to ten (10) images of previous work. Name the images with your last name
as a first part of the text. Maximum image size is 1 MB.
4. Resume in PDF: Education, exhibitions, commissions and recognition
Time on the Roster:
Each artist/designer/maker can remain on the roster for 3 years. After three years, the artist must apply
again. Artist may update their jpeg images or resume once a year.

Description: Creating simple designs to be installed into Gobo projectors. Artwork must be created as a
silhouette or stamp design for light to be projected and displayed on a flat surface. The artwork will be
black images with a white or single color background.
In 2023,the artwork will be projected onto the walls of the Boynton Beach Arts&Cultural Center.

2. Traffic Cabinets
Description:The City of Boynton Beach in partnership with the Public Works Department, is looking to
enhance and beautify our city streets by covering up unsightly traffic cabinets with vinyl wraps. Chosen
designs will be printed and wrapped around traffic boxes throughout the city.This cross departmental
partnership is intended to curb graffiti and create a cohesive and visually pleasing aesthetic throughout
Boynton Beach.

Description:Through both cement imprints and painted/printed street decals, artists will create designs to
alter city streets and sidewalks in select areas of Boynton Beach.These installations will allow city goers to

4. Barton Cemetery Entrance and Fence Elements
Description:The City of Boynton Beach is looking artist designed parts of the entry and fence details for
Barton's Memorial Cemetery. Originally Cherry Hill Cemetery,the cemetery is named for Mary and
William Barton's son, Alton, who is buried there.
Barton's Cemetery was designated for the African American community living in Boynton Beach,with
gravestones dating back to the early 1900's. As part of a larger narrative within the city of Boynton Beach
to memorialize significant places within the Black community, BoyntonArts is looking to commission an
artist to create a fence for this historic site, that will bring dignity to those who rest their and their loved
ones.
The entrance and fence will be constructed of standard fence parts with added artist designed elements
that are laser or water jet cut in aluminum and then powder coated.

5. Oyer Park Boat Launch Fish Rack - Contemporary
Description:The City of Boynton Beach is looking for an artist to create a unique fishing rack to install at
the Harvey E. Oyer, Jr. Park Boat Launch and Dock.This design should be a creative take on the
traditional fish rack, where fishermen display their catch of the day for a photo.
Location: 2010 N Federal Hwy, Boynton Beach, FL 33435
The Fish Rack structural elements may be constructed by the City's Public Works shop. In addition to the
overall structure, the artist may develop images with text that is printed and cut from ACM (Aluminum
