There are 115 parking spaces existing on site. The additional parking area will
increase the total parking count to 179 spaces, including three (3) new spaces
designated as handicapped accessible for a total of eight (8). Spaces for employees
and guests are included in the total. The Institute of Traffic Engineers (ITE) 6th
Parking Facility:
Existing on-site traffic circulation consists of a 27-foot wide, loop drive aisle with
two access points on Gateway Boulevard. Guests, employees and restaurant
patrons currently use both entrances. The existing vehicular use area provides
parking areas containing a combination of 9 feet by 16 feet (9'xI6') and 9 feet by
18 feet (9'xI8') spaces. An additional 27-foot wide drive with similar parking
stalls is planned for the hotel expansion. All existing paved areas will remain as
approved and constructed.
Driveways:
Conceptual drainage information was provided for the city's review. The city's
concurrency ordinance requires drainage certification at time of site plan approval.
The Engineering Division is recommending that the review of specific drainage
solutions be deferred to time of permit review.
b. Drainage-
Overall PID traffic concurrency was addressed, when the Quantum Park PID was
master planned. A comprehensive traffic study was evaluated by the Palm Beach
County (PBC) Traffic Division prior to master plan approval. It was determined
that 63,752 maximum trips would be permitted within the Quantum Park PID.
The PBC Traffic Division approved a traffic statement for the existing 107 room
Hampton Inn. A revised traffic study showing an increase in square footage and
rooms, was not submitted for approval and written confirmation has not been
received from Palm Beach County regarding the approval of the increased traffic
rates. The written verification of Palm Beach County Traffic Division's
acceptance of the new trip generations, as well as compliance with traffic
performance standards shall be a condition of approval.
Concurrency:
a. Traffic-
The developer is proposing an addition of 54 rooms, consisting of 38,177 square
feet, to the existing 107 room, 65,816 square foot, 3 story hotel building. The
expansion is proposed to extend on to the adjacent Lot 2. Additional parking area
will be added to accommodate the additional rooms, (see Exhibit "B" - proposed
site plan). The Quantum Park PID master plan was approved with a maximum
limit of 400 hotel rooms, which currently includes the 107 rooms of the existing
Hampton Inn. If the hotel's 54 room addition is approved and constructed, 239
hotel rooms would be allowed within future developments of the Quantum Park
PID.
Proposed
Development:
Lot 1 is currently a developed, 3.57-acre parcel. The development consists of an
existing Hampton Inn 107 room hotel and The Original Pancake House restaurant
on an outparcel (Lot I-A). To the south of the site along the Gateway Boulevard
right-of-way line, is a row of street trees and a 15 + foot wide maintained grass
area which provides some screening for the adjacent uses.

RECOMMENDATION:
The Planning and Zoning Division recommends approval of this site plan request, subject to the comments
included in Exhibit "C" - Conditions of Approval. The Technical Review Committee (TRC) recommends
that the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit.
A project sign plan was approved during review of the original hotel building.
The plans for the proposed addition did not include additional site signage. The
applicant was informed prior to the submittal, that if they were planning for
additional signs, sign details must be submitted and reviewed as a sign plan
amendment. A condition of approval would include meeting architectural
requirements of the Quantum Park approved sign plan
Signage:
The proposed building fa9ade for the new addition, as viewed from Gateway
Boulevard, is architecturally compatible with the existing hotel building. The
building addition will receive surface treatments, materials and colors similar to
the existing structure. Quantum Park's Architectural Review Committee reviewed
the plans for the hotel addition and verification of approval was received on
February la, 2000.
Community Design
Plan:
Building and site regulations will fully meet code when staff comments are
incorporated into the permit drawings.
Building and Site
Regulations:
The landscaping of the site will fully meet the code requirements when staff
comments are incorporated. The development will be provided with the required
amount of perimeter landscaping.
Landscaping:
Edition Manual was utilized in determining the parking requirements for the
existing hotel use. It was felt to be a preferable methodology over the city's
standard for industrial uses which are solely based on employees and an estimate
of visitors (to be determined by the petitioner). If seven (7) spaces are allocated to
employees (using the city's standard of 1.5 spaces per 2 employees and assuming 9
employees), 166 spaces will remain for guests. This yields 1.03 spaces per room
parking ratio. In comparison, ITE standards which were previously used in
determining parking needs for the approved 107 room Hampton Inn, yields a
slightly lower parking standard than the city's industrial parking regulations. The
ITE analysis previously accepted by the city would yield a 0.9 space per-room
minimum parking ratio. The plan currently uses the 0.9 space per room as a
minimum parking requirement while proposing 1.03 parking spaces per room.
The parking plan will meet the city's Land Development Regulations, Chapter 2 -
Zoning and ADA requirements for this use, and will provide 21 surplus spaces
above that required by the ITE standard.

1. All utilities easements shall be shown on the rectified landscaping
drawings so that we may determine which trees may interfere with
utilities. In general, palm trees will be the only tree species allowed
within utility easements. Canopy trees may be planted outside of the
easement so that roots and branches will not impact those utilities within
the easement in the foreseeable future. LDR Sec. 7.518.1 gives public
utilities the authority to remove any trees that interfere with utility
services, either in utility easements or public rights-of-way.

8. Add a symbol to the site plan drawings (SP-l and SP-2) that represents the X
perimeter limits of constructions for the proposed new work.
9. Show and label the haI1dicap accessible entrance doors on the drawing X
entitled 1 st floor plan. The location of the accessible entrance doors shall
match those that are shown on the site plan.
10. Add a labeled symbol to the site plan drawing (SP-l). The symbol shall X
represent and delineate the path of travel of the accessible route that is
required between the new accessible parking spaces and the accessible
entrance door to the building. Identify on the plan the width of the
accessible route (Note: The minimum width required by the code is forty-
four (44) inches). Add text that would indicate that the symbol represents
the accessible route and the route is designed in compliance with Section 4.3
(Accessible Route) and 4.6 (Parking and Passenger Loading Zones) of the
Florida Accessibility Code for Building Construction. The symbol
represents the location of the path of travel, not the location of the detectable
warning or other pavement markings required to be installed along the path.
Please note at the time of permit review, the applicant shall provide detailed
documentation on the plans verifying that the accessible route in compliance
with the regulations specified in the Florida Accessibility Code for Building
Construction.
11. The number of new accessible parking spaces that are shown on site plan X
SP-l does not match the number shown on site plan SP-2. The number
shown on both plans shall match.

12. Within the site data found on both sheets titled site plan, identify the
proposed finish floor elevation of the building (lowest floor elevation).
Verify that the proposed elevation complies with regulations of the code by
adding specifications and notes to the site data addressing the following
issues:
a.) From the FIRM map, identify the title of the flood zone the building is
located within. Where applicable, specify the base flood elevation. If
there is no base flood elevation, indicate this on the plans
b.) As the design professional-of-record for the project, state that the
proposed floor elevation is above the highest 100-year base flood
elevation applicable to the building site, as determined by the South
Florida Water Management District's surface water management

plans, 1 st floor plan and civil plan. Also, identify the finish floor
elevation of the existing building.
13. On site plan (SP-2), label the symbol that represents the location of the X

14. On site plan (SP-l and SP-2), identify the symbol that represents the X
property line.
15. Add to the site plan (SP-I) all the easements that are shown on the survey. X
The location type and size of the easement(s) shall be shown and identified
on the site plan. Where applicable, amend the plans so that the structures do
not encroach into an easement.
16. Identify on both drawings that are titled site plan the actual distance that the X
building is setback from the north, east and west property lines. Please note
that overhangs, covered walkways, canopies, awnings and other
appurtenances that are attached to the building shall be considered when
identifying building setbacks. Therefore, identify the width of the
overhangs, covered walkways, canopies, awnings, etc. The building
setbacks shall comply with setback regulations specified in the Zoning
Code. Identify whether the area located on the west side of the building is
covered. Also, indicate the use of the area.
17. At the time of permit submittal, provide a completed and executed City X
Unity of Title form. The form shall describe all lots, parcels or tracts
combined as one lot. A copy of the recorded deed for each property being
unified is required to process the form. Each recorded deed shall include a
legal description and the owner identified on each deed shall match.
18. Before permit review, submit a current survey of the subject site. X
19. Compliance with the Building Codes will be evaluated at time of permit X
review. The permit fee, water and sewer facility fees, Fire and Life Safety
fees, County fees and State fees will be determined at time of permit review.
20. Permits are required to construct the improvements shown on the approved X
site plan. Permit application forms are available in the Building Division of
the Development Department. A permit submittal checklist is available in
the Building Division. The list identifies the basic documents the Plan
Analyst checks for when an applicant submits for permit review.

There are 115 parking spaces existing on site. The additional parking area will
increase the total parking count to 179 spaces, including three (3) new spaces
designated as handicapped accessible for a total of eight (8). Spaces for employees
and guests are included in the total. The Institute of Traffic Engineers (ITE) 6th
Parking Facility:
Existing on-site traffic circulation consists of a 27-foot wide, loop drive aisle with
two access points on Gateway Boulevard. Guests, employees and restaurant
patrons currently use both entrances. The existing vehicular use area provides
parking areas containing a combination of 9 feet by 16 feet (9'xI6') and 9 feet by
18 feet (9'xI8') spaces. An additional 27-foot wide drive with similar parking
stalls is planned for the hotel expansion. All existing paved areas will remain as
approved and constructed.
Driveways:
Conceptual drainage information was provided for the city's review. The city's
concurrency ordinance requires drainage certification at time of site plan approval.
The Engineering Division is recommending that the review of specific drainage
solutions be deferred to time of permit review.
b. Drainage-
Overall PID traffic concurrency was addressed, when the Quantum Park PID was
master planned. A comprehensive traffic study was evaluated by the Palm Beach
County (PBC) Traffic Division prior to master plan approval. It was determined
that 63,752 maximum trips would be permitted within the Quantum Park PID.
The PBC Traffic Division approved a traffic statement for the existing 107 room
Hampton Inn. A revised traffic study showing an increase in square footage and
rooms, was not submitted for approval and written confirmation has not been
received from Palm Beach County regarding the approval of the increased traffic
rates. The written verification of Palm Beach County Traffic Division's
acceptance of the new trip generations, as well as compliance with traffic
performance standards shall be a condition of approval.
Concurrency:
a. Traffic-
The developer is proposing an addition of 54 rooms, consisting of 38,177 square
feet, to the existing 107 room, 65,816 square foot, 3 story hotel building. The
expansion is proposed to extend on to the adjacent Lot 2. Additional parking area
will be added to accommodate the additional rooms, (see Exhibit "B" - proposed
site plan). The Quantum Park PID master plan was approved with a maximum
limit of 400 hotel rooms, which currently includes the 107 rooms of the existing
Hampton Inn. If the hotel's 54 room addition is approved and constructed, 239
hotel rooms would be allowed within future developments of the Quantum Park
PID.
Proposed
Development:
Lot 1 is currently a developed, 3.57-acre parcel. The development consists of an
existing Hampton Inn 107 room hotel and The Original Pancake House restaurant
on an outparcel (Lot I-A). To the south of the site along the Gateway Boulevard
right-of-way line, is a row of street trees and a 15 + foot wide maintained grass
area which provides some screening for the adjacent uses.

RECOMMENDATION:
The Planning and Zoning Division recommends approval of this site plan request, subject to the comments
included in Exhibit "C" - Conditions of Approval. The Technical Review Committee (TRC) recommends
that the deficiencies identified in this exhibit be corrected on the set of plans submitted for building permit.
A project sign plan was approved during review of the original hotel building.
The plans for the proposed addition did not include additional site signage. The
applicant was informed prior to the submittal, that if they were planning for
additional signs, sign details must be submitted and reviewed as a sign plan
amendment. A condition of approval would include meeting architectural
requirements of the Quantum Park approved sign plan
Signage:
The proposed building fal;ade for the new addition, as viewed from Gateway
Boulevard, is architecturally compatible with the existing hotel building. The
building addition will receive surface treatments, materials and colors similar to
the existing structure. Quantum Park's Architectural Review Committee reviewed
the plans for the hotel addition and verification of approval was received on
February 10, 2000.
Community Design
Plan:
Building and site regulations will fully meet code when staff comments are
incorporated into the permit drawings.
Building and Site
Regulations:
The landscaping of the site will fully meet the code requirements when staff
comments are incorporated. The development will be provided with the required
amount of perimeter landscaping.
Landscaping:
Edition Manual was utilized in determining the parking requirements for the
existing hotel use. It was felt to be a preferable methodology over the city's
standard for industrial uses which are solely based on employees and an estimate
of visitors (to be determined by the petitioner). If seven (7) spaces are allocated to
employees (using the city's standard of 1.5 spaces per 2 employees and assuming 9
employees), 166 spaces will remain for guests. This yields 1.03 spaces per room
parking ratio. In comparison, ITE standards which were previously used in
determining parking needs for the approved 107 room Hampton Inn, yields a
slightly lower parking standard than the city's industrial parking regulations. The
ITE analysis previously accepted by the city would yield a 0.9 space per-room
minimum parking ratio. The plan currently uses the 0.9 space per room as a
minimum parking requirement while proposing 1.03 parking spaces per room.
The parking plan will meet the city's Land Development Regulations, Chapter 2 -
Zoning and ADA requirements for this use, and will provide 21 surplus spaces
above that required by the ITE standard.

utilities, In general, palm trees will be the only tree species allowed

the easement in the foreseeable future. LOR Sec. 7.518.1 gives public
utilities the authority to remove any trees that interfere with utility

17. At the time of permit submittal, provide a completed and executed City
Unity of Title form. The form shall describe all lots, parcels or tracts
combined as one lot. A copy of the recorded deed for each property being
unified is required to process the form. Each recorded deed shall include a
legal description and the owner identified on each deed shall match.
18. Before permit review, submit a current survev of the subject site.
19, Compliance with the Building Codes will be evaluated at time of permit
review. The permit fee, water and sewer facility fees, Fire and Life Safety
fees, County fees and State fees will be determined at time of permit review.
