RE: SAFE-KEEPING SELF STORAGE-SITE PLAN
STAFF COMMENTS
Please be advised of the following Planning Department comments
in connection with the above-referenced site plan request:
1. Right-of-way for Congress Avenue to be dedicated to
Palm Beach County sixty (60) feet from centerline,
consistent with the thoroughfare Right-of-Way Protection
Map. The dedication is to occur within forty-five (45)
days of site plan approval.
2. As per Appendix A, Sec. 11-H.16.f(5), 145 parking
spaces are needed for this project based upon one
space per 800 square feet of gross floor area, but
not less than two (2) spaces per rental unit of
500 square feet of gross floor area or greater. The
applicant has provided 143 spaces. Parking space and
square footage changes should be reflected on the
application and sheet A-1.
3. A dumpster enclosure detail is needed showing a
minimum 10' by 10' concrete slab with a six 6' high
CBS masonry wall on three (3) sides to match building.
A minimum ten (10) foot opening is required.
4. Elevations do not indicate colors to be used.
5. No lighting plan has been provided showing light curves,
one footcandle per square foot minimum illumination level,
photocell activation, wattage, energy efficient light
source, manufacturer's specification, and pole mounting
detail.
6. The small parking lot along Congress Avenue does not
conform to parking lot and landscape regulations. If
parking spaces are to be 9 feet by 16 feet, the
landscape strip abutting such spaces will need to
be a minimum of 4 1/2 feet along adjacent property lines
to credit a 2 foot overhang.
7. The parking spaces on the west side of building "c" need
to be 9 feet by 18 feet with wheelstops. There is no
room for a 2 foot overhang credit.
8. The parking spaces in the rear of the site along the north
and south property lines are only 9 feet by 16 feet. The
landscape strip abutting such spaces will need to be a
minimum of 4 1/2 feet along adjacent property lines to
credit a two (2) foot overhang.

SAFE KEEPING SELF STORAGE
As a condition of site plan approval, the following comments
should be addressed in the related documents by the applicant:
1. The applicant is requesting approval for a 186 sq. ft. free-
standing sign. The Sign Ordinance restricts a free-standing
sign in an M-l Industrial District to 32 sq. ft. unless
otherwise approved by the Planning and Zoning Board,
Community Appearance Board and the City Commission.
2. Parking lot striping must comply with the Parking Lot
Ordinance. Parking stalls must be a minimum of 18 feet in
length.
3. The Zoning Ordinance prohibits residences in M-l Industrial
zones.
4. Trees must be a mlnlmum of 8 feet in height at the time
of planting. Hedges along the right-of-way must be a
minimum of 36 inches in height at the time of planting.
5. Construction details on the dumpster enclosure must be
provided.
6. The structures must comply with Table 400 and Chapter 6
of the Standard Building Code.
7. Handicapped accessibility must be provided to all structures.
8. Light poles must be designed to withstand 120 m.p.h. windload
in conformance with Chapter 12 of the Standard Building Code.
9. South Florida Water Management District approval is required.
10. A turn-out permit from the Palm Beach County Engineering
Department is required.
11. Section A-A of sheet 4 of 6 complies with code. This section
differs from the dimensions shown on sheet 3 of 6 (the
horizontal control drawing).

Section 7. Construction Sites
The provisions of this section shall apply to any sites

(1) Security measures at a construction site are
determined after a security survey is conducted using the
following procedures.
(a) One staging area, to store equipment and park
machinery, must be fenced.
(b) The staging area must be visible from an
aacessible roadway to allow effective pOlice patrol.
(c) Lighting must be provided to allo\>l complete
visibility to the area.
- (d) Padlock all storage trailers and park within
staging area.
~ (2) Items that must be discussed during a security
survey with the Crime Prevention Bureau.
(a) The establishment and progressive evaluation
of a sepurity budget.
. (b) The proper posting of the property.,
(c) The proper storage and marking of machinery
and tools.
(d) The methods of employee identification and
active site security methods.
Section 8: That all ordinances or parts of ordinances
in conflict herewith be and the same are hereby repealed.
Section 9: Should any section or provision of this
ordinance or portion hereof, any paragraph, sentence, or
word be declared by a court of competent jurisdiction to be

The following comments pertain to the landscape plan for the
above project:
1. The applicant must use fifty percent native species of
trees, and thirty percent native species for hedge
materials.
2. The hedge along Congress Avenue and the parking lot must be
36" height.
3. The Bottlebrush tree shown as 6'-8' must be minimum height
of 8'.
4. The type of sod used should be noted.
5. The applicant must provide a landscape plan for the Congress
Avenue median which affronts his property. (Comprehensive
Plan requirement). This would involve irrigation, and a
permit from the Palm Beach County Engineering Department.
