Boynton Commerce Center
The owners of Boynton Commerce Center have requested a
modification on the Master Plan to allow for the reduction of a
25 foot buffer strip on the east side of the property.
As required by City ordinance, the City Commission reviewed
this request on June 16, 1992 and forwarded to the Planning and
Development Board with a finding that the request is minor in
nature.
As explained in the staff report to the City Commission, the
buffer to be reduced is along the Seaboard Coast Railway
right-of-way. The original master plan does not indicate that
landscaping was to be planted in the buffer. However, some
planting has taken place.
The reduced area of the buffer will be used for parking, and
landscaping will be put in place around a well area as well as
along the parking area. Staff does not believe that the 25 foot
buffer is necessary at this location because the railroad
right-or-way, preservation area and I-95 are between the Boynton
Commerce Center and the residential uses to the east.
Staff recommends that the Planning and Development Board
approve the modification to the Boynton Commerce Center Master
Plan subject to the comments and conditions of City staff.

The owners of the Boynton Commerce Center have requested to
modify the Boynton Commerce Center by installing parking on the
east s1de of the site in an area that has been previously
designated as a buffer area for the P.I.D.
As with other P.I.D. amendments, the City-Commission must first
determine if this modification is a minor or major change to the
P.I.D. After this determination is made, the modification is
forwarded to the Planning and Development Board.
The original plan for the P.I.D. shows a buffer but does not
indicate any formal planting of this area, although, a field
inspection indicates that some planting has taken place within
the buffer area.
The buffer is against the Seaboard Railroad right-of-way and this
may be the reason why no landscaping was indicated on the
original master plan. In addition, the need for a 25 foot buffer
against the railroad property can be questioned.
Staff does not believe that the use of the buffer for parking is
a major change. This is based on the railroad use and
intervening 1-95 right-of-way that separates any residential use
from the east side of the site.
This request was reviewed by the Technical Review Committee and
except for the Planning and zoning Department, no other comments
regarding this modification were forthcoming.
Staff recommends that the City Commission find the proposed
modification to be minor and forward this modificat1on to the
Planning and Development Board for final disposition.

Dear Chris,
Reference is made to our recent meeting and discussions with Mike
Haas of your office with regard to the subject project.
Please accept this letter and the enclosed material as our formal
request for Master Plan revisions to the Boynton Commerce Center
project. Master Plan revisions are needed to allow for driveway,
parking lot and landscape improvements along the eastern boundary
of this property.
Master Plan approvals are needed since the proposed improvements
will add additional parking and driveway pavement within areas of
the site previously approved as landscape buffers. In addition,
portions of the improvements will fall within standard City
perimeter landscape buffer zones required for PID projects such
as the Boy ton Commerce Center.
However, the eastern boundary of the site lies approximately 900'
from the closest adjacent development area (residential property
to the east and southeast) and therefore the proposed project
encroachments into the landscape buffer area will not create any
adverse impacts on adjacent users or property owners, or
otherwise cause an aesthetic problem. The eastern boundary of
the site is situated immediately adjacent to a railroad line
(100' wide CSX Railroad), which in turn is bounded by the
expanded right-of-way for Interstate 1-95 (which includes a plot
of land adjacent to the site indicated on City maps as
recreational areas and identified on various County maps as
environmentally sensitive lands): the closest existing/possible
development areas to the proposed work area are located along the
eastern R/W of Interstate 1-95.

Our client, MIG Companies (MIG), is the owner of the Boynton
Commerce Center project. MIG has expressed an interest 1n
continuting to upgrade the property to enhance aesthetics and
safety features in an effort to improve leasing of the existing
tenant spaces. As you may be aware, over the past several months
MIG has made numerous improvements to the project including the
folllowing: building roof repairs; painting of the buildings;
truck loading areas and ramps; enhanced landscaping around the
project; extended and improved landscape irrigation system, and;
other building and site improvements.
We are now proposing to make driveway, curbing, and parking
improvements along the eastern boundary of the site adjacent to
existing building and driveway improvements. The proposed work
at this project will allow for the following improvements:
increase width of driveway pavement along eastern boundary of
site to meet current engineering requirements; improve project
safety (unimpeded access for emergency vehicles) and operational
efficiency by providing for additional paved parking spaces to
meet tenant needs and eliminate the need for parking along the
edge of pavement; provide wheel stops and curbing to prevent cars
and trucks from par]{ing within pervious landscape areas over well
field protection zones; enhance project drainage and prevent
runoff from impervious areas (buildings and pavement) from
entering into the groundwater within well field protection zones,
and; enhance project aesthetics by providing new xeriscape
landscaping improvements and irrigation systems along the eastern
boundary of the site.
Pursuant to our discussions with the City Utilities Department
and Palm Beach County Department of Environmental Resources
Management, 1 can confirm that these interested parties agree
that the proposed driveway/parking lot improvements will provide
additional important protection to the City wellfield/water
resources. The proposed work will prevent runoff of oils,
greases, etc. from impervious areas into the ground in the
contributory area of the wells.
The study property is located within the extreme southeast
portion of the Boynton Commerce Center (BCC) project in the City
of Boynton Beach, Palm Beach County, Florida. The BCC project is
located to the west of Interstate 1-95 and approximately 450'
south of Woolbright Road (S.W. 15th Avenue). The BCC project is
provided with a single driveway connection to Woolbright Road.

The BCC property is bounded by the Railroad R/W to the east, Golf
Road (S.W. 23rd Avenue) to the south, Lake Worth Drainage
District Canal E-4 to the west, and partially developed offsite
properties to the north.
The BCC project is a partially developed 36.2 acre industrial
development. The BCC project presently contains three buildings
and all necessary site infrastructure support facilities. The
remaining property at this project is undeveloped.
At this time there are a total of 439 parking spaces at this
project: 423 standard spaces j and, 16 handicap spaces. We are
proposing to add 69 additional parking spaces in conjunction with
the proposed improvements. The 69 spaces proposed amount to only
15.7% of the existing parking at this project, i.e. less than the
25% City threshold which would require a redesign of the parking
facilities for the entire project to conform to current City Code
requirements reo parking and landscaping improvements.
If the proposed additional 69 parking spaces are approved, there
will be a grand total of 508 parking spaces at this project. In
order to be in compliance with handicap parking requirements of
the 1990 - Americans with Disa~ilities Act, a total of 10
handicap parking spaces would be required for this project.
Since there are 16 handicap parking spaces at this project under
existing conditions, no additional handicap parking spaces will
be required in conjunction with the proposed parking lot
expansion improvements.
Before preparing our preliminary plans and requesting City
approval of this work we have undertaken a detailed program of
research activities related to this project including the
following: field investigations; meetings with representatives
of the City of Boynton Beach (Engineering, Utilities, Planning
and Parks Department) and Palm Beach County DERM (Wellfield
Protection Division and Environmentally Sensitive Lands
Division), and; collected and reviewed regulatory agency permits
and City site development regulations applicable to this project
and identified restrictions to development of additional parking
spaces and possible solutions to any such restrictions.

(setback and landscape buffer encroachments) and site plan
approvals are required, given the unique setting of the site, it
appears as if the City staff could support the request for
approval of this project. In addition, the City Engineering and
Utilities Departments have indicated that our plans for
improvements would be considered acceptable assuming that we
could comply with current City standards for driveway and parking
lot design. Furthermore, we have obtained a notice of no
objection to our plans from the PBC DERM Wellfield Protection
staff indicating that the proposed parking lot improvements would
be consistent with current rules/regulations with regard to the
construction of parking lot and drainage improvement over Zone-l
Wellfield areas.
For your information and use in processing this request please
find enclosed the following material:

2. Twelve signed/sealed sets of engineering/landscape plans
including the following: an aerial photograph and location
maps; project survey plan as prepared by Avirom-Hall &
Associates; paving/grading/drainage plans, details and notes;
and, landscape and irrigation plans. These plans have been
revised in accordance with the comments and suggestion of
City staff.
I trust that we have provided sufficient information in this
letter and the attachments to allow you to process this request
for City Master Plan approval for the proposed parking lot and
driveway improvements. We are hopeful that the City will agree
with us in concluding that the proposed improvements will
actually enhance the protection of the wellfield by eliminating
the possibility of pollutant introduction into the
soils/groundwater (by the construction of asphalt pavement over a
roadrock base material) within the cone of influence of the well.

require any additional information regarding any aspect of the
project. We would be happy to meet with you again to review our
plans and discuss any concerns or requests for modifications you
may have.

The following comments are to the applicant in response to the
reVlew of the Master plan Modification for the above referenced
project.
1. Revise landscape note number 11 to specify that the existing
shrub landscape material within the project area will remain
on site and be relocated to the pervious portion of the
greenbelt directly east of the proposed new parklng spaces.
2. Revise landscape note number 12 to specify that the
trees/palms that are shown on the approved site plan drawing
and located within the project area will be relocated to the
pervious portion of the greenbelt directly east of the
proposed new parking spaces.

Landscaping, Drainage.
The developer shall obtain a permit modification from South Florida
Water Management District permit #50-0l09l-S, prior to site plan
