District staff has reviewed the information submitted on September 25, 1996,

that the proposed activities are in compliance with the original surface water
management permit and appropriate provisions of FAC Rule 40E-4.331(2)(b).
Therefore, these changes have been recorded in our files. Please understand
that your permit remains subject to the Standard Limiting Conditions and all
other Special Conditions not modified and as originally issued.

Reference is made to our meeting and discussions of July 7, 1992
at your office regarding plans for" parking lot improvements along
both the eastern and western boundaries of the subjel:t property.
Vou have confirmed that the proposed parking lot revisions along
the east side of the site are scheduled for review by the City
Planning and Development Board (PDB) at their meeting of July 14,
1992. You have advised us that the only possible concern
regarding PDB approval of the proposed Master Plan revisions and

You have advised us that the existing landscaping' along tne~
eastern boundary of the site does NOT comply with the City
approved landscape plan. You have asked us to present a plan for
resolving these matters for consideration and approval by the
PDB. Although thereLs some degree of confusion as to what
landscaping was and is now required in conjunction with the
proposed parking, in the spirit of cooperation and in an attemp1.
to amicably resolve any concerns regarding existing/proposed
landscaping improvements related to this project, we are pleased
to provide you with the following proposal.

Based upon our field inspection of the site, following our
meeting of July 7, 1992, we have confirmed that there are only a
total of 9 tn~es \^'ithin the proposed work arr::a: 8 Sabal Palms;
and, 1 Pine tree. There were also a number of shrubs within the
proposed worI, area which appeared to be, 1n general j 1.n a
stressed condition.
In conjunction with our proposed parking lot improvements we have
indicated that we would provide the following plantings: 32 Sabal
Palms (minimum height of 10'); 400 Redtip Cocoplum shrubs (to
create a continuous hedge along the eastern limits of the
proposed park.ing lot improvemetns); and, an assortment of
groundcover including 1,600 Wedelia cuttings, 1.900 SF of
FloraL-1m sod, and 12,000 SF of Cypress mulch bedding.
Based upon our discussions and your requests. I am pleased to
advise you that our client has authorized us to modify our plans
to provide the proposed landscape improvements listed above IN
ADDITION TO the increased landscape improvements summarized below:
1. Relocate 8 Sabal Palm trees within the limits of the
proposed work area: the relocated trees shall be placed in
groupings of four trees at the extreme north and south ends
of the project. Please note that the one existing Pine
tree within the proposed work area will be removed and
disposed of at an approved offsite location.

For your information and convenience we have enclosed

With the proposed changes we will now be providing for a total of
40 trees Hnd a continuous Cocoplum hedge along the eastern
boundary of the site as compared to 17 trees and no hedges as
shown on the original City approved plans for Boynton Commerce
Center. As such, we respectfully suggest that the proposed
landscape improvements are a significant enhancement to the
originally proposed improvements and meet or exceed current City
landscaping standards for parking lot plantings.

We would also take this opportunity to advise of a minor change
which we have made on our parking lot improvement plans along the
eastern boundary of the site. Based upon a field condition which
we discovered last week (water meter vault within the limits of
the propose parking lot improvements) we have adjusted parking
along the extreme south side of the site. Originally we had
proposed 10 spaces in a row but have now modified our plans to
provide for 6 and 4 spaces separated by a 15' island for the
existing water meter vault. Please note that the changes which
we have made to the plan do not increase the overall number of
parking spaces, do nol create any adverse traffic, drainage, or
environmental impacts, and do not otherwise alter the objective
or intent of the proposed parking lot improvements.
For your information and convenience we have also enclosed two
copies of a revised plan reflectIng the changes in the parking
lot configuration described above.
We trust that the information included in this letter and on the
enclosed plans will allow you and the City Planning Department to
offer full support of our proposals at the PDB meeting. However,
if you have any questions or concerns, or require any additional
changes to our plans or information for your records please do
not hesitate to call.
Thank you again for your continuing interest and cooperation 1n
this project. We look forward to working with you and the City
of Boynton Beach in implementing this project at the earliest
possible date.
