SUBJECT:
Time Extension for Knollwood Groves PUD
The owners of Knollwood Groves PUD have requested a 12-month
extension in which to file their preliminary plat.
A modification to the master plan of this development was approved
in February of 1991. This approval would have expired on August
15, 1992, however, the owners did apply for an extension prior to
the expiration date.
The Technical Review Committee reviewed this request and had no
comments on this extension. At its meeting of October 13, 1992,
the Planning and Development Board reviewed this request and
forwarded this request to the City Commission with a recommendation
for approval.
This item has been scheduled for City Commission consideration on
October 20, 1992.

The City has committed to providing certain services in this
area. Master and site plans have all reflected Fire Department
input pertaining to roads and water service. Presently, research
is being conducted pertaining to additional annexation in this
same area. Fire Department staff have consistently placed a high
priority on connective roads in this area. NOW, due to
circumstances, planning and expectations have sunk to a critical
level.
Examples: KNOLLWOOD GROVES - request to modify impact fees for
Miner Road.
LAWRENCE GROVE - previously released from agreement to
provide 60' right of way road connection with the
meadows; ie Bedford Blvd.
CITRUS GLEN - unfulfilled agreements with regard to
Miner Road.
Prior expectations by staff in the Fire Department were that
Miner Road would be complete at approximately the same time Fire
Station III was brought on line. It appears that several more
years will pass before this will be accomplished.
This situation is becoming untenable as response time elevates
along with additional value in the area served. It is the
Department's position that NO EXCEPTIONS CONCERNING MINER ROAD BE
MADE and that THE PROCESS TO ATTAIN A COMPLETED ROAD BE
EXPEDITED.

Knollwood Groves Request to Extend Time Limit
for Filing Preliminary Plat
The Boynton Beach Code in Appendix "B" Section 10.C. allows for
the request of a 12 month time extension for the time limit for
the filing of a preliminary plat for an approved PUD.
Urban Design Studio, by the attached letter, has requested an
extension for filing the preliminary plat for Knollwood Groves.
This item has been reviewed by the Technical Review Committee and
there were no objections to the extension.
We would ask that the Board make a recommendation to approve or
deny this request to the City Commission.

Dear Mr. Cutro:
Please accept this letter as our request, on behalf of Knollwood
Groves, Inc., for an extension of platting requirements for the
Knollwood Groves PUD (Planned Unit Development). Specifically
requested is an extension of one year to meet the requirements of
Appendix B, Section 10.B.3 of the City's Code of Ordinances.
The Knollwood Groves PUD was originally approved by the City
Commission in September, 1989, pursuant to a request by the
contract purchasers, McIntosh/Cowie, Inc. In 1991, the master plan
for the development was amended, also at the request of
McIntosh/Cowie. This last approval extended the required time for
submitting final development plans to August, 1992.
Since the last master plan approval, control of the property has
reverted to the property owner, Knollwood Groves, Inc. The purpose
of this extension request is to allow the property owner the
opportunity to offer the property for sale with an intact
development approval.
No changes in the approved development program are contemplated by
the property owner. As approved, the development will consist of
389 multi-family dwelling units and 150 single family units, with
a density of 4.82 units per acre. Also provided is a 1.5 acre site
for a day care center to serve the residents of the PUD, as well
as communities in the immediately surrounding area. A 5.0 acre
park site is also planned. This park site is intended to be
combined with the 4.0 acre park site immediately adjacent in the
Meadows PUD, for the ultimate construction of a 9 acre neighborhood
park.

Request to Modify Payment of Traffic Impact Fees
Technical Review Committee Comments
The previous condition of approval rendered by the City's Planning
and Zoning Board and the City Commission should not be unsettled nor
should it be considered by the Technical Review Committee.
It is my understanding that the condition to pay these fees in advance
was imposed upon the applicant prior to Palm Beach County adoption
of their Traffic Performance Standards and therefore the P & Z and
the City Commission's ruling in this matter should not be altered
by City staff as the applicant did not appeal this matter at the
time the condition was imposed and in fact agreed to the condition.
As you are aware, the construction of Miner Road is of vital impor-
tance and the developer's agreement reference this condition of
approval should stand unaltered. End of Memo.
