Dear Ms. Heyden:
The Palm Beach County Traffic Division has reviewed the traffic impact
study for the project entitled Boynton Beach Mall, pursuant to the
Traffic Performance Standards in Article 15 of the Palm Beach County
Land Development Code. The project will increase the size of the mall
from 1,108,000 square feet to 1,244,449 square feet. The project will
generate 2,428 additional net daily trips. The build-out is 2000,
The Traffic Division has determined that the project meets the
requirements of the Palm Beach County Traffic Performance Standards.

Dear Mr. Snyder:
Thank you for reminding Tambri Heyden and I about the build-out date of the Boynton Beach Mal1 and
its' significance with respect to the regional transportation network.
The last structure to be built at the Mall is the Dil1ard's Department Store scheduled for construction start
in April 1998. The build-out of the Mall is therefore scheduled for late 1999,
I recognize that the current Development Order for the Mall needs to be extended beyond 1997,
Extending the Development Order and the build-out date however wil1 not result in any change on the
number of parking spaces or the floor area of the Mall. Therefore it is not necessary to update the original
traffic study, as it will not have any bearing on the parking capacity or circulation plan of the Mall.
I wil1 welcome your having an update of the network impact analysis made for the year 2000 and beyond.
Of course this impact wil1 be generated by sources external to the Mall and wil1 continue to increase
beyond the build-out date for many years,
I will initiate an administrative step to update the build-out date in the Development Order and wil1 keep
you informed,

AN ORDINANCE OF THE CITY COMMISSION OF
THE CITY OF BOYNTON BEACH, FLORIDA,
REZONING A CERTAIN PARCEL OF LAND WITHIN
THE CITY OF BOYNTON BEACH, FLORIDA FROM
CG (GENERAL COMMERCIAL) IN PALM BEACH
COUNTY TO REC (RECREATION); PROVIDING
FOR APPROPRIATE NOTATIONS ON THE
OFFICIAL ZONING MAP; PROVIDING A
CONFLICTS CLAUSE, A SEVERABILITY CLAUSE,
AUTHORITY TO CODIFY, AND AN EFFECTIVE
DATE.
WHEREAS, the City Commission of the City of Boynton Beach,
Florida, has adopted a Comprehensive Plan by Ordinance 89-38 in
accordance with Chapter 163, Florida Statutes; and
WHEREAS, Christopher Cutro, Planning Director of this City,
has heretofore filed a Petition with the City of Boynton Beach,
Florida, pursuant to Section 9 of Appendix A - Zoning, of the
Code of Ordinances, City of Boynton Beach, Florida, for the
purpose of implementing the recommendations in Planning Area 7.d
of the Land Use Problems and Opportunities Section of the 1989
City of Boynton Beach Comprehensive Plan by rezoning a certain
parcel of land wi thin the municipal limits of said City, said
property being more particularly, described hereinafter, from CG
(General Commercial) in Palm Beach County to REC (Recreation);
and
WHEREAS, after public hearing and study, and after
consideration of the recommendation of the City' s Planning and
Zoning Board, the City Commission deems it to be in the best

AN ORDINANCE OF THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, REZONING A
CERTAIN PARCEL OF LAND WITHIN THE CITY OF
BOYNTON BEACH, FLORIDA FROM C-3 (COMMUNITY
COMMERCIAL) TO REC (RECREATION); PROVIDING
FOR APPROPRIATE NOTATIONS ON THE OFFICIAL
ZONING MAP; PROVIDING A CONFLICTS CLAUSE, A
SEVERABILITY CLAUSE, AUTHORITY TO CODIFY, AND
AN EFFECTIVE DATE.
WHEREAS, the City Commission of the City of Boynton Beach,
Florida, has adopted a Comprehensive Plan by Ordinance 89-38 in
accordance with Chapter 163, Florida Statutes; and
WHEREAS, Christopher Cutro, Planning Director of this City,
has heretofore filed a Petition with the City of Boynton Beach,
Florida, pursuant to Section 9 of Appendix A - Zoning, of the
Code of Ordinances, City of Boynton Beach, Florida, for the
purpose of implementing the recommendations in Planning Area 7.d
of the Land Use Problems and Opportunities Section of the 1989
City of Boynton Beach Comprehensive Plan by rezoning a certain
parcel of land within the municipal limits of said City, said
property being more particularly described hereinafter, from C-3
Community Commercial) to REC (Recreation); and
WHEREAS, after public hearing and study, and after
consideration of the recommendation of the City's Planning and
Zoning Board, the City Commission deems it to be in the best
interest of the inhabitants of said City to rezone the property.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE
CITY OF BOYNTON BEACH, FLORIDA, THAT:

Should any section or provision of this
ordinance or portion hereof, any paragraph, sentence, or
word be declared by a court of competent jurisdiction to be
invalid, such decision shall not affect the remainder of
this ordinance.
Section 5. Authority is hereby granted to codify said
ordinance.
Section 6.
This ordinance shall become effective
immediately upon passage.

Area") .
WHEREAS, Declarant intends to hold the Pine Area as a
native habitat preserve.
NOW, THEREFORE, the Declarant declares that the pine Area
shall be subject to the covenant hereinafter set forth.
1. The Declarant shall not cause any future activity to
occur in the Pine Area which would be inconsistent with preserving
the Pine Area as a native habitat. Any requirement ~ith respect
to the Pine Area (such as, but not limited to, removal of exotic
plant species) imposed upon the Declarant by the City of Boynton
Beach shall not be deemed inconsistent with preserving the Pine
Area as a native habitat. Further, any installation of
improvements within the Pine Area which were or may be approved or
permitted by the Boynton Beach City Co~roission or Boynton Eeacr.
City Officials in, or pursuant to, the aoynton Beach Mall
Department Store F Site ?lan Approval MSPM 96-001 adopted on May
21, 1996 (lithe SitlS Plan ~pproval") or any future amendment. or
modification to the Site Plan Approval shall be deemed consistent
with preserving the Pine Area. Except as otherwise provided for
herein, nothing hereinabove sha:'l require or be construed to
require the Declarant to take any affirmative action with re~pect
to the Pine Area.
2. This Covenant may be enforced by the City Commission
of the City of Boynton Beach. This Declaration may not be
terminated or amended, in whole or in part, unless a termination of
Declaration or an amendment is executed by the Declarant, or its
successors or assigns, and by the City Commission of the City of
Boynton Beach, Florida, or its successors or assigns.

This is in response to your memorandum dated August 28, 1997, with respect to the
above matter. The legal form of the document is acceptable to this office subject to the
following concerns being addressed by your department with respect to the language of the
restrictive covenant:
1. Paragraph 1 of the Declaration states, "Beginning on the date of the recording of this
Declaration..." I assume that this document is going to be recorded immediately, otherwise, in
theory, prior to recordation the property owner could undertake activity in the Pine Area which is
inconsistent with preserving the Pine Area, and not be in violation of the restrictive covenant.
2. The Declaration reads that the City Commission could approve the permitting of any
"improvements" in the area, and not be in violation of this Restrictive Covenant. Further, the site
plan may be modified, and if approved by the City Commission, cannot be deemed inconsistent
with this restrictive covenant. Are these statements consistent with the intent of the restrictive
covenant, which appears to be to preserve the area?
3. Finally, the last sentence of paragraph (1) states, "Nothing hereinabove shall require the
Declarant to take any affirmative action with respect to the Pine Area." Isn't his statement
inconsistent with the Declaration itself and the Pine Area Management Plan, which each mention
requirements for the removal of exotic plant species from the area? Removal of species is an
affirmative action.
4. The year in the date section of the Declaration should be changed to 1997.
I am returning to you the Declaration and the Pine Area Management Plan. Should you
have any questions or wish to discuss this matter further, please do not hesitate to contact me.

Hazardous Materials Management Plan
November 1995
The Developer of Boynton Beach Mall recognized the importance of minimizing the potential for
adverse impacts of the proposed development on environmental resources and the public health
which could occur if hazardous materials or wastes are improperly disposed of or handled.
Hazardous materials are those constituents found in reportable quantities on-site identified pursuant
to 42 USC Section 6921 (RCRA); 42 USC Section 9602 (CERCLA); 42 USC Section 1101 et. Seq,
(SARA Title III); and Part IV, Chapter 403, Florida Statutes. Hazardous materials may also be
defined as materials that exhibit one or more of the following characteristics:
1. Reactivity
2, Corrosiveness
3. Explosiveness
4. Flammability
5. Toxicity
6. Infectiousness
7. Radioactivity
Because the use, storage, generation, or disposal of these materials can create deleterious
environmental impacts, their use, storage, or generation will be regulated, and their disposal within
the Boynton Beach Mall project shall be prohibited, Improper disposal of hazardous materials is
illegal and carrier penaities outlined in Section 403.727, Florida Statutes.
It is anticipated that very few, if any, small shop tenants or major department stores of Boynton
Beach Mall or owners of peripheral property will store, use or generate hazardous materials or
wastes, and those that propose to do so will be small quantity generators or users of such materials
incidental to the business or service operated. Because the Developer will not participate in any of
the day-to-day management and operation of the retail or service businesses of Boynton Beach Mall,
the proper and lawful handling of hazardous materials will be first and foremost, the responsibility
of the tenant or occupant who proposes to use such materials. The individuals who own or manage
these businesses are not only legally responsible for complying with all applicable environmental
laws and regulations, they are also in the best position to know their requirements for the types and
amounts of materials to be used, to establish policies and procedures for the proper handling of such
materials, and to train their employees properly for all normal operational and emergency
procedures.
For the vast majority of the tenants of Boynton Beach Mall, the Developer, as part of its effort to
restrict or minimize the potential for adverse environmental impact, shall expressly prohibit the
storage, handling, use, sale, generation or release of hazardous materials on the demised premises,
common areas, or the shopping center. This prohibition shall be conveyed to those occupants of
Boynton Beach Mall who do not propose to store, use or generate hazardous materials or wastes in

the operation of their businesses on-site by written notice, or in the lease or other occupancy
agreement, or in the sale agreement, as applicable, The prohibition shall appear in the following
language, or language having substantially similar effect:
(Tenant/Occupant) shall not store, handle, use, sell, generate or release either directly or
indirectly on the Premises, Common Areas or Shopping Center, any hazardous materials or
substances or toxic wastes as defined by all applicable provisions of any federal regulations,
amendments, updates or superseding legislation to or for the Environmental Protection Act, the
Resource Conservation and Recovery Act, the Comprehensive Environmental Response,
Compensation and Liability Act of 1980, the Superfund Amendments and Reauthorization Act
and all other federal, state and local laws relating in any way to the protection of the
environment.
For those prospective tenants or prospective purchasers of mall or peripheral sites who propose to
store, use or generate hazardous materials or wastes in the operation of their businesses on-site,
language in a written notice, in the lease or other occupancy agreement or in the sale agreement, as
applicable, shall acknowledge such party's right to use regulated materials in the normal operation
of its particular enterprise provided, however, that the use of such materials complies with all
applicable laws and regulations. Additionally, each such prospective tenant or purchaser shall be
notified in the appropriate documentation of its obligation to prepare and submit a plan for the proper
disposal and handling of hazardous materials. These obligations shall appear in the appropriate
document in the following language, or language having substantially similar effect:
"Whereas, the Boynton Beach Mall and peripheral property i~ subject to the Boynton Beach Mall
Development Order which requires a plan for the proper management of hazardous materials
which are stored, generated, used or handled on-site, (Tenant/Occupant) shall have the right to
use materials and substances normally used in a (proposed use) operation, provided that the use
of such materials and substances is in compliance with all applicable environmental laws and
regulations. If such materials and substances are deemed hazardous materials or waste,
(Tenant/Occupant) must submit plan for the proper disposal and handling of such materials and
substances to the Treasure Coast Regional Planning Council which shall review such plan (the
"Plan") in consultation with the City of Boynton Beach, South Florida Water Management
District and the Florida Department of Environmental Protection. At a minimum, the Plan shall:
1. Require disclosure of all hazardous materials proposed to be stored, used, or generated on
the premises;
2. Require the inspection or premises storing, using or generating hazardous materials or wastes
prior to commencement of operation, and periodically thereafter, to assure that approved
facilities and procedures are in place to properly manage hazardous materials projected to
occur;
3. Provide minimum standards and procedures for storage, prevention of spills, containment
of spills and transfer and disposal of such materials or wastes;

4, Provide for proper maintenance, operation and monitoring or hazardous materials and waste
management systems including spill and hazardous materials and waste containment
systems;
5. Detail actions and procedures to be followed in case of spills or other accidents involving
hazardous materials or wastes;
6. Guarantee responsibility for financial and physical spill clean-up actions."
In addition to the Plan, Developer shall recommend the following practices to all tenants or
occupants who propose to store, use or generate hazardous materials or wastes in the operation of
their businesses on site:
1. MANAGEMENT ACTIVITIES
1. All facilities using, storing, or generating hazardous materials should designate and train a
Facility Safety Officer. The Facility Safety Officer may be a qualified employee of the
(Tenant/Occupant) or a private firm retained to provide such service.
2. The Facility Safety Officer should be experienced in the field of hazardous material
management (spill control, contamination assessment, remedial action, applicable
regulations, etc.). The duties of the Facility Safety Officer are as follows:
A. Comply with all applicable regulations and reporting procedures.
B. Maintain the proper permits for the use, storage, generation, or disposal of hazardous
wastes.
3. The Facility Safety Officer should keep available at all times for review by applicable
authorities:
A. Copies of all applicable operating permits or licenses relating to the storage, use,
transport, disposal or generation of hazardous materials.
B. Copies of one of the following types of documentation of appropriate hazardous waste
disposal:
a. A hazardous waste manifest;
b. A bill of lading from a bonded hazardous waste transporter indicating shipment to
a licensed hazardous waste facility; or
c. A confirmation of receipt of material from a recycle, a waste exchange operation, or
their permitted hazardous waste management facility.

4. All facilities using, storing or generating hazardous materials should train personnel in the
careful and safe handling, usage, and storage of such materials.
Employees should be familiarized with the potential emergencies associated with the
hazardous materials as well as with the response procedures required during emergencies,
including the proper use of cleanup equipment and proper disposal techniques.
5, Each such facility should post all emergency procedures including spill control procedures,
emergency notification telephone numbers, first aid procedures, and evacuation plans.
II. EMERGENCY RESPONSE
All facilities should prepare site specific Emergency Response Plans to be actuated in the event
of an improper release of hazardous material. The Emergency Response Plan should incorporate
the following items:

D. If a spill has occurred, the Emergency Response Plan should be implemented
immediately.
E. Ifbodily injury occurs, first aid should be administered prior to the arrival of emergency
medical service.
3. Reporting Procedures
A, In the event of a hazardous materials spill or release, immediately notify:

THIS DECLARATION OF RESTRICTIVE COVENANT made this 1
day of /tA't ' 1998, by Boynton-JCP Associates, Ltd.
hereinafter referred to as Declarant.
WHEREAS, Declarant is owner of property whose legal
description is attached as Exhibit "A" (hereinafter lithe Pine
Area ") .
WHEREAS, the Pine Area has been set aside for
conservation and the benefit of flora and fauna normally associated
with a slash pine ecosystem.
WHEREAS, Declarant intends to hold the Pine Area as a
native habitat preserve.
NOW, THEREFORE, the Declarant declares that the Pine Area
shall be subject to the covenant hereinafter set forth.
1. The Declarant shall not cause any future activity to
occur in the Pine Area which would be inconsistent with preserving
the Pine Area as a native habitat. Any requirement with respect
to the Pine ~rea (such as, but not limited to, removal of exotic
plant species) imposed upon the Declarant by the City of Boynton
Beach shall not be deemed inconsistent with preserving the Pine
Area as a native habitat. Further, any installation of
i::lprovements within the Pine Area which were or may be approved or
permitted by the Boynton Beach City Commission or Boynton Beach
City Officials in, or pursuant to, the Boynton Beach Mall
Department Store F Site Plan Approval MSPM 96-001 adopted on May
21, 1996 (lithe Site Plan Approvall1) or any future amendment or
modification to the Site Plan Approval shall be deemed consistent
with preserving the Pine Area. ~xcept as otherwise provided for
herein, and in the Pine Area Management Plan on file with the City
of Boynton Beach nothing hereinabove shall require or be construed
to require the Declarant to take any affirmative action with
respect to the Pine Area.
2. This Covenant may be enforced by the City Commission
of the City of Boynton Beach. This Declaration may not be
terminated or amended, in whole or in part, unless a termination of
Declaration or an amendment is executed by the Declarant, or its
successors or assigns, and by the City Commission of the City of
Boynton Beach, Florida, or its successors or assigns.

As requested, I have reviewed our files and the current Development Order fot' Boynton Beach Mall, City of
Boynton Beach Resolution R96-26, regarding the need to dedicate additional right of way to meet the needs
of the County's Thoroughfare Right Of Way Protection Plan, According to our records this requirement was
satisfied concurrent with the original mall construction and should not be a factor in the current plan approval
process.
Attached hereto is a copy of Development Order Condition 9 from Resolution R96-26. This condition was
carried over from the original Substantial Deviation 0,0., Resolution R91~37. In oroerto make sure that there
was no confusion in the future we added the last sentence to Condition 9 which clearly states that "No further
dedications are necessary to implementthe Proposed Change." Therefore, no further action should be required
at this time.
[n addition to the above review, I also contacted Mr. Dan Weisberg, senior traffic engineer, at Palm Beach
County to confirm the current status of the County's future roadway network. Mr. Weisberg confirmed that the
2015 Thoroughfare Plan calls for a maximum of 6 lanes on Congress Avenue and 4 lanes on Old Boynton
Road in the vicinity of Boynton Beach Mall, This is consistent with the existing conditions on these roads so
no additional right of way will be needed through the year 2015.
I trust the enclosed information is sufficient to address the City's comment on this item. If anything further is
needed please let me know.

2. Regarding Item #34 I am enclosing a copy of Tom Marsicano's letter and
attachments dated January 5, 1998, on which the year is intended to be 1999, and which I
think satisfactorily addresses that issue and supports his conclusion that no additional right of
way dedication is needed.

Please place the above-referenced item on the May 21, 1996 City Commission agenda under

DESCRIPTION: Cormac C. Conahan, Esq., with Hodgson, Russ, Andrews, Woods &
Goodyear, agent for DeBartolo Properties Management, Inc., property owner is requesting
to amend the previously approved site plan to construct a 162,502 square foot department
store with parking structure at 801 North Congress Avenue. The attached Planning and
Zoning Department Memorandum No. 96-252 further details this request.
RECOMMENDATION: The Planning and Development Board, with a 7-0 vote,
recommended approval of this request subject to the comments in the attached Exhibit C,
with the exception of Comment #10, regarding the requirement for wheelstops to be
provided. The applicant contends that a variance granted by the Planning and Zoning
Board on November 9, 1982 to not require wheelstops for the mall parking that currently
exists is applicable to the parking area expansion proposed with this request. Parking lot
variances are site plan speclftc, therefore, technically a new variance is required. However,
this department would support an interpretation to allow the original variance to be applied
to this site plan, since the original site plan was conceptual.
Comment 37, regarding building height in excess of the allowable 4S feet, was raised by the
applicant as well. A height exception was granted in 1982 by the Commission for one of
the department stores at the mall. At that time, the store name was not known; it ended
up becoming a Macy's store. This height exception for Macy's allowed the following
structures to exceed 4S feet by 20 feet: parapet, cooling tower screen and skylight peak
(dome). Macy's never completed the third floor of their store, but these structures exist.
The code specifies which types of structures are allowed to qualify for application for a
height exception. Specific citations are included, but aenerally they are types of mechanical
appurtenances. The applicant contends that the semi-circular, des1an entry feature is
similar to a mechanical appurtenance if it will screen mechanical equipment behind it and
therefore he should be allowed to apply for a height exception. No mechanical equipment
is currently shown on the plan. Since the Board meeting, the applicant meet with the
Forester to discuss comments 17, 19, 19A, 21, 24 and 26. The Forester recommends the
following revisions to these comments:

Regulations:
Following compliance with staff comments the on-site landscaping
will comply with city regulations. Compliance with staff comments
will also ensure that the preserve area is in compliance with DRI
standards and regulations.
The proposed addition is in compliance with all C-3 building and site
regulations with the exception of the overall height. The applicant
is requesting an overall height of 54 feet 6 inches whereas the city
height limitation is 45 feet. The structure exceeding the height is not
eligible for a variance or height exception to increase the height.
Therefore, the structure must be reduced in height. The DRI allows
a maximum of 1,244,449 square feet of gross leasable floor area for
the mall site following compliance with the development regulations
and standards identified in Resolution R96-26. The submitted plans
indicate a total of 1,070,315 square feet of leasable area currently
exists at the site. A total of 1,232,817 square feet of leasable area
will be achieved by adding the 162,502 square feet of leasable area
of the proposed department store F.
Community Design
Plan: The proposed color scheme, tan walls and a reddish brown accent
trim, is compatible with the remainder of the mall. The arched entry
feature with polished granite side styles and transom located on the
north, west and south elevations feature a unique design to the mall
design. However, it does not detract from the overall design of the
mall and helps to break up the mass of the building.
Signage:
RECOMMENDATION:
Wall signage has not been submitted.
The Planning and Zoning Department recommends approval of this site plan request,
subject to the comments included in Exhibit 0 - Conditions of Approval. The TRC
recommends that the deficiencies identified in this exhibit be corrected on the let of plans
submitted for building permit.

Upon a site visit to the property to
compare the count and location of the
regular and handicapped parking spaces
to the location shown on sheets SP-l,
SP-4, 1 and l-A of the submitted plans
it was determined that changes have
been made to the parking layout which
results in the total number of
provided spaces being less than what
is specified on the parking data. The
above-listed plan view drawings will
be required to be updated to show and
identify the accurate number of
regular and handicapped parking spaces
provided at the site to enable staff
to determine whether the provided
number of spaces meets the minimum
requirements. An accurate count and
listing of the existing and proposed
new parking space layout is required
to determine whether the appropriate
number of handicapped parking spaces
are being provided at. the site.
Modify the plans and parking data to
show the correct total number of
provided spaces. Provide a separate
listing identifying the number of
required and provided handicapped
spaces. Also show on sheet SP-l the
location of no less than the minimum
number of handicapped parking spaces
as required by code. The total number
of required parking spaces is
incorrectly identified on sheet SP-l.
Correct the count and data by dividing
the total gross leasable floor area by
two hundred (200). Also, correct the
inconsistency between the total number
of parking spaces that will be
provided in the two (2) levels above
grade of the parking structure. The
number of spaces identified in the
parking data on sheet SP-l is 640 and
the detail drawing found on the same
sheet indicates 680 spaces. The
number of parking spaces provided
shall be no less than the total number
of parking spaces required. Approval
of a variance to the zoning code to
reduce the number of required spaces
will be required if the, number of
spaces provided is not consistent with
city regulations.
Modify the building elevations found
on sheet titled "Design Elevations" to
show a maximum building height not
exceeding the city's forty-five (45)
feet height limitation. [Chapter 2 -
Zoning, Section 6.C.3).

NOTICE OF ADOPTION OF DEVELOPMENT ORDER
Pursuant to Section 380,06(15)(f), Florida Statutes (1993) notice is hereby given of the
adoption of an amendment to Ordinance 96-26, the development order for Boynton Beach Mall, a
development of regional impact, which development is located on the property described in the
attached Exhibit A. The amendment provides for extension of the project buildout date to December
31,2000. The subject amendment was adopted on June 23, 1998, by the City Commission of the
City of Boynton Beach, Florida.
Copies of the Boynton Beach Mall development order are kept by the City of Boynton Beach, City
Clerk, and are open to public inspection. The adopted development order constitutes a land
development regulation applicable to the property described in Exhibit A. The recording of this
notice shall not constitute a lien, cloud or encumbrance on the property described in Exhibit A, nor
actual nor constructive notice of any such lien, cloud or encumbrance.

Dillard's has confirmed that they will take delivery of their pad on August 1, 1998. It will
take them approximately 11 months to build their new store. They will remodel their
existing store at the same time and open both in late July 1999.

Dear Mr. Snyder:
Thank you for reminding Tambri Heyden and 1 about the build-out date of the Boynton Beach Mall and
its' significance with respect t6 the regional transportation network.
The last structure to be built at the Mall is the Dillard's Department Store scheduled for construction start
in April 1998. The build-out of the Mall is therefore scheduled for late 1999,\

Extending the Development Order and the build-out date however will not result in any change on to""....

tratlic study. as it \vill not have any bearing on the parking capacity or circulation plan of the Mair .
1 will \velcome your having an update of the network impact analysis made for the year 2000 and beyond.
Of course this impact will be generated by sources external to the Mall and will continue to increase
beyond the build-out date for many years.
1 will initiate an administrative step to update the build-out date in the Development Order and will keep
you informed.
