Dear Mr. Beasley:
Please be advised that on Thursday, October 25, 1990, the
Technical Review Board approved the referenced administrative
site plan modification subject to staff comments, copies of which
are attached.
These plans were approved subject to your compliance with the
attached stipula.tions and must now be modified to incorporate
same. To initiate your sign-off procedure, please submit two (2)
sets of, modified plans to the Office of the Site Development
Division of the Building Department, which will record the
required identification markings on each set of the modified
plans. - ,"
After each set of modified plans has the appropriate, markings,
you should proceed with your sign-off on each set of plans from
each Technical Review Board member who made comments. The Zoning
& Site Development Administrator will provide the Building
Department sign-off and is the last Technical Review Board member
to review and sign-off the plans. If the Building Department did
not have comments that require sign-off, they are still the last
department to handle and process the plans. One (1) set of final
signed-off plans will remain with the Building Department and the
other set of plans will be returned to you to be retained at the
job site.
To help facilitate the sign-off process, you should make an
appointment to meet with each Technical Review Board member (only

the required Technical Review Board member signatures and
completing processing by the Site Development Division, you may
apply for building permits by submitting the appropriate
documents and fee to the Plan Review and Permitting Division of
the Building Department. The Building Department will advise you
as to any additional permits which may be required, such as Palm
Beach Health Department (water and sewer), clearing/grubbing,
excavation/fill, drainage, paving, site lighting, landscaping and
irrigation.

The approval of the City entitles you to construct only the
improvements shown on the site plan. The site plan will be
viewed procedurally as an as-built or record drawing. If you

In accordance with the City of Boynton Beach, Florida, Code ~f Ordinances,
Chapter 19, Article II, "Site Plan Review and Approval", Section 19-17, "Plan
Required" including Chapter 5, Article X, Boynton Beach Parking Lot Regulations,
Section 5-142 "Required Improvements" inclusive, the applicant for the above
referenced project shall provide the following information, technical data and
plan revisions as follows:
1. Provide a current survey which is a submittal requirement of the site plan
approval (application) process. The Engineering Departmen~ reserves the
right to generate additional comments based upon technical information
depicted within said survey when received by this Department. Chapter ,19,
Section 19-17 (k) "Engineering & Technical Data". "

2. In accordance with Section 5-l38(a),(d) and (g) of Chapter 5, Article X
provide the following:
a) A parking lot site lighting plan which meets the requirements of Section
5-l42(a) "Required Lighting". The lighting system shall comply with
Section 5-l42(g) "Lighting Standards" as defined within the City of Boynton
Beach Engineering Department specifications (Page #1).
b) Provide internal directional arrows at ingress/egress approach areas.and
provide standard F.D.O.T. stop signs at all exits in accordance with
Section 5-l42(c) "Traffic Control" and Section 5-l42(g) "Traffic Control
Standard".
c) Provide a parki?g lot layout which complies with the design criteria set
forth in Section 5-142 (h),(4) as the N.E. parking stall depicted on the
architectural plan violates this section. The applicant has the right to
seek relief through proper variance procedures or relocate the singular
stall in conflict with this code.
d) Provide a parking lot striping plan which complies with Section 5-142(1)
"Parking Lot Striping" and Section 5-l42(g) "Striping Standards".
(Standard stalls double striped in white per Engineering Department standards)
Handicap parking stalls must comply with the requirements set forth within
D.C.A. Accessibifity Requirements Manual. Secion 5-l42(k) "Handicap
Requirements".
e) Provide car 'stops at each standard and handicap stall. Provide raised
continuous concrete curb where parking stalls abut landscaped areas.
Raised continuous curbing shall comply with Section 5-l42(g) "Curbing,
Standards", Engineering Department Standards (Page #2).
f) Provide a stormwater drainage system including drainage calculations and
percolation test data, Section 5-l42(f) "Required Drainage". Grassed
swales within the public rights-of-way shall be developed in accordance
with Engineering Department Standard Drawing'UA-80033. Grassed swales
shall be sodded and fully irrigated.

3. Provide parking lot dimensions, elevations including geotechnical test data
relative to the thickness of the in-place asphaltic concrete surface.
Chapter 19, Section 19-17(k) "Engineering and Technical Data", Section
5-l42(g) "Parking Lot Construction"
4. In accordance with Section 5-l42(g) "Sidewalk Standards" place a note on
the site plan indicating, "All broken fl~~4- ~idewalks shall be removed

"Streets and Sidewalks".

Please be advised of the following Planning Department comments
with respect ot the above-referenced request for an administra-
tive site plan modification. The comments below, as well as the
attached comments from other departments, will need to be
addressed on revised copies of the drawings submitted for review,
prior to applY1ng for a permit. This procedure is detailed on
the attached letter of approval from the Planning Department:
1. Site plan rider application was not completed and submitted
with site plan appli_cation. A blank site plan rider is
attached to be completed and filed with the Planning
Department prior to applying for a permit.
2.
There is a discrepancy on the total building, gross square
footage. The site plan indicates that the total square
footage is 33,990 square feet and the building footprint as
33,889 square feet. Since the building footprint is
essentially the first floor, when the second floor square
footage (1,101) is added to the first floor square footage,
the sum is 34,990 square feet, not the 33,990 square feet
indicated on the site plan. The correct square footage
figures need to be reflected on the plans and site plan
application. Appendix A - Zoning, Section 11.H.7, 8, 9, 11
and 16; and site plan application, pages 3 and 4.

3. The restriping of ,one, possibly two, angled parking spaces
in front of the building does not meet section 5-142(h)(4)
of Article X - parking Lots. Revisions to the parking
space layout must not conflict with the variance granted by
the Board of Adjustment for minimum number of parking spaces
to be provided.

Gentlemen:
Since 1980 THE ROBERTS GROUP has been operating out of
this address.
It has been brought to my attention that the Abita
Springs Water Company, in order to receive a permit for
the construction of an outside ramp, would have to
bring up the parking lot to 1990 zoning standards. In
order for them to do this, the ROBERTS GROUP loading
areas would be out of working order for 30-60 days. This
would make it impossible for me to ship or receive
anything and, as a result, there would be a devastating
effect on the financial health of my business.
Over the past ten years, we have not had any problems
whatsoever with the parking area and, to keep my Company
in good financial health, it is 'absolutely essential that
I can ship and receive at all times. To accomplish this
I am happy to go forward in the manner in which we have
been operating in the past.

Dear Mr. Beasley:
Please be advised that the plans submitted for site plan review
of the above-referenced request cannot be processed further as
the changes proposed do not meet the Parking Lot Regulations and
the Zoning Code (see comments 2 and 3 below for details). Six
sets of revised plans addressing these comments, as well as the
attached comments from other departments, will need to be
resubmitted to the Planning Department no later than 5:00 P.M. on
any given deadline listed on the site plan review schedule
available in the planning Department.
1, The square footage information provided is inaccurate.
Indicate the increase in gross floor area on the site plan
and site plan application, as well as the total square
footage including the increase. Site plan application page
4, item 6.c. and item 10.
2. Summarize on the plans and applications the building square
footage categorized by principal use as per the zoning code
- manufacturing, distributing, storage, etc. The water
company falls under manufacturing which requires one parking
space per every 500 square feet of gross floor area. The
cosmetic company falls under distributing which requires one
parking space per every 800 square feet of gross floor area.
Due to the number of parking spaces which exists, no use
which requires more than one parking space per every 800
square feet of gross floor area may occupy the building.
since the total square footage indicated on the plan
excluded the increase in gross floor area, it appears that
even if the addition were occupied by a use requiring no
greater than one space per every 800 square feet of gross
floor area, there would still be an overall parking shortage

when the entire building is calculated at 1:800. Until
these calculations are provided, the minimum number of
parking spaces required for this site cannot be determined.

Since an increase in gross floor area and change in use are
proposed, the eXisting parking and landscaping must be
brought up to current standartls (Chapter 5, Article X,
Section 5-138(a), (b), (c) and (d) and Chapter 7.5, Article
II - Landscape Code, Section 7.5-38.) Therefore, a survey
and information regarding existing landscaping (type,
location, size, and irrigation), parking lot layout (stall,
access aisle, driveway and buffer dimensions and
curbing/wheel stop locations), lighting (type, energy
source, location, illumination level and photocell
activation), drainage (catch basin locations and direction
of flow or drainage areas) and utilities must be provided to
determine whether these areas are in compliance with City
standards. In addition, this information will be needed for
any new parking spaces/access aisles. Appendix A - Zoning,
Section 11,A,l and 5 and Chapter 5, Article X - Parking
Lots, Section 5-142.

Upon review of the above mentioned project, the following list of
comments have been provided as a courtesy with the applicant's
full knwledge that there will be a full review made when the
project is placed on a future Technical Review Board agenda:
1. All drawings and/or documents submitted for public
record, and prepared by a design professional, shall show
original legible raised seal and signature of a Florida
registered design professional, that is responsible for
the drawings.
2. Submit landscaping & irrigation plans for the site.
3. Number of parking spaces shall comply with Appendix A
section 11.H of the Boynton Beach Zoning Code. (Parking
spaces in front of overhead doors cannot be used in
computing total parking spaces provided.)
4. Include on the West elevation drawing the proposed water
tanks, and dimension the height and width of each tank.
5. Correctly label the South elevation drawing and show the
location height and width of each tank.
6. Specify the spacing between the rails of the guard rails,
spacing shall be consistent with the requirements of the
Standard Building Code, 1988 edition, Chapter 11.
7. Identify on the plans the total area proposed for office
use.
8. To determine the principal use of the tenant space, show
and identify the activity performed throughout the entire
floor area. Identify the method of storing the bottled
water within the space.
In order to facilitate the permitting process the following
information should be included with your documents submitted to
the Building Department for review and permitting:
1. Signs must comply with Boynton Beach sign ordinance.
2. Handicapped accessibility requirements must be met to
obtain building permit.

1. Reduced pressure backflow preventers will be required on the
water service. Indicate location, model and size. We
recommend dual units in parallel so service is not inter-
rupted during testing.
,2~ Owner shall install separate water meters on general use and
process water lines and owner shall install a sewage meter
on process sewage lines. Owner shall obtain a City of
Boynton Beach industrial discharge permit and add the
following note to the plans - "Owner shall comply with all
the requirements of the City of Boynton Beach sewage pre-
treatment ordinance".
3. The owner shall provide a letler stating the anticipated
peak water demands for the purpose of calculating capital
facilities fees. Use in excess of this quantity shall

The above referenced project is nearing completion. Prior to the
Building Department issuing the Certificate of Completion, I would
like to ensure that you do not have any outstanding or' pending
issues concerning this site that must be rectified (excluding
issues that are covered entirely with a city approved surety).
If the issues are related to permits issued by the Building
Department, please provide this department with the permit number and
nature of unresolved issues. If the unresolved issues are not
permi t related, notify the owner or the owners agent to ensure
that the issues are rectified.
Please respond to this office within ten (10) days so that we may
proceed to issue the Certificate of Completion. Thank you for your
cooperation and timely response.
