Dear Mr. Perry:
Please be advised that on Tuesday, November 20, 1990, the City
conunission approved the referenced site plan subject to staff
conunents, copies of which are attached.
These plans were approved subject to your compliance with the
attached stipulations and must now be modified to incorporate
same. To initiate your sign-off procedure,please submit two (2)
sets of modified plans to the Office of the Site Development
Division of the Building Department, which will record the
required identification markings on each set of the 'modified
plans.
After each set of modified plans has the appropriate markings,
you should proceed with your sign-off on each set of plans from
each Technical Review Board member who made conunents. The Zoning
& Site Development Administrator will provide the Building
Department sign-off and is the last Technical Review Board member
to review and sign-off the plans. If the Building Department did
r.ot have conunents that require sign-off, they are still the last
department to handle and process the plans. One (1) set of final
signed-off plans will remain with the Building Department and the
other set of plans will be returned to you to be retained at the
job site.
To help facilitate the sign-off process, you should make an
appointment to meet with each Technical Review Board member (only

the required Technical Review Board' member . signatures and
completing processing by the site Development Division, you may
apply for building permits by submitting the appropriate
documents and fee to the Plan Review and Permitting Division of
the Building Department. The Building Department will advise you
as to any additional permits which may be required, such as Palm
Beach Health Department (water and sewer), clearing/grubbing,
excavation/fill, drainage, paving, site lighting, landscaping and
irrigation.
The approval of the City entitles you to construct only the ;:
improvements shown on the site plan. The site plan will be
viewed procedurally as an as-built or'record drawing. If you -~

NEW SITE PLAN

Dennis J. Perry, agent for the Stiles Corporation, contract
purchaser, is requesting site plan approval to construct a one
story office building on lot 20 within Quantum Park, by Allstate
Insurance. The building and parking will be constructed in two
phases. Phase I proposes 15,119 square feet of office space and
surplus of parking. Phase II would allow for a future building
and parking expansion in the rear. Unlike the last office
building site plan the City approved on this lot, there is only
one driveway proposed onto N.W. 22nd Avenue. To accommodate
eastbound traffic out of this driveway, the applicant is
proposing to modify the existing median. The Technical Review
Board unanimously recommends approval of this request subject to
the attached staff comments.

SITE PLAN MODIFICATION - ALLSTATE BUILDING AT QUANTUM CORPORATE

Upon review of the above mentioned project, the following list of
comments must be addressed in order to conform with Boynton Beach
City Codes:
1. Specify on the plans that the structure is a single tenant
building.
2. Identify on the plans the total open space area as required
by Appendix A Zoning section 7 H 13.
3. Provide a copy of the South Florida Water Management
District permit thqt specifies that approved finish floor
elevation for the building.
4.
Specify on the plans the number of employees per shift to
occupy the building. Identify the number of visitors
proposed to visit the building. show on the plans the
appropriate number of parking spaces as required by Appendix
A Zoning Section 7 H 2.

5. Provide a detailed plan view and full section view drawing
of the dumpster enclosure and pad. Identify the type, size
and color of the material proposed for the sides of the
enclosure. Specify the size and type of. all required
vertical and horizontal structural material and components
for the enclosure walls and associated pad. Identify the
overall height, width and length of the enclosure. show ten
feet (10') clear minimum width of the enclosure opening.
Clear opening width must be measured inside of gate and post
material or meet the Public Works Department specifications
for size of compactor enc19sure. Where gates are proposed,
specify the method of holding the enclosure gates in the
open and closed position.
6. The outline, configuration and material shown and identified
on the project drawing(s) submitted with the plan(s) for
final sign-off shall match in every respect the colored
drawing(s) approved by the city Commission during the
approval process of the project. The color of each exterior
finish material shown on the final sign-off plans shall be
identified by name, color number and manufacturers name
which shall match in every respect with the color(s) shown
on the drawing(s) approved by the City Commission. A
manufacturer's color chart showing and identifying all
approved color(s) shall be submitted with the plans for
final sign-off.
7. Show on the site plan drawing the location, width and ItECEIVED'

In accordance with the City of Boynton Beach, Code of Ordinances, Chapter 19,
Section 19-7. "Plan Required" and 19-17.1. "Fee to Accompany Plan", including
Chapter 5, Article X, "Boynton Beach Parking Lot Regulations", Section 5-142.
"Required Improvements" (inclusive), the applicant for the above referenced
project, shall submit the following plan revisions, technical data, information
and requested engineering details as follows:
1. The parking facility lighting plan submitted does not comply with the req-
uirements of Chapter 5, Boynton Beach Parking Lot Regulations, Article X, Section
5-142 (a), "Required Lighting" and Section 5-142 (g), "Lighting Standards".
Depicted lighting levels fall far below the required standards. I recommend that
the applicant obtain a copy of Chapter 5, Article X, Boynton Beach Parking Lot
Regulations and revise plans in accordance with the requirements setforth within
Section 5-142 (g) " Standards for Lighting and Illumination Levels", in order for
the plans to meet with the provisions of this section, a prerequisite of this
Departments approval. The re-submitted parking facility lighting plans, including
the associated electrical construction drawings, shall contain the note:
"The entire parking facility lighting system shall be photocell activated".
2. The Engineer's plan sheet C-1 indicates that" sidewalk construction will be by
others. Delete this note. Pedestrian sidewalk construction is a requirement
of Chapter 22. "Streets" and shall be constructed in conjunction with the develop-
ment of this site. Although the submitted survey depicts in-place sidewalks,
the applicant shall re-construct that section of sidewalk situated within the
ingress/egress approach areas. It shall be a minimum thickness of six (6) inches
through these areas and be transitioned through the approach areas to accommodate
Handicap persons. Chapter 22. "Streets & Sidewalks", Section 22-25. "Sidewalks
Required", including Section 5-142 (g), "Sidewalk Construction Standards".
3. The Rhet Roy Landscaping plan conflicts with the Developer's Engineer plan C1
in the following areas:
a) Along the south perimeter of the parking facility, the required Engineer's
drainage plan indicates a deep continuous grassed swale to store and pre-treat
stormwater, prior to the stormwater being discharged into the formal drainage
system designated on said plan (containment). The landscaping plan shall be
modified to compliment the required containment of stormwater as the landscaping
plan depicts existing trees and tree berm areas at the same location the Engineer
depicts a deep grassed swale. Additionally, Engineer's detail on plan sheet Sec-
tion DO/EE indicates a grassed swale along the E&W perimeter to be utilized as
both a storage/containment, raceway area for facilitating a directional flow of
stormwater toward a depicted stormwater inlet structure. The Architect's plan
indicates a flat (finished grade) planting area comprised of cocoplum materials/Heather.
Revise the Architect's plans to compliment the Drainage plan. It is apparent that
the existing trees along the south perimeter will have to be extracted and replant-
ed within the required drainage area or the engineer will be required to perform a
complete re-design of the stormwater drainage system, as the Engineer's containment
and storage calculations did not take into account the existence of in-place..trees,
berms"ahd~f~at~grade~:areas proposed by the Architect. Resolve plan conflicts.
b) The Engineer's plan sheet C2 states that the raised continuous concrete curbing
shall have a compressive strength of 3,000 p.s.i. which is in compliance with City
standards. The Architects plan sheet P1 indicates a compressive strength of 2,500
p.s.i. Revise the Architects plan to compliment the Engineer's plan.

c) The Engineer's plan indicates all areas to be fully sodded. The Architects
plan indicates mulching-along the east perimeter. A determination shall be made
as to which material will be utilized. The plans will then be revised accordingly.
4. Provide a "Handicap" parking stall detail which complies with the requirements
set forth within the Department of Community Affairs Accessibility Requirements
(latest edition). Additionally, Handicap signage shall be mounted seven (7) feet
above grade to the bottom of the sign and be grouted in place. Chapter 5, Article
X, Section 5-142 (k), "Handicap Requirements". Revise Architects plan sheet A-I.
5. RECOMMENDATION: The future access area should be constructed at a later date
to eliminate the possibility of motorists utilizing this area as a parking area or
stripe the subject area in order to define a quantity of three (3) parking stalls.
6. The Engineer's plan sheet C-l indicates the construction of new pavement with-
in the public right-of-way of N.W. 22nd Avenue. Revise notes to read as follows:
" Construct new pavement-twelve inch stabilized subgrade with a F.B.V. of seventy-
five (75)-eight (8) inch limerock base primed one and three-quarter inches (1-3/4")
of Type II asphaltic concrete". Reference City of Boynton Beach Code of Ordin-
ances, page 2139 and 2140, Appendix "C", Article X, Section 10. "Streets", subsection
10F. "Materials". Revise plans accordingly.
7. Provide yellow skip lines to delineate the left (exiting) turning movements
onto N.W. 22nd Avenue.
8. Engineer shall provide the following statement on his certified drainage
calculations: "Stormwater shall be contained on-site. Containment capacity
meets or exceeds a minimum of two and one-half (2.5) inches of rainfall in one (1)
hour". Chapter 5, Article X, Section 5-142 (f), "Required Drainage Improvements".
9. RECOMMENDATION: Obtain permission from Quantum Associates to modify the in-
place median within N.W. 22nd Avenue. The removal of in-place plan~and trees,
should be coordinated with the City's Forester relative to determining relocation
points for the materials to be removed. Reference Chapter 7., Section 7.5-24.

Building Department issuing the Certificate of occupancy, I would
like to ensure that you do not have any outstanding or pending
issues concerning this site that must be rectified (excluding
issues that are covered entirely with a city approved surety).

Department, please provide this department with the permit number and
nature of unresolved issues. If the unresolved issues are not
permi t related, notify the owner or the owners agent to ensure
that the issues are rectified.
